provides shopping and a solid growing employment base. Directly west of the subject (across
West Country Club Drive) is the Aventura Mall, which includes notable tenants such as
Macy's, Lord & Taylor, LC. Penneys and Sears. It is currently undergoing an expansion to
also include Bloomingdales, among other major tenants and will include over 2,000,000 sq.£t.
when completed.
Location has been a main ingredient to the strong response to many upscale rental
and condominium developments in the immediate vicinity. The subject is convenient to both
downtown !Miami and Fort Lauderdale. Aventura also has formed its own employment base.
The site is located almost mid-distance between the Miami and Fort Lauderdale Inter-
national Airports. Further contributing to its popularity is the full scale of recreation of the
area. Both quality golf and the ocean are within one mile of the site. Thus, units in the area
appeal to a broad market.
The owners propose building a 26-sto~ high-rise rental development of 495 units.
It will feature luxury rental units that have conversion potential at a later date. The
proposed use equals a density of 115 units per acre. Planned amenities include two lighted
tennis courts, pool, fitness center, coffee shop, valet parking, business center, 24-hour
security, and more. Interior features will range from tile baths to upgraded appliances
(including full size washer/dryer) and 8~A foot ceilings. Rentals rates are projected to
average $993 for the smallest one bedroom up to an average of $1,873 for the three
bedroom model. At a later date, the owners plan to convert the units to condos, with sales
prlees of $150 to $225 per square foot.
Over the past I~A years, there have been over 1,100 new rental units constructed in
Aventura; all are within about a mile of the subject. The new construction has performed
well, with absorption averaging about 20 units per month at each of the new projects.
Condos have also performed well, however, there has recently been a substantial number
of new units to be introduced. Thus, the market is more competitive than any time since the
1980s. To build rentals at the subject would, in our opinion, be wise, since the units could
be converted to condos at a later time when the market is less competitive. Further
indicating rentals is the good response to the new entries, as well as the limited supply of
vacant land suitable for future introductions. Presently, there is only one other new rental
proposed, and it will be at the very upper end of the luxury range.

Following a luncheon conference held on July 2.3 between Dr.c~AGER
Pankowski of FIU and the Mayor and the Council, I met with Elaine
Gordon, Assistant Vice President for University Outreach, to
explore art idea discussed at the conference to develop a cultural
partnership with EIU in ordeer to enhance the quality of the
lives of the City's residents.
From my point of view, a written agreement was desirable to spell
out the basic elements of the partnership. Although the meeting
produced a fruitful discussion of various points, no final
agreement was reached nc, r could it be without the approval of the
City Council.
As a step toward reaching and completing this agreement, I
enclose a memorandum sent to me by Elaine Gordon that summarizes
the points that were discussed and proposes others, such as a
$25,000 deposit by the City.
Your comments and thc, se of our City

would be for a steering committee composed of several capable
vc, lunteers from the City and representatives of FIU to meet to
brainstorm concrete ways and means for carrying out the cultural

re: Cultural Activities Steering Committee
I talked to Dr. Mary Pankowski about our productive meeting. Unfortunately, she will be away
for a few weeks, and will not be able to participate. However, I did discuss the possib~ility ora
"Joint Venture" agreemem between the University and the city. Her hxclination is for~he
agreement to be an informal one, - Memorandum Agreement - otherwise we will hay9 to involve
the Deparunent of Business and Finance and will have to fully comply with compli¢~ed (and
sometimes, counterproductive regulations.) I
I have also talked to the direl2tor ofollr Kovells Conference Center, Kurt Salzburg. He~ has
famhtsted snmlar arrangements with other orgamzaUons, both thxough informal agreeanent and
also as regards the fee structure. He will have those samples!ready for the 8/14 meetir!g.
I am just going to jot down some of the things we discussed, iso that we can incorpora! ~ them into
our proposal for the city:
*The mission of the cooperative venlure between FlU and the City will be to enhance he
educational oppoxtunities and quality of life for the residentsof tlae City of Aventura.
*The City will have the responsibility of providing transportation for events
*FIU will provide a schedule of fees and availability of various rooms and facilities
*An Advisory Committee of community citizens and FlU appoimees will serve as advisory to the
city
*City to explore the possibility of establishing an "FIU Outreach Information Booth" City Hall
*FFU to explore the possibility of establishing training for amateur citizens wishing te ,ecome

Exhibits could be plan~ed, i.e. - Holocaust Documentation and F~ducation Center, Clande Pepper
Founflat~ou, Slairley Buscbe Portrait Photographer, A~t of various media, styles, etc.1
A fee arrangement will have m be determined. One suggestion would be for the City ~ deposit
$25,000 into a dedicated fund from which the cost of each of the events would be debited. When
the balance is reduced to a predetemained amount, another proposal would be offered :to the city
for the ongoing activities.
Another suggestion would be for ~lmission fees to be determined, and FlU could co-~eponsor the
costs of promoting the events with. the understanding that FlU would then be able to r~ecover the
costs_
