We suggest the following two concurrent steps:
A. A brief study of how web-based technology could be used to broaden and energize citizen
involvement
B. Launching a seres of workshops for Aventura-based businesses that will help them become "best
of class" and contribute to the creation of a strong sense of community among them
A. The Technology Study
The study will look at some of the following possibilities of today's low-cost technology, whose
cornerstone would be a database of"wired" Aventura residents, i.e. those who have access to the
Internet.
The use of such a database would go far beyond e-mail communications; it could be the basis for
engaging the community in a manner that does not mandate physical meetings. Those are expensive and
time consuming and agendas are difficult to synchronize. Potential uses of the database could include:
Online voting, not just for municipal elections, but, more importantly, on key issues.
Lively forums on those key issues
Asynchronous online debates
Up to date information on matters of everyday concern, such as traffic problems, pattems,
progress on key projects
Pre-formatted input for citizens' ideas, grievances
A frequently updated list of FAQs (Frequently-asked questions)
Fresh information on events, not only in Aventura, but in all of South Florida (this can be done
at virtually no cost, by providing links to existing sites)
What to do in event of emergencies (with links to such sites as the poison control center, maps
of hurricane evacuation routes and shelter emplacements etc.)
> A place for residents to organize events and dubs (bridge, chess, music, book etc.)
~' Information on opening hours, phone numbers and addresses of Aventura businesses. To this
could be added facilities for restaurants to display their menus, stores to inform customers about
special promotions and many other similar uses
It is easy to see that such an initiative, far from being a cost item, would actually be a cost-saver for the
city.
For those residents who do not own a computer, condo associations could be encouraged to provide
access (with assistance) in a common area. Many retired computer-literate people would be delighted to
provide this assistance to those still unfamiliar with the PC.
B. Initiative for Aventura Businesses
It is now well known that the quality and financial performance of any large business is not uniform.
Different outlets of the same retailer usually have very different levels of customer satisfaction,
employee engagement and financial performance.
In our extensive studies we have identified the factors that help local units achieve outstanding results.
We could help the City of Aventura provide an environment for the businesses located here that
promotes the kind of learning required for this and, as a byproduct, forges strong links within the local

business community and between it and the City. This initiative can be launched with a series of three
interactive 2~A-hour workshops, each for 15-20 local business heads. The workshops could be held form
7 to 9:30 p.m. or, alternatively, from 5 to 8 p.m. if snacks and drinks are included.
The total fee for both initiatives would be $23,500.

RECOMMENDATION
It is recommended that the City Commission reject the bid tendered for Bid #03-2-04-2,
Sale of Property on the grounds that it was a non-conforming response and that action
is taken to re-bid the property for sale.
BACKGROUND
As per the City Commission's direction, the City property located at the intersection of

N.E. 213 Street and Biscayne Boulevard was placed for bid with a minimum sale price
of $1,000,000. Although eight bid packages were picked up from the City, we received
only one bid. The bid lists six conditions. One of the conditions requests the City to
provide a $325,000 credit to the bidder for the exchange of a 60 foot right-of-way
easement.
In my opinion, the true bid amount is $675,000, which is below the minimum amount.
Therefore, the bid is nonconforming.
At this point, I have placed this item on the Workshop Agenda to obtain additional
direction from the Commission regarding the sale of the property.

The City of Aventura is soliciting bids for the sale of the vacant land (the "Property") located at
21301 .Biscayne Blvd., Aventura, Florida more particularly described in Exhibit "A" attached
hereto and made a part hereof.
Property Profile:
Total Size: 20,473 s.f. (0.47 acres, more or less)
Zoning:
The property is presently zoned MO, Medical Office District. This district is
intended to provide for medical offices and other uses supporting the medical
profession associated with the hospital and generally allows business I
professional offices, medical & dental offices, hospitals, nursing homes, banks,
hotels/motels and assisted living facilities. Minimum frontage is 100' with a
minimum lot area of 1.5 acres. Maximum height is 10 stories or 176' overall
height, includ'mg structured parking. Front yard setbacks range from 50 - 65',

General Information:
The Property is being offered for sale "as is". No representations or warranties of any kind or
nature as to its condition or the occupancy, which may be made thereof, are made.
Bidders shall be permitted to inspect the Property. In connection with such inspection, there
shall be no soil tests or other invasive tests, which can or may cause damage to the Property
unless the Bidder has received the City's prior written approval for such tests. Bidders must
furnish the City a copy of all test results. All such entries upon the Property shall be at the risk
of Bidder and the City shall have no liability for any injuries sustained by Bidder or any of
Bidder'§ agents or contractors. Upon completion of Bidder's investigations and tests, Bidder

INSTRUCTIONS TO BIDDERS
Bid Submission: Bidders must complete, acknowledge and submit their Bid in accordance with
the instructions set forth herein. Additional documentation, which is to be submitted by the
Bidder in accordance with the Bid, if any, should be attached to the completed form.
Bid Due Date: Whether forwarded by mail or personally delivered, the Bid envelope must be
received by the Office of the City Manager, City of Aventura, City Hall, 19200 W. Country Club
Drive, Aventura, Florida 33180, by 2:00 PM on Tuesday, February 4, 2003. Untimely
submissions, or submissions delivered to another location, will not be accepted. Bids shall be in

Rejection of Bid: The City of Aventura reserves the right to accept any responsive and
responsible Bid, waive any irregularities in any Bid, to cancel all invitations to Bid before Bid
opening, to reject any or all Bids after Bid opening and/or to readvertise for Bids.
Withdrawal of Bid: Any Bid may be withdrawn for any reason prior to the f'mal time for receipt
of Bids. However, except for a withdrawal pursuant to the option described in the preceding
paragraph, any Bidder who withdraws his/her Bid after the final time for receipt of Bids will
forfeit his/her Bid Deposit, which will become the property of the City, and the Bidder waives all
claims with respect thereto.
Bid Deposit: All Bids must be accompanied by a Bid Deposit as a guarantee in the form of a
certified check, cashier's check, official bank check or money order made payable to the "City of
Aventura" (NO CASH) in the amount of Two Thousand Five Hundred Dollars ($2,500).
Bid Price:
1) No Bid will be considered below One Million Dollars ($1,000,000.00).

Purchase Price shall be payable in certified check, cashier's check, official
bank check or wire transfer at the time of closing.

The bid may contain conditions regarding zoning variances required in
order to develop the property.
The City will provide no direct or indirect financing for the acquisition of
this Property.
Interpretation of Bid Documents: Each Bidder shall thoroughly examine the Bid Documents and
judge for him/herself all matters relating to the conditions and requirements of this Invitation to
Bid. Bidders are invited to request clarification of any of the requirements or conditions
expressed herein prior to submission of his/her Bid by writing to Eric M. Soroka, Office of the
City Manager, 19200 W. Country Club Dr., Aventura, FL 33180 or by contacting said individual
by fax at (305) 466-8939.
Acceptance Process. The Bidder submitting the Bid~ which is to be recommended by the City
Manager, will receive written notice (the "Notice") advising him/her of the time and place for
establishing the terms of a Purchase and Sale Agreement ("Agreement"). The City intends to
consummate the sale of the Property substantially in accordance with the terms and conditions
set forth in the Purchase and Sale Agreement which is attached hereto and incorporated herein as
Exhibit "B". The time frames set forth in the attached Agreement are the time frames preferred
by the City. The City will consider requests for a reasonable extension of the time frames in
order to provide a purchaser sufficient time to conduct its due diligence. The City Commission
must expressly authorize the City Manager to execute the Purchase and Sale Agreement for
purposes of consummating the transaction. No Bid shall be deemed binding until such time as
the Purchase and Sale Agreement is fully executed by the parties.
Any Bid which is incomplete, conditional, or which contains irregularities of any kind, may be
cause for rejection of the Bid at the sole discretion of the City.
In the event that the Bidder whose Bid is to be recommended by the City Manager fails to
execute a Purchase and Sale Agreement with the City within fifteen (15) days from the date
Bidder receives the Notice of recommendation from the City Manager, or such reasonable time
thereafter as determined by the City Manager in his sole discretion, the City shall retain the Bid
Deposit as liquidated damages, and not as a penalty, and reserves the right to recommend to the
City Commission the Bid of any other Bidder or readvertise using the same or revised
documentation, at its sole discretion.
