Approval of Minutes: A motion to approve the minutes of the June 3, 2003 meeting was offered by Ms. Israel, seconded by Mr. Joel and unanimously passed. The meeting recessed for 10 minutes at this time. III. Sister Cities Proaram: Bruce Singer, President of the Miami Beach Chamber of Commerce, addressed the Board. After discussion, a motion was offered by Ms. Nesbitt, seconded by Ms. Grossman and unanimously passed to appoint a Sister Cities sub-Committee comprised of Ms. Israel, Ms. Carr and Messrs. Orenstein and Grife, to meet with Community Services Director Robert Sherman to further discuss this issue and report back to the Board at the September meeting. IV. Adiournment. This year's festival contains new programs as well as your favorite activities, and we are proud to be offering another FREE CONCERTfor all of our residents. This special concert at Founders Park will feature the legendary band "Creedence Clearwater Revisited". They will play several platinum hits that include, "Proud Mary", "Who'll Stop the Rain", "Suzie Q", "Heard It Through the Grapevine", "Fortunate Son", and scores of others. The traveling dance ensemble,''High Voltage Dancers" opens up the concert at 5 PM with Star Search's National Semi-Finalist Catherine Cue taking the stage at 5:45 PM. Doors open to the concert at 4 PM. Tickets cost only $5.00 each and they can be exchanged on November 16th for five Founders Bucks. These Founders Bucks can be redeemed for five dollars worth of food from any of the food vendors that will be present throughout Founders Day including the concert, so the concert is essentially FREE!! To get your tickets (a maximum of four per household), circle the number of tickets you wish to receive, enclose a check or money order for $5 per ticket payable to the City of Aventura and mail the orange reply card and proper payment in the enclosed return envelope. Be sure to supply a postage stamp and Include your name, address and phone number on the reply card. Only original orange reply cards with the proper payment will be accepted. Due to the limited space at Founders Park, tickets are limited to the first 3,000 ticket requests or reply cards that have been postmarked by Friday, October 17, 2003, whichever comes first. There will be no exceptions to this rule. Your tickets will be mailed to you by Monday, November 3,2003. Additional tickets, if available, may be purchased by residents only starting on November 3, 2003 at Founders Park and the Community Recreation Center while supplies last. Proof of residency or resident 10 cards will be required. The concert will be festival type seating, so bring lawn chairs and blankets. Sherman, Director of Community Servic~ DATE: August 8, 2003 SUBJECT: Sister Cities RECOMMENDATION: The City Manager forward this report to the Community Services Advisory Board for further consideration. BACKGROUND: Pursuant to your direction and the general consensus of the Community Services Advisory Board, I have compiled the following report regarding the Sister Cities Organization. A letter to Mr. Bruce Singer, who gave the Sister Cities presentation to the Community Services Advisory Board, was mailed on July 16, 2003. Since I did not receive any response, I called him and we have been trading voice mails this past week. FINDINGS: In order to participate in the Sister Cities International Program, you first have to become a member. This membership costs $435 and a check request was processed on August 4, 2003. Their website www.sister-cities.orQ is very informative and I have attached their brochure "How to Find a Sister City" for your information and review. This pamphlet outlines 11 steps to finding a Sister City, starting with filling out the "Request for a Sister City" form. This is then posted on their website, and we can continue to search for a Sister City, as others are searching for us. When we are ready to approach a potential Sister City, we should compile and present a comprehensive informational package that should include a formal letter from the Mayor inviting the community to enter into a dialogue regarding the benefits and prospects of becoming Sister Cities. If this response is positive, an invitation for an official delegation visit is next, with a planned agenda for their visit. When there is a mutual intent to become formal "Sister Cities", both Mayors must sign an official Sister City Agreement, and at that point, we would be an official Sister City, recognized by SCI. Building a lasting relationship with your sister city, county, or state might well be one of the most rewarding activities your community becomes involved with. The process, however, of searching for and finding that special partner who shares your same interests and goals, is an intricate and often lengthy one. Therefore, your search must be extremely well organized, and undertaken with great planning and commitment. It is up to you to take a proactive role in this process! We often compare the sister city search process to the intricate dance of matrimony, beginning with the awkward days of courtship to well beyond a golden anniversary. With this analogy in mind, it is crucial to be sensitive to the needs of your prospective community, and at all times, be aware that this relationship is intended to last a lifetime. Therefore, choose wisely! Please be aware that this checklist is meant to serve as a guide as you go through the affiliations process. For more information, please contact Sister Cities International (SCI) national headquarters. 1. "Cities Seeking Cities" is an online benefit that SCI offers to its members. U. S. communities must be members of SCI to post their information in this section of the Web site. International communities are welcome to have their "Request for a Sister City" form posted on our Web site by filling out "Request for a sister city" and e-mailing or faxing it to SCI. They will not have access to individual community profiles, although SCI would be happy to provide those when requested. 2. Begin by reviewing SCI's publications, and make your first priority the organization of your sister city committee. This committee should be led by elected officers (e.g., president/chairperson, vice- president, treasurer, secretary) and comprised of a broad range of community members: community leader(s) who speak directly for the Mayor/City Manager; business professionals (e.g., private enterprise, physicians, attorneys); Chamber of Commerce officials; youth and educators; retirees; and so on. Form sub-committees as needed, such as fundraising or youth, as well as separate committees for each sister city affiliation, and so on. 3. Gather and secure strong community support. Don't forget to involve other groups, such as your Rotary club, churches, hospitals, schools, your local government, etc. 4. Once an organized committee is established, begin working on your "Request for a Sister City" form. Visit SCI' s Web site where the form can be filled out online. (If you do not have access to the Internet, contact SCI for a copy.) As you thoroughly explore these questions, remember that some regions of the world are traditionally under-requested. 5. As you complete your "Request for a Sister City" form, carefully explore your purpose for building a sister city relationship. Is it to investigate economic development opportunities? Is it for youth exchange? Questions such as these are extremely important and will assist you in identifying the goals of your partnership. 6. After you have completed your "Request for a Sister City" form, we will post it on our Web site, where it will be available to communities around the world. Please visit our Web site often as all communities seeking sister city partners will be added regularly. 7. If you don't find any communities meeting your criteria on our Web site, it will be your responsibility to search for potential cities. Be creative in this search. Use all resources available, such as the Internet, your local library or Chamber of Commerce, a business or familial contact in that community, and so on. Consider involving more than just the members of your committee. For instance, you might have a geography teacher assign this as a class project; have your Rotary club contact its international chapters; or hold a town meeting to consider the diverse interest and needs of your entire community. 8. When you are ready to approach a potential. partner, present a comprehensive view of your community by sending a detailed packet of information to the mayor of the desired city. This packet should include a formal letter from your mayor (and committee president/chair) inviting the community to enter into a dialogue regarding the prospect of becoming sister cities (sample documents available from SCI), along with promotional materials such as brochures, maps, photos or video. Don't forget to enclose a copy of your "Request for a Sister City" form. Also, request such information in return. 9. If you receive a positive response, reply promptly and extend an invitation for an official delegation to visit, with suggestions for potential projects, such as student exchange, business/trade development, and so on. Build your relationship. Get to know one another well. After some time, you will be able to determine if this is the right match for you. As you "date," please keep SCI informed regarding your progress. 10. When there is mutual intent to become formally linked, both mayors must sign an official sister city agreement (sample documents available from SCI). Please send copies of this document to SCI. At this point, you will be eligible to use the name "Sister Cities" and will officially become part of our network of registered sister cities. 11. Continue to build your relationship by involving more community members and expanding the scope of your projects.
