Princess Associates purchased the property from Epsilon Properties in January 1995 for $1,900,000, but the site was formerly taken back by the bank. Directly west of the subject (across West Country Club Drive) is the Aventura Mall, which includes notable tenants such as Macy's, Lord & Taylor, LC. Penneys and Sears. It is currently undergoing an expansion to also include Bloomingdales, among other major tenants and will include over 2,000,000 sq.£t. when completed. Location has been a main ingredient to the strong response to many upscale rental and condominium developments in the immediate vicinity. The subject is convenient to both downtown !Miami and Fort Lauderdale. Aventura also has formed its own employment base. The site is located almost mid-distance between the Miami and Fort Lauderdale Inter- national Airports. Further contributing to its popularity is the full scale of recreation of the area. Both quality golf and the ocean are within one mile of the site. Thus, units in the area appeal to a broad market. The owners propose building a 26-sto~ high-rise rental development of 495 units. It will feature luxury rental units that have conversion potential at a later date. The proposed use equals a density of 115 units per acre. Planned amenities include two lighted tennis courts, pool, fitness center, coffee shop, valet parking, business center, 24-hour security, and more. Interior features will range from tile baths to upgraded appliances (including full size washer/dryer) and 8~A foot ceilings. Rentals rates are projected to average $993 for the smallest one bedroom up to an average of $1,873 for the three bedroom model. At a later date, the owners plan to convert the units to condos, with sales prlees of $150 to $225 per square foot. Over the past I~A years, there have been over 1,100 new rental units constructed in Aventura; all are within about a mile of the subject. The new construction has performed well, with absorption averaging about 20 units per month at each of the new projects. Condos have also performed well, however, there has recently been a substantial number of new units to be introduced. Thus, the market is more competitive than any time since the 1980s. To build rentals at the subject would, in our opinion, be wise, since the units could be converted to condos at a later time when the market is less competitive. Further indicating rentals is the good response to the new entries, as well as the limited supply of vacant land suitable for future introductions. Presently, there is only one other new rental proposed, and it will be at the very upper end of the luxury range. Assignment:. From my point of view, a written agreement was desirable to spell out the basic elements of the partnership. Although the meeting produced a fruitful discussion of various points, no final agreement was reached nc, r could it be without the approval of the City Council. As a step toward reaching and completing this agreement, I enclose a memorandum sent to me by Elaine Gordon that summarizes the points that were discussed and proposes others, such as a $25,000 deposit by the City.
