RESOLUTION NO. 2002-_
A RESOLUTION OF THE CITY COMMISSION OF THE
CITY OF AVENTURA, FLORIDA, APPROVING THE
APPOINTMENT OF MEMBERS TO THE CITY OF
AVENTURA ECONOMIC DEVELOPMENT ADVISORY
BOARD; AND PROVIDING AN EFFECTIVE DATE.
WHEREAS, Section 2-151 of the Aventura City Code provides for the creation of
the Economic Development Advisory Board; and
WHEREAS, in accordance with the provisions of Section 3.11 of the Aventura
City Charter, the City Commission wishes to provide for approval of the Mayor's
appointment of members to the Economic Development Advisory Board.
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COMMISSION OF THE
._. CITY OF AVENTURA, FLORIDA, THAT:
Section 1. The City Commission hereby approves the appointment by the
Mayor of the following individuals to serve as members of the Economic Development
Advisory Board for a term of one year:

Section 2. The City Commission hereby approves the appointment by the

Service on Economic Development Board
Eric-- The Assistant County Attorney advised me today that he will advise the proposed board member that service on the
City Board will not cause a violation of the Constitutional Dual Office-Holding provision. In many circumstances the
application of that provision is not clear and has produced litigation and numerous Attorney General Opinions.We did our
job by warning the member that he should get the County Attorney's opinion on this precise issue, because if there is a
violation it operates to trigger a resignation from the first post held( the County one), not the second post held ( the City
one). Further, the individual was advised by the Assistant County Attorney that his opinion is not an absolute guarantee
that no problem will arise but is consistent with prior County Attorney precedent. Accordingly, from our standpoint, I feel
that this issue has been resolved.

SUBJECT: Teen Council Update
The Administration has contacted the various high schools serving the City residents to
discuss the possibility of establishing a Teen Council.
The strongest interest in the Teen Council concept was from Michael Krop Senior High
School. The other high schools either did not respond or requested additional
information (i.e., meeting times and dates) before they could make a commitment.
Based on the above, the City Commission may want to consider one of the two
following options:
1.
Maintain the status quo - The Teen Council representatives from
Michael Krop Senior High School will remain as the City's informal
Teen Council.
2.
Establish a formal Teen Council Advisory Board open to applicants
from Aventura residents. The Board should be Advisory to the
Community Services Department for establishing programming and
activities for teens.
In addition, a Student Government Day Program should be established to provide
opportunities for high school students to learn more about local government.

SUBJECT: Newspaper Rack Report
At the last Workshop, the City Commission requested that a study be conducted to
determine the cost of implementing a uniform newspaper rack in the public areas of the
City. A picture of the newspaper rack recommended by the City's Landscape Architect
is attached hereto and each costs approximately $2,000 including installation and City-
approved color seal.
Based on the map attached hereto, the racks would be placed at six to nine locations
throughout the City, There are a total of six existing location in the City as follows:
2875 N.E. 191 st Street
2711 N.E. 18Jlh Street
N.E. 190th Street (Summit)
N.E. 207th Street and 30th Avenue
N.E. 209th Street West of Biscayne
Other locations are anticipated. The total cost would be $18,000. Legislation would be
necessary by the City Commission to disallow the current newspaper racks and
establish City-authorized racks to be utilized by the media.

Dear Mr. Nunez:
As I confirmed to you in our telephone conversation yesterday, I received the information
requested of Mr. Soroka, Aventura City Manager. I asked Mr. Soroka to please provide us with a
timeframe regarding the completion of the City's traffic study on the NE 199th Street highway-rail
grade crossing. Mr. Soroka spoke with the engineering firm conducting the study and informed me that
the completion date would be in 90 days.
The City of A ventura requests that the public meeting and application process be postponed
until the study is complete. Based upon this timeframe, the public meeting could be scheduled in April,
2002.
Please confirm in writing your acceptance of this request. Thank you for your cooperation in
this matter.

Re: Review of Proposed pede&trian Promenade
Dear Mr. Soroka:
I have had an opportunity to review the sketch of the proposed pedestrian promenade that,
includes a connection abutting the western boundary of the anticipated charter school site
N .E. 188 Street and the north side of the peninsula. To the best of my knowledge, there wo be no
prohibition apinst providing such a connection along a school site. However, 1 would like oofter
the following for consideration. .
1. Security consideration. The proposed cOMection would create an accessible area utting
the school site that would not be readily visible or easily patrolled from the street. uch an
uea could be used to sain access to the school property for purposes of vandalism r other
criminal activities during times when the promenade is not likely to be in use (e.g., a night).
2. Safety consideration - A primaIy method to protect the safety of students and ff is to
control access to the school of non-school penons, as well as to have a system s h that
school students and staff can easily identify if a non-school person belongs in or 811 d the
school. As an eump1e, many schools require non-school persons to regist at the
administrative office and wear a visitor's badge within the school. and request school
personnel to stay alert to non-school persons loitering around school grounds. The posed
connection would diminish the ability of school staff and students to identify a non school
person accessin, or loitering in an area adjacent to the school for inappropriate r sons.
