08-23-1999II. III. CITY OF AVENTURA RECREATION AND CULTURAL ARTS ADVISORY BOARD MEETING AUGUST 23, 1999 10:00 A.M. AVENTURA GOVERNMENT CENTER 2999 NE 191sT STREET SUITE 500 AVENTURA, FLORIDA Call to Order. The meeting was called to order by Chairperson Janet Laine. City Clerk Teresa M. Soroka called the roll. Members present: Don Gustin Irving Kanowitz Janet Laine Randi Rapp (left meeting at 11 a.m.) Lenore Toby Simmons Members absent: Elaine Baxter Others present: Community Services Director Robert M. Sherman Commissioner Arthur Berger Commissioner Ken Cohen City Clerk Teresa M. Soroka Ms. Laine advised the Board of Mrs. Baxter's letter of resignation dated August 15, 1999, Approval of Minutes. A motion for approval of the minutes of the June 28, 1999 meeting was offered by Mr. Kanowitz, seconded by Mr. Gustin, and unanimously passed. Chairman's Report. A. Aaencv Excellence Award: Ms. Laine informed members that the City of Aventura Community Services Department received the Agency Excellence Award from the Florida Park and Recreation Association, again commended the Department and requested that her letter of recommendation be entered into the record. IV. City Commission Workshop Report: Ms. Laine advised Board members that at a recent Workshop meeting, the Commission directed staff to obtain costs for a feasibility study for a Cultural Center in the City. July 4th Activities: Ms. Laine noted she had received comments from many people, even non-residents, expressing their pleasure regarding the spectacular fireworks display. D. Aventura Song Contest: Deferred to next meeting. Mr. Sherman noted that the Social Directors are scheduled to meet in September 1999 and Board members would be included in the meeting notice mailing. Mr. Sherman displayed a rendering of a Bandstand proposed for Founders Park. After much detailed discussion, a motion was offered by Ms. Simmons and seconded by Mr. Gustin to recommend to the Commission that the Bandshell be enclosed in the back so as to be acoustically feasible and that the floor be suitable for dancing, The motion passed unanimously. Staff Report. A. Sports Leaaue Update. Mr. Sherman noted that the current contract with Champion Sports is being extended to December 1999 and the program will be expanded to include youth flag football and softball leagues. A motion was offered by Mr. Gustin, seconded by Ms. Rapp and unanimously passed to approve the fee schedule for adult softball as presented by Mr. Sherman (a copy of which is attached hereto.) After motion made by Mr. Gustin, seconded by Ms. Simmons and unanimously passed, the youth league fee schedules ware approved (a copy of which is attached hereto.). Not wanting to exclude anyone unable to afford the fee, it was the consensus of the Board that a notation be added to the advertisements for the leagues noting that scholarships are available to eligible residents. B. Prol:lram Update: Mr. Sherman displayed photos of the Wednesday" activities previously held and noted the success activities. "What-A- of these He then reviewed the Code provision relative to this Board, its duties, responsibilities and attendance requirements. 2 VI. C. Founders Day Pro~lram Update: Mr. Sherman noted that Founders Day Ball is scheduled for November 14, 1999. After discussion, it was the consensus of the Board that the celebration include the City's 4th anniversary and accomplishments to date; that a separate dais for Founders not be included and staff to explore possibility of local television personality as emcee, such as Michael Putney, Bob Soper, Geri Helfman, Jennifer Valoppi. Other Business: Ms. Laine noted Commissioner Berger's pilot program "Project Match-up". Commissioner Berger advised the Board of the upcoming Veterans Day celebration and requested that the Board consider planning the celebration of the Government Center opening and the Year 2000. These items to be discussed at next meeting. Ms. Laine announced next meeting to be held on September 27, 1999 at 10:00 am. Youth athletic leagues are round robin single elimination. 2. Youth athletic leagues do not have registration per team due to division of age categories and skill of play. 3. Answers to commonly asked questions: Registration figures are derived from phone call and flyer surveys of other facilities in North Dade and South Broward Area. The fees are consistent with fees of surrounding area leagues, · Registration fees allow a person to participate in managed league play by Champion Sports Productions, Inc. 2 Registration fees pay for a uniform shirt, game balls, umpires, maintenance of field, record keeping, schedules and awards at conclusion of playoffs. Champion Sports Production, Inc. is responsible for: registration, percentage to CO^, equipment, uniforms, certified game officials, background check on all staff personnel, on site uniformed staff, scheduling, marketing, publicity, surveys and insurance. The Community Services Department has applied resident and non-resident fees to all programming. When a participant pays for league play they have vested in the success of the program. The commitment is to be on time, in proper uniform and to obey the league rules. The Community Services Department has chosen to contract the league play out to Champion Sports Productions, Inc. based on their good reputation throughout Florida in managing league play. The contractor will provide the insurance and proper materials for running league play. The part-time park staff is primarily utilized for customer service at the park welcome center. The staff is not professionally trained to run league play at this time. The Community Services Department park supervisor attends league games to represent the city and enforce contract specifications and league needs. The Community Services Department maintains the park field and diamond, provide mailing lists and promote leagues through the city's internal communications media.
