I. Call to Order. The meeting was called to order by Chairman Robert Diamond
and City Manager Eric M. Soroka called the roll.

A motion to excuse the absence ot Phil Sturtz was offered by Ms. Israel, seconded and
unanimously passed.
A motion to excuse the absences ot Ms. Grossman and Ms. Levin trom the January 24,
2002 meeting was offered by Ms. Israel, seconded by Ms. Frank and unanimously
passed.

II. Approval of Minutes: Mr. Diamond requested an amendment in section 3 ot
the January 24, 2002 minutes to change the word overturned to modified. A
motion to approve the amendment was offered by Ms. Israel, seconded by Ms.
Nesbitt and unanimously passed. After motion made by Ms. Israel, seconded
by Ms. Grossman and unanimously passed, the minutes ot the January 24, 2002
meeting, as amended, were approved.
III. Chairperson's Report: Mr. Diamond requested that all Board members be
provided a copy ot the Sunshine Law at the next meeting.

IV. Staff Report: City Manager and Community Services Director recommended
priorities tor discussion by Board members.
V. Priority Settina: Board members discussed the tollowing suggested priorities:
1) Assist with the development ot membership policies and tees tor the
Community/Recreation Center
2) Assist with the development ot recreation activities and programs tor the
Community/Recreation Center
3) Assist in the development ot the Rotating Art Display program tor
Government Center and Community Recreation Center
4) Assist with the development ot citywide special events, such as Founders
Day.
A motion was made by Ms. Israel, seconded by Ms. Nesbitt and unanimously passed to
focus on #2 above as the Board's tirst priority and that all members should submit to
the City Manager within 2 week a list ot recommended program activities tor the
Community/Recreation Center.
The next meeting was scheduled tor March 14,2002 at 3 p.m.
VI. Adiournment. There being no turther business to come before the Board, the
meeting was adjourned.

Community Services Advisory Board
There are numerous boats and boaters in the City of Aventura that cruise our waterways. We can make a great
contribution in diminishing the number of accidents on our waterways by conforming to the U.S. Coast Guard's program
to promote "Boat Safety." The Coast Guard Auxiliary is well recognized for its training programs, which is able to detach
qualified instructors to suitable locations in offering this training. There is no cost to the boaters other than minimal
amount for books or other equipment. The recommended course is 8-hours and can be divided into two 4-hour sessions.
Experience has shown that most boaters would like to take these courses if they are convenient. The recreation center is
an ideal facility for this program. The convenience of dates can be determined by those taking the course. The
Aventura Marine Patrol may be invited to participate.
Another complimentary service conducted by the Coast Guard Auxiliary is "Vessel Examination," where qualified
examiners board the vessel and check for all required Coast Guard equipment and other safety features that are Coast
Guard recommended. Should the vessel pass this examination, an official certificate is awarded that is placed on the
vessel in a visible location. Besides this assistance to the boater, most insurance companies recognize this program and
may offer 10 percent discount on their insurance premiums.
Should this program be acceptable, I would request that the City formulate a list of all boat owners who might be willing
to participate in this community service.

It is extremely important tbat the Center be utilized for usage intended to appeal to all age
categories, including youngsters, adults and senior citizens.
THE GYMNASRJM
1. I recommend that the gym be utilized several evenings a week for community wide physical
activities, with leagues to be established to cover different age groups, for basketball, volleyball, etc.
2. Perhaps one evening a week could be devoted to a new community volunteer orchestra. This could
develop into a large group who may take an important role in the forthcoming Cultural Center.
3. Perhaps one evening a week could be devoted to a major lecture or performance of a function as
hereafter indicated. with portable seating. This could be the start of a regular lecture or perfonnance
function of the Cultural Center.
CLASS ROOMS
I. The Nonh Miami campus of FlU, Elders Institute is having serious financial
problems and will be losing its director and scoretary this coming luly. In addition, some of the
programs may (1) be reduced or eliminated. Over 3,000 adults trom the Aventura area have taken
courses there in the last few years. The following class subjects were closed out due to excessive
demand with limited space. We could belp fiU this important need, and it could play an important role
in the new Cuhural Center: American Literature, American History, Art History, Current Events,
Drawing, Intermediate Computer, Judaism/1slam, Keyboard, Mid East Update, Moscs Maimonides,
Spanish 1 and 11.
2. We could start new events such as a community Glee Club, studio art and sculptin& the teaching of
popular dance, bridge and chess clubs.
3. t would like to see us tie in with the local museums, including North Miami, Miami and Ft.
Lauderdale. They have: staff that gives community lectures, all tied in with their currem programs.
4. A recent (Feb. 25) full page add in the New York times by "Americans For The Arts" states that
their study showI the overwhelming majority of parents beHeve that the arts are an integral part to their
children's education, but "There's not enough art in our schools." They allege th~t dance and music
teach children to be more tolerant and open. Painting and drama allows children to express themselves
creatively and that artS help to promote individuality, while bolstering self-confidence and overall
academic perfonnance. "If only they knew that their kids spend less time in arts classes than they do
watching commercials.... I suggest that we implement after school programs specifically designed to
help ti II the needs for children as aforesaid.

such as golf, chess tournaments, hoop shoot;

· Senior Support systems training and implementation (youth and adult to senior buddy
systems);
· Seniors in crisis support services such as delivery of donated meals for seniors who are
adjusting to the loss of a spouse,

· Possible partnership with renovated Gulf Stream complex for large venue concerts and
outdoor shows (similar to Wolf Trap in Vienna Va.)
· Expand annual arts festival to draw larger audience and increase exhibit,ors- possible
waterfront park festival at community center groups
· Establish a community services credit internship program in collaboration with Marketing
Council and local businesses to support the community residents and special projects
throughout the year as needs are identified.

landscaping contest.

to viewing and overseeing days of viewing and judging.

Probably 2 days, Saturday and Sunday Hours 10-4
Judges:
3 Judges - preferably individuals with art teaching credentials

1st, 2nd and 3rd prizes in each age category.

I am sorry to be so late in submitting my thoughts of what will make a
happy senior center. It should be at least two days a week. Time can be
either from 9:00 AM til Noon or preferably from 1 :OOP.M til 3:30P.M. The
activities should include mini food treat, lectures. health and safety
information by knowledgeable lecturers. computer training. arts and crafts.
cards, sign longs to music, pillow dancing to music, Occasional trips to the
library and city hall.
Guests speakers from various hospitals in area, from library (book
reports), political speakers in community, introduction to our city manager
and commissioners, visits from ASPCA.
They bring puppies and kittens to hold and play with. Meeting children from
our schools (intergenerational programs), and allow them to adopt a school
friend on a monthly or weekly basis. Senior Students get credit for this.
etc.
We will need a paid Senior Director if the city does not presently have
one on staff.
