CITY OF AVE ~ITURA, FLORIDA AUTHORIZING THE CITY
MANAGER T~ EXECUTE THE ATTACHED INTERLOCAL
AGREEMEN'I' BETWEEN MIAMI-DADE COUNTY AND
THE CITY OF AVENTURA FOR JOINT COMPLETION OF
A LOCAL MI~'IGATION STRATEGY; AND PROVIDING AN
EFFECTIVE ~ATE.
NOW, THEREFOR BE IT RESOLVED BY THE CITY COMMISSION OF THE
CITY OF AVENTURA, FLC tlDA, THAT:
Section 1. The Ci:y Manager is hereby authorized to execute the attached
Interlocal Agreement betw~;en Miami-Dade County and the City of Aventura for Joint
Completion of a Local Miti 3tion Strategy.
Section2. This iesolution shall become effective immediately upon its
adoption.

INTERLOCAL AGREEMENT
FOR JOINT COh [PLETION OF A LOCAL MITIGATION STRATEGY
This Inteflocal Agreement is being entered into this __ day of , 1998, by and between
Miami-Dare County ("Cour ty") and the City of _("City") in order to jointly
complete a Local Mitigatiot Strategy as described in the attached Scope of Work and in the
Department of Community Affairs (DCA) publication The Local Mitigation ~trategy: a
Guidebook for Florida Citie~ and Counties, hereafter referred to as "the Guidebook."
It is agreed that the City .~ hall assist in the development of the Local Mitigation Strategy
("LMS") using the Gnideboc ~ as well as other applicable guidance. The City shall participate in
this process in order to achie, 'e a single, unified LMS for the County.
It is agreed that the County ' ~ill pay compensation at the end of each contract period based on
completion of activities iden/fled in this Scope of Work. The payment will be made after the
subcontractor submits all del [verables, within the scheduled time frame, and a determination is
made by the County that t ~e City has satisfactorily completed the pertinent activities and
deliverables. All payments ~ ill be made as soon as possible, following receipt of payments from
the DCA, to the County.
It is agreed that at the end of the first contract period, the City may be paid twenty (20) pement
of the total contract amount, twenty (20) percent at the end of the second contract period, forty
(40) percent at the end of the th/rd contract period, and the remaining twenty (20) percent of the
total contract amount at the e~ td of the fourth and fmal contract period. The City shall submit all
deliverables in the format po :scribed by the County. The final deliverable shall be an agreed-
upon local mitigation strategy document submitted by the County to the DCA.
This agreement shall remait in effect throughout the life of the Local Mitigation Strategy
program, currently scheduled to expire July 1, 1999. This agreement may be modified by the
mutual written consent ofbo~ t parties and as required by revisions to the statute. This agreement
may be terminated by either [ arty provided that such termination be given in writing to the other
party at least ninety (90) days ~rior to the date of termination.

SCOPE OF WORK
Purpose
The City shall assist in the development of the Local Mitigation Strategy (LMS) using the
Department of Coramunity Affairs (DCA) publication The Local Mitigation Strategy: a
Guideboole for Florida Cities and Counties, hereafter referred to as "the Guidebook," as well as
other applicable guidance. T~ le City shall participate in this process, in order to ach.eye a single,
unified Local Mitigation Stral egy for Miami-Dad~ County.
Payment and Deliverables ehedule
The County will pay comper sation at the end of each contract period based on completion of
activities identified in this so .pc of work. The payment will be made after the City submits all
deliverables, listed below, wi hin the scheduled time frame, and a determination is made by the
County that the City has sari ffactorily completed the pertinent activities and deliverables. The
City shall submit an invoice to the County for payment of compensation at the conclusion of
each contract period. All p tyments will be made as soon as possible, following receipt of
payments from the Departmer t of Community Affairs to the County.
At the end of the first contra :t period, the City may be paid twenty (20) percent of the total
contract mount, twenty (20) ~ercent at the end of the second contract period, forty (40) percent
at the end of the third contracl ~eriod, and the remaining twenty (20) percent of the total contract
amount at the end of the four and final contract period. The City shall submit all deliverables
in the format prescribed by I County. The final deliverable shall be an agreed~upon local
mitigation strategy document submitted by the County. All submissions to the County shall be
addressed to:
I. First contract period - to be determined
A. Identify the rr unicipal contact person for this subcontract, to include phone
number and fa~ number.
B. At least one n tunicipal representative shall actively participate in all Working
Group meeting ;.
C. A municipal re ~resentative shall actively assist in the development of procedures
to resolve co fflict between government entities that may arise from the
development o:*the local mitigation strategy.
D. A municipal ~presentative to the Working Group shall actively assist in the
development [ evaluation criteria and procedures, to regularly review, update
and revise the >cai mitigation strategy.
E. A municipal r ,'presentative to the Working Group shall actively assist in the
development o 'community guiding principles. These principles will:
1. Provide a listing of municipal agencies and mitigation functions they
perform Include a narrative description of how these agencies help reduce
losses fi ~m hazards.
2. Provide a listing on existing municipal policies, ordinances and progrmns
that affe ct mitigation.

11. Second contract peri )d - Deliverables due by September 15, 1998
A. As outlined in section 4 of the Guidebook and drawing from the evaluation of
existing mitig~ tion policies, ordinances and programs completed in the previous
contracting pe~ iod, actively assist in the development of:
1. A singl,', list of mitigation goals and objectives that will serve to guide a
coordin; ~ted and comprehensive strategy to address hazard miti.ga.tion.
2. An anal 'sis of how existing policies, ordinances and programs could be
strength ned to achieve the mitigation goals and objectives of the
commm [ty.
3. A ba?~rd identification and vulnerability assessment, assist in the
identification of municipal data and data sources, and assist in the
collectk n of data.
4. The idel tification of private sector interest, and methods for private sector
involve~ tent.
5.Procedu;es to prioritize municipal and county mitigation initiatives.
III. Third contract perio~ 1- deliverables due March 15, 1999
A. A municipal ~~ ~presentative to the Working Group shall actively assist in the
gathering of th ~' following information:
1. Critical Facilities inventory.
2. Listing, ~f other public buildings and facilities.
3. Repetiti ~e loss data.
4. Hazard¢ us materials sites.
5. Historic fl flood data.
B. Subcontractor ;hall submit a list of potential mitigation initiatives which:
1. Reduce mlnerability.
2. Study md identify cost beneficial mitigation activities, including
enginee: ing studies.
3. Identify mitigation initiatives found in existing local government Capital
Improw merit Plans for future funding consideration.
4. Recomr ~end program ~nd policy actions and revisions to further promote
effectiv,: hazard mitigation.
C. A municipal epresentative to the Working Group shall actively assist in the
identification ,f potential funding sources.
D. Subcontractor shall review and comment on all hazard identification and
vulnerability ssessment activities conducted by the County and on the list of
potential miti ttion initiatives.
IV. Fourth contract pe~ ~d - deliverables due by July 1, 1999
A. Subcontractor shall agree to the final local mitigation strategy as a compiled
document to I: e submitted to the local governing body for formal adoption.
