Call to Order. The meeting was called to order by Chairperson Robert Diamond.
City Manager Eric M. Soroka called the roll.

A motion to excuse Mr. Cohen's absence due to illness was offered by Ms.
Grossman, seconded by Ms. Carr and unanimously passed.

Grossman, seconded by Ms. Nesbitt and unanimously passed.
Approval of Minutes: A motion to approve the minutes of the September 12,
2002 meeting was offered by Ms. Frank, seconded by Mr. Orenstein and
unanimously passed.
Chairperson's Report: Mr. Diamond commended Board members on their
accomplishments to date.
Staff Report: Mr. Soroka provided an update on the progress of the Community
Recreation Center project and advised the Board that the Commission approved
their recommended fee schedule for usage of the Center, with one minor
change.
Robert M. Sherman, Community Services Department Director reported on the
status of the Founders Day plans and ticket sales.

Mr. Sherman introduced Lucy Kesharvaz, Art & Culture Group, Inc. who
presented a presentation of Hispanic artists' exhibits for consideration for display
in Government Center from mid-December through early January. A motion to
accept the program as proposed was offered by Ms. Israel, seconded by Ms.
Carr and unanimously passed.
A motion was made by Ms. Nesbitt, seconded by Ms. Israel and unanimously
passed to place on the next Board agenda discussion of recommendation of a
policy concerning Art in Public Places.
Mr. Soroka then presented a concept plan, prepared at the request of the City
Commission, for a proposed park on the City's 2-acre parcel on 31st Avenue and
Williams Island Boulevard. The park would be divided into an area for dogs and
a children's play area.
The next meeting was scheduled for Thursday, November 14, 2002 at 3 p.m.
Adiournment. There being no further business to come before the Board, the
meeting was adjourned.
