Miscellaneous MINUTES LIBRARY INFORMATION MEETING MONDAY, JANUARY 10,2000, 7:00 P.M. Point East Condominium Rose Room 2895 Point East Drive Aventura, Florida 33160 A meeting was held to seek input from residents regarding the current level of services provided at the Northeast Dade library Branch located in Aventura. The purpose was to create dialogue between the City and the community regarding library materials, services and programs. Those present included Mayor Arthur I. Snyder, Vice Mayor Arthur Berger, Commissioners, Jay R. Beskin, Ken Cohen and Jeffrey M. Perlow, City Manager Eric M. Soroka, Community Services Director Robert M. Sherman, and Florence Simkins Brown, Director of library Services for the City of North Miami Beach. library services were discussed by all in attendance. Aventura Government Center 2999 NE 1918t Street Suite 500 Aventura, Florida 33180 A meeting was held with Commissioners Jay R. Beskin, Jeffrey M. Perlow, Vice Mayor Arthur Berger and City Manager Eric M. Soroka to continue discussions relating to the library. The meeting was called to order at 10:00 a.m. by Chairman Beskin. Those present at the meeting were Commissioners Beskin, Cohen, Perlow, Vice Mayor Berger, City Manager Soroka and City Clerk Teresa M. Soroka. Via separate telephone conference calls with George Lawson, Library consultant in Iowa and Bob Wynd row, of LSSI, Board members discussed the North Dade Regional Library, possible renovations to that facility, privatization of library services, and what the "library of the future" should provide. The next meeting was scheduled for February 16, 2000 at 10 a.m. The meeting adjourned at 11 :30 a.m. CITY OF AVENTURA CITY COMMISSION SUB COMMITTEE MEETING FEBRUARY 16, 2000 10:30 A.M. Aventura Government Center 2999 NE 19181 Street Suite 500 Aventura, Florida 33180 A meeting was held with Commissioners Jay R. Beskin, Jeffrey M. Perlow, Vice Mayor Arthur Berger and City Manager Eric M. Soroka to continue discussions relating to the library. The meeting was called to order at 10:30 a.m. by Chairman Beskin. Those present at the meeting were Commissioners Beskin and Perlow, Vice Mayor Berger, City Manager Soroka and City Clerk Teresa M. Soroka. The purpose of this meeting was to make a recommendation to the Commission regarding the library. After detailed discussion, it was the unanimous consensus of the Committee to make the following recommendation to the Commission for their consideration: 1) Provide approximately $45,000 to fund the lease books program, beginning with fiscal year 2000-2001, to be renewed on an annual basis; 2) Obtain input from residents in response to detailed questions regarding the library via focus groups or citizen juries; engage services of a library consultant to provide reconfiguration of current library services to conform to City's needs; 3) Direct administration to continue dialogue with Miami-Dade County relative to funding and operating existing facility for City's operation while still providing services to the unincorporated areas via Interlocal Agreement with County. City Manager to prepare detailed recommendation for Commission consideration at February 25,2000 Workshop Meeting. Aventura Turnber~ Jewish Center 20400 NE 30 Avenue Aventura, Florida A Town Hall Meeting was held on March 23, 2000 at the Aventura Turnberry Jewish Center to obtain input from the public relative to developing a cultural arts center for the City. Those in attendance included Vice Mayor Arthur Berger, Commissioners Harry Holzberg and Ken Cohen, Community Services Director Robert M. Sherman and Richard Heisenbottle and his associates, the City's cultural arts center feasibility team. CITY OF AVENTURA CITY COMMISSION SUB COMMITTEE MEETING APRIL 28, 2000 11 A.M. Aventura Government Center 2999 NE 19181 Street Suite 500 Aventura, Florida 33180 A City Commission Sub-Committee meeting comprised of Commissioners Jay R. Beskin (Chair), Arthur Berger and Patricia Rogers-libert was held on Friday, April 28,2000 immediately following the Arbor Day Celebration. The purpose of the meeting was to discuss Commission procedures during Workshop and Commission meetings. The meeting was called to order at 11 a.m. Those present at the meeting were Commissioners Beskin and Berger, City Manager Eric M. Soroka and City Clerk Teresa M. Soroka. Commissioner Rogers-libert was absent due to illness. Members present reviewed Resolution 96-18 which establishes Rules and Procedures for Commission meetings, in particular Section (f)vi regarding Commission Reports. Discussion also included procedures for further discussions at Commission meetings of items previously considered at Workshop Meetings. Board members recommend the following: 1. There should be no limitation on discussions at Commission Meetings of items previously considered at Workshop Meetings. 2. Discussion at Commission Meetings under "Reports" section should be limited to items which a Commissioner has done and/or recognition of a citizen or an event. 3. At the conclusion of each item addressed at a Workshop Meeting, the City Manager will provide a verbal summary of the outcome of discussions and action, if any, to be taken as a result of such discussions. The meeting adjoumed at 11 :25 a.m. - MINUTES WINDSTORM LEGISLATION MEETING THURSDAY, SEPTEMBER 14, 2000 1 PM Aventura Government Center 2999 NE 19151 Street Suite 500 Aventura, Florida 33180 The meeting was called to order at 1 :05 p.m. by Vice Mayor Jeffrey M. Perlow. Present in addition to the Vice Mayor were Commissioners Patricia Rogers-Libert, Ken Cohen, City Manager Eric M. Soroka, and City Clerk Teresa M. Soroka. Vice Mayor Perlow stated the purpose of the meeting was to discuss windstorm legislation, the changes proposed by Senator Ron Silver and what participation the City should make in this issue. It was the consensus of those in attendance to recommend to the Commission at the next Workshop meeting that the City support the efforts of Senators Silver and Sally Heyman and the Dade County League of Cities to change the windstorm legislation and to adopt a resolution supporting a citizens' initiative for change.
