LOCAL PLANNING AGENCY
MEETING

1. CALL TO ORDER/ROLL CALL: The meeting was called to order at 6:00 p.m. by
Mayor Jeffrey M. Perlow. Present were Commissioners Arthur Berger, Jay R. Beskin,
Ken Cohen, Manny Grossman, Harry Holzberg, Vice Mayor Patricia Rogers-Libert,
Mayor Perlow, City Manager Eric M. Soroka, City Clerk Teresa M. Soreka, and City
Attorney David M. Wolpin. As a quorum was determined to be present, the meeting
commenced.
2. PLEDGE OF ALLEGIANCE: Arthur Barr led the pledge of allegiance.
3. APPROVAL OF MINUTES: A motion to approve the minutes of the October 2,
2001 LPA Hearing was offered by Vice Mayor Rogers-Libert, seconded by
Commissioner Gressman and unanimously passed.
4. PUBLIC HEARING: MOTION RECOMMENDING ADOPTION OF THE
FOLLOWING ORDINANCES:
A. Mr. Wolpin read the following ordinance by title:
AN ORDINANCE OF THE CITY OF AVENTURA, FLORIDA, AMENDING
THE COMPREHENSIVE MASTER PLAN OF THE CITY OF AVENTURA
BY AMENDING THE FUTURE LAND USE MAP DESIGNATION FOR
FOUR (4) PARCELS LOCATED AT 3000, 3020, 3131 AND 3161 NE 188
STREET FROM INDUSTRIAL AND OFFICE TO MEDIUM HIGH
DENSITY RESIDENTIAL; PROVIDING FOR TRANSMITTAL TO THE
DEPARTMENT OF COMMUNITY AFFAIRS; PROVIDING FOR AN
EFFECTIVE DATE.
A motion to recommend adoption of the ordinance was offered by Vice Mayor
Rogers-Libert and seconded by Commissioner Cohen. Brenda Kelley,
Community Development Director, addressed the Commission. Mayor Perlow
opened the public hearing. There being no speakers, the public hearing was
closed. The motion passed unanimously.
B. Mr. Wolpin read the following ordinance by title:
AN ORDINANCE OF THE CITY OF AVENTURA, FLORIDA AMENDING
THE CITY'S LAND DEVELOPMENT REGULATIONS IN ORDER TO
CREATE A NEW MULTIFAMILY RESIDENTIAL ZONING DISTRICT
ENTITLED RMF3B, MULTIFAMILY MEDIUM DENSITY RESIDENTIAL
DISTRICT, PERMITTING THIRTY-FIVE (35) DWELLING UNITS PER
ACRE AND ACCOMPANYING SITE DEVELOPMENT STANDARDS;
AMENDMENT OF THE CITY'S LAND DEVELOPMENT REGULATIONS
IN ORDER TO PROVIDE FOR ADDITIONAL AND REVISED SITE
DEVELOPMENT STANDARDS IN THE RMF3A, MULTIFAMILY
MEDIUM DENSITY RESIDENTIAL DISTRICT; PROVIDING FOR
SEVERABILITY; PROVIDING FOR INCLUSION IN THE CODE;
PROVIDING FOR AN EFFECTIVE DATE.
A motion to recommend adoption of the ordinance was offered by Commissioner
Holzberg and seconded by Vice Mayor Rogers-Libert. Ms. Kelley addressed the
Commission, explained the provisions of the proposed document and provided
input from the public for consideration for inclusion in the ordinance. An
amendment was offered by Commissioner Beskin and seconded by
Commissioner Cohen to delete the standards for Mediterranean design features.
After discussion of the amendment, it was consensus of Commission to further
discuss this issue, including design alternatives, at the November Workshop
meeting. Mayor Perlow offered an amendment to Section (7) on page 6 to read
as follows: All sites abutting a waterway shall preserve a visual corridor to the
water and maintain a visual passageway area unencumbered with any structure,
roadway or off-street parking area. The view corridor is required at a side
property line(s) and shall extend the full length of the site from the waterway to
the public fight-of-way most nearly opposite the waterfront. The width of this
view corridor shall be no less than 10% of the average of two frontages on either
end of the view corridor, to a maximum of 100 feet. A maximum of two (2)
corridors may be provided, however, each corridor shall not be less than 5
percent of the required view corridor. The amendment was seconded by
Commissioner Holzberg and unanimously passed. A motion to incorporate
changes as provided by staff from public input was offered by Vice Mayor
Rogers-Libert, seconded by Commissioner Cohen and unanimously passed.
Mayor Pedow opened the public hearing. There being no speakers, the public
hearing was closed. The motion for approval, as amended, passed unanimously.
Mayor Perlow left the room at this time.
C. Mr. Wolpin read the following ordinance by tithe:
AN ORDINANCE OF THE CITY OF AVENTURA, FLORIDA AMENDING
THE OFFICIAL ZONING MAP OF THE CITY OF AVENTURA BY
AMENDING THE ZONING DESIGNATION FOR ONE (1) PARCEL OF
LAND LOCATED AT 2950 NE 188 STREET FROM TC2, TOWN
CENTER MARINE DISTRICT TO RMF3A, MULTIFAMILY MEDIUM
DENSITY RESIDENTIAL DISTRICT; AMENDING THE OFFICIAL
ZONING MAP OF THE CITY OF AVENTURA BY AMENDING THE

ZONING DESIGNATION FOR 'I'VVO (2) PARCELS OF LAND LOCATED
AT 3025 AND 3161 NE 188 STREET FROM TC2, TOWN CENTER
MARINE DISTRICT TO RMF3B, MULTIFAMILY MEDIUM DENSITY
RESIDENTIAL DISTRICT; PROVIDING FOR SEVERABILITY;

A motion to recommend adoption of the ordinance was offered by Commissioner
Holzberg and seconded by Vice Mayor Rogers-Libert. Vice Mayor Rogers-Libert
opened the public hearing. There being no speakers, the public hearing was
closed. The motion passed unanimously, 6-0.
5. ADJOURNMENT. There being no further business to come before the Local
Planning Agency, the meeting adjourned at 6:53 p.m.
