SCOPE
IT IS THE INTENT OF THESE SPECIFICATIONS TO DESCRIBE THE MINIMUM ACCEPTABLE TECHNICAL
REQUIREMENTS FOR THE MATERIALS AND WORKMANSHIP FOR CONSTRUCTION ~OF SITE IMPROVEMENTS
FOR THIS PROJECT. SUCH IMPROVEMENTS SHALL GENERALLY INCLUDE, BUT NOT TO BE LIMITED
TO, CLEARING, GRADING, PAVING, STORM DRAINAGE, NEW CURBING AND REMiOVAL OF EXISTING PAVEMENTS AND CURBING.
IT IS THE INTENT THAT THE FLORIDA DEPARTMENT OF TRANSPORTATION "STANDARD SPECIFICA-
TIONS FOR ROAD AND BRIDGE CONSTRUCTION: DATED 1999 TOGETHEIR WITH "SUPPLEMENTAL
SPECIFICATIONS TO THE 1999 STANDARD SPECIFICATIONS FOR ROAD AND BRIDGE CONSTRUCTION"
DATED 1999 BE USED WHERE APPLICABLE FOR THE VARIOUS WORK, AND THAT WHERE SUCH WORDING
THEREIN REFERS TO THE STATE OF FLORIDA AND ITS DEPARTMENT OF TRANSPORTATION AND PER-
SONNEL, SUCH WORDING IS INTENDED TO BE REPLACED WITH THE WORDING WHICH WOULD PROVIDE
PROPER TERMINOLOGY; THEREBY MAKING SUCH "STANDARD SPECIFICATIONS FOR ROAD AND BRIDGE
CONSTRUCTION" AS THE "STANDARD SPECIFICATIONS" FOR THIS PROJECT. IF WITHIN A PAR-
TICULAR SECTION, ANOTHER SECTION, ARTICLE OR PARAGRAPH IS REFERRED TO, IT SHALL BE
PART OF THE STANDARD SPECIFICATIONS ALSO. THE CONTRACTOR SHALL ABIDE BY ALL LOCAL AND
STATE LAWS, REGULATIONS AND BUILDING CODES WHICH HAVE JURISDICTION IN THE AREA.
LINES AND GRADES
THE HORIZONTAL AND VERTICAL ALIGNMENT OF THE PROPOSED WORK IS NOTED ON THE PLANS.
EXISTING FACILITIES
THE CONTRACTOR HAS BEEN PROVIDED WITH THE APPROXIMATE LOCATION AND CHARACTER OF EX-
ISTING UTILITIES AND STRUCTURES INSOFAR AS THE OWNER HAS KNOWLEDGE OF THE SAME. THE
CONTRACTOR SHALL TAKE PARTICULAR CARE IN THE LOCATION AND CONSTRUCTION OF THE WORK
UNDER THIS CONTRACT TO PREVENT DAMAGE TO SUCH UTILITIES AND STRUCTURES, WHICH ARE TO
REMAIN IN USE, AND ANY DAMAGE RESULTING TO SUCH UTILITIES AND STRUCTURES, FROM THE
CONTRACTOR'S OPERATIONS, SHALL BE IMMEDIATELY REPAIRED BY HIM AT HIS OWN EXPENSE, TO
THE SATISFACTION OR THE OWNER OF THE AFFECTED FACILITY.
SHOULD THE CONTRACTOR, IN THE COURSE OF HIS WORK, ENCOUNTER ANY PIPE, UNDERGROUND
UTILITY, OR STRUCTURE, THE LOCATION OF WHICH HAS NOT BEEN FURNISHED TO HIM, HE SHALL
BRING SUCH CONDITIONS TO THE ATTENTION OF THE ENGINEER.
THE CONTRACTOR SHALL NOTIFY THE PROPER SERVICE REPRESENTATIVE OF ALL UTILITY COM-
PANIES WHEN WORKING IN THE VICINITY OF THEIR SERVICE LINES.
MAINTENANCE OF TRAFFIC
IT SHALL BE THE SOLE RESPONSIBILITY OF THE CONTRACTOR TO INSTALL AND MAINTAIN ADE-
QUA TE TRAFFIC CONTROL DEVICES, WARNING DEVICES AND BARRIERS FOR THE PURPOSE OF
PROTECTING THE TRAVELING PUBLIC, HIS WORKMEN AND THE WORK AREA IIN GENERAL. SUCH
TRAFFIC CONTROL SHALL BE MAINTAINED FOR THE DURATION OF THE PROJECT PERIOD, INCLUDING
ANY TEMPORARY SUSPENSIONS OF THE WORK. MAINTENANCE OF TRAFFIC SHALL BE IN ACCORDANCE
WITH SECTION 102 OF THE STANDARD SPECIFICATIONS AND THE STATE OF FLORIDA, MANUAL OF
TRAFFIC CONTROL AND SAFE PRACTICES FOR STREET AND HIGHWAY CONSTRUCTION, MAINTENANCE
AND UTILITY OPERATIONS; AND THE LOCAL AUTHORITIES HAVING JURISDICTION.
PAVING AND DRAINAGE SPECIFICATIONS
SCOPE
FURNISH ALL LABOR, MATERIALS AND EQUIPMENT AND PERFORM ALL OPERATIONS REQUIRED TO
COMPLETE THE CONSTRUCTION OF A DRIVEWAY AND DRAINAGE SYSTEM AS SHOWN ON THE PLANS,
SPECIFIED HEREIN, OR BOTH.
IT IS THE INTENT TO PROVIDE A COMPLETE AND OPERATING FACILITY IN ACCORDANCE WITH
THESE SPECIFICATIONS AND THE CONSTRUCTION PLANS. THE MATERIAL AND EQUIPMENT SHOWN OR
SPECIFIED SHALL NOT BE TAKEN TO EXCLUDE ANY OTHER INCIDENTALS NECESSARY TO COMPLETE
THE WORK.
CLEARING AND GRUBBING
ALL TREES, BRUSH, STUMPS, ROOTS, GRASS, WEEDS, RUBBISH AND ALL OTHER' OBSTRUCTIONS
RESTING ON OR LYING WITHIN 12" BELOW FINISHED GRADE OR SUBGRADE WITH THE EXCEPTION OF
THOSE TREES THE OWNER CHOOSES TO REMAIN, SHALL BE COMPLETELY REMOVED FOR THE FULL
WIDTH OF ALL WORK. ALL WORK SHALL BE IN ACCORDANCE WITH SECTION 110 OF THE STANDARD SPECIFICATIONS.
GRADING AND EXCA V A TION
THE CONTRACTOR SHALL PERFORM ALL EXCA VA TION, FILL, AND GRADING TO ACHIEVE
THE PROPOSED PLAN GRADES INCLUDING TYPICAL SECTIONS.
ALL WORK SHALL BE IN ACCORDANCE WITH SECTION 120 OF THE STANDARD SPECIFICA-
TIONS. IF FILL MATERIAL IS REQUIRED IN EXCESS OF THAT GENERATED BY THE EXCAVATION,
THE CONTRACTOR SHALL SUPPLY THIS MATERIAL, AS REQUIRED, FROM AN OFF-SITE SOURCE.
COMPACTED SUB GRADE IN EXISTING SANDY SOILS
THE IMPROVEMENTS CONSTRUCTED ON EXISTING SANDY SOILS SHALL BE CONSTRUCTED WITH A
12" SUBGRADE, COMPACTED TO A MINIMUM DENSITY OF 100% MAXIMUM DENSITY AS DETERMINED BY
AASHTO T -99. THE COMPACTED SUBGRADE SHALL BE CONSTRUCTED IN THE LIMITS SHOWN ON THE
PLANS.
BASE COURSE
L1MEROCK BASE SHALL BE PREPARED, GRADED AND COMPACTED TO 98% OF MAXIMUM DENSITY AS
PER AASHTO T-180 AND SHALL BE IN ACCORDANCE WITH DADE COUNTY PUBLIC WORKS STANDARDS.
PRIME AND TACK COATS
THE ENGINEER SHALL INSPECT THE COMPLETED BASE COURSE AND THE CON TRACTOR SHALL CORRECT
ANY DEFICIENCIES AND CLEAN THE BASE COURSE PRIOR TO THE PLACEMENT OF THE PRIME COAT.
A TACK COAT WILL ALSO BE REQUIRED IF THE ENGINEER FINDS THAT THE PRIMED BASE HAS BE-
COME EXCESSIVELY DIRTY OR THE PRIME COAT HAS CURED TO THE EXTENT OF LOSING ITS BONDING
EFFECT PRIOR TO PLACEMENT OF THE ASPHALTIC CONCRETE SURFACE COURSE. THE PRIME AND
TACK COATS SHALL BE IN ACCORDANCE WITH SECTION 300 OF THE ST ANDAfRD SPECIFICATIONS.
SURFACE COURSE
ASPHALTIC CONCRETE SURFACE COURSE SHALL BE CONSTRUCTED TO THE LIMITS SHOWN ON THE
PLANS. THE SURFACE COURSE SHALL CONSIST OF 1 1/2" OF TYPE III ASPHALTIC CONCRETE PLACED
IN TWO (2) 3/4" LIFTS. ALL ASPHALTIC CONCRETE SHALL BE IN ACCORDANCE WITH SECTIONS 320
AND 330 OF THE STANDARD SPECIFICATIONS. TYPE III ASPHALT CONCRETE SHALL BE IN ACCORDANCE
WITH SECTION 333 OF THE STANDARD SPECIFICATIONS.
CONCRETE CURBING
CONCRETE CURB SHALL BE CONSTRUCTED TO THE LIMITS SHOWN ON THE PL.ANS. THE CONCRETE
SHALL HAVE A MINIMUM COMPRESSIVE STRENGTH OF 4000 PSI AT 28 DAYS AND SHALL BE IN AC-
CORDANCE WITH SECTION 345 OF THE STANDARD SPECIFICATIONS.
DRAINAGE PIPES
DRAINAGE PIPE SHALL BE IN ACCORDANCE WITH SECTION 941 OF THE STANDARD
SPECIFICA TIONS.
ALL DRAINAGE PIPE SHALL BE INSTALLED TRUE TO BOTH LINE AND GRADE. ALL PIPE SHALL BE
BACKFILLED AND COMPACTED WITH CLEAN SAND FILL IN ACCORDANCE WITH THE "TRENCH DETAIL"
SHOWN ON THE PLANS AND SECTION 125 OF THE STANDARD SPECIFICATIONS.
TESTING
ALL MATERIAL OF CONSTRUCTION SHALL BE SUBJECT TO INSPECTION AND TESTING TO EST ABUSH
CONFORMANCE WITH THE SPECIFICATIONS AND SUITABLY FOR THE USES INTENDED. THE CONTRAC-
TOR SHALL NOTIFY THE ENGINEER AT LEAST 24 HOURS PRIOR TO THE TIME HE WILL BE READY
FOR AN lNSPECTION OR TEST. THE CONTRACTOR SHALL FOLLOW CITY AND
COUNTY INSPECTION PROCEDURES, COUNTY AND CITY INSPECTORS TO SIPECIFY THE NECESSARY
TESTS AND INSPECTIONS. THE CONTRACTOR SHALL NOT PROCEED WITH ANY PHASE OF WORK DE-
PENDENT ON AN INSPECTION OR TEST OF AN EARLIER PHASE OF WORK, PRIOR TO THAT TEST OR
INSPECTION PASSING. THE CONTRACTOR SHALL PAY FOR ALL TESTS. '
RECORD PLANS
CONTRACTOR SHALL KEEP AND MAINTAIN RECORD PLANS ON THE PROJECT SITE AT ALL TIMES. THE-
SE PLANS SHALL BE ANNOTATED BY THE CONTRACTOR DEPICTING ANY CHANGES MADE IN THE FIELD
WHICH DIFFER FROM THE CONTRACT PLANS. THE RECORD PLANS SHALL INCLUDE, BUT NOT BE LIMIT-
ED TO, INVERT AND TOP ELEVATIONS OF PIPES AND INLET STRUCTURES. THE CONTRACTOR
SHAll SUBMIT COMPLETE AND FINAL RECORD PLANS TO THE ENGINEER UPON COMPLETION OF THE
PROJECT AND PRIOR TO FINAL INSPECTION. CONTRACTOR SHALL SUBMIT FINISHED ROCK GRADES
TO THE ENGINEER, PRIOR TO PLACING THE ASPHALT, FOR APPROVAL.
