09-05-1996 Council Meeting MINUTES CITY COUNCIL MEETING CITY OF AVENTURA, FLORIDA THURSDAY, SEPTEMBER 5, 1996 - 7 P.M. COLUMBIA AVENTURA MEDICAL ARTS BUILDING 21110 BISCAYNE BOULEVARD SUITE '101 AVENTURA, FLORIDA 1. CALL TO ORDER/ROLL CALL: The meeting was called to order by Vice-Mayor Rogers-Libert at 7 p.m. Present were Councilmembers Jay R. Beskin, Ken Cohen, Harry Holzberg, Jeffrey Perlow, Vice Mayor Patricia Rogers-Libert, Mayor Arthur I. Snyder, City Manager Eric M. Soroka, City Attorney Stephen J. Helfman and City Clerk Teresa M. Smith. Councilmember Arthur Berger was absent. As a quorum was determined to be present, the meeting commenced. 2. PLEDGE OF ALLEGIANCE: Mr. Libert led the pledge of allegiance. 3. PUBLIC HEARINGS: A. Mr. Helfman read the following ordinance by title: AN ORDINANCE OF THE CITY OF AVENTURA, FLORIDA, ESTABLISHING AND ADOPTING THE CITY OF AVENTURA AD VALOREM TAX OPERATING MILLAGE LEVY RATE AT 2.2270 MILS PER THOUSAND DOLLARS OF TAXABLE ASSESSED PROPERTY VALUE FOR THE 1996 TAX YEAR; PROVIDING FOR CONFLICTS; PROVIDING FOR SEVERABILITY AND PROVIDING FOR AN EFFECTIVE DATE. Vice Mayor Rogers-Libert opened the public hearing. There being no speakers, the public hearing was closed. A motion to approve the ordinance was offered by Councilmember Cohen and seconded by Councilmember Holzberg. The motion passed unanimously by roll call vote. B. Mr. Helfman read the following ordinance by title: AN ORDINANCE OF THE CITY OF AVENTURA, FLORIDA, ADOPTING THE ATTACHED TENTATIVE OPERATING AND CAPITAL BUDGET, AS REVIEWED AND APPROVED BY CITY COUNCIL AT THE REVIEW MEETING HELD ON AUGUST 13, 1996, AS THE CITY OF AVENTURA FINAL BUDGET FOR THE 1996-97 FISCAL YEAR, PURSUANT TO SECTION 4.05 OF THE CITY CHARTER; AUTHORIZING EXPENDITURE OF FUNDS ESTABLISHED BY THE BUDGET; PROVIDING FOR BUDGETARY CONTROL; PROVIDING FOR PERSONNEL AUTHORIZATION; PROVIDING FOR GIFTS AND GRANTS; PROVIDING FOR AMENDMENTS; PROVIDING FOR ENCUMBRANCES; PROVIDING FOR SEVERABILITY AND PROVIDING FOR AN EFFECTIVE DATE. Vice Mayor Rogers-Libert opened the public hearing. The following individuals addressed Council regarding this matter: Eric Schwartz, Turnberry; and Harry Crook, Commodore Plaza. There being no further speakers, the public hearing was closed. A motion to approve the ordinance was offered by Councilmember Cohen, seconded by Councilmember Perlow and unanimously passed by roll call vote. 4, ADJOURNMENT. There being no further business to come before Council, after motion made, seconded and unanimously passed, the meeting was adjourned. Teresa M.
