Soroka, ICMA-CM, Cit DATE: February 12, 2007 SUBJECT: Coastal Communities Transportation Master Plan Presentation by Consultant February 21, 2007 City Commission Workshop In May of 2005, the City Commission passed Resolution No. 2005-23 authorizing contribution and participation by the City in the Coastal Communities Transportation Master Plan. This Master Plan is a joint initiative of coastal communities to make recommendations on coordinated multimodal improvements to the A1A/Collins Avenue corridor from the north Miami-Dade County line to Downtown Miami. The consultant selected to conduct the study for the Master Plan is The Corradino Group. City staff has been participating as part of the Steering Committee for the plan and has attended three study meetings during 2006. As part of the public involvement phase for the Master Plan, the project team is now presenting a brief summary of the project and asking for feedback from each of the City Commissions in the study area. The consultant has asked to present this summary at the February 21, 2007 workshop meeting. Comments on the current traffic issues as well as potential projects that the community would like to see implemented are encouraged. Possible transportation solutions for the A 1A/Collins Avenue corridor may include: . Vehicular capacity enhancements -- mitigate choke points; reversible lanes; causeway capacity . Alternate Modes --Bus Rapid Transit; intermodal centers; local circulators; water taxi; pedestrian/bicycle enhancements . Corridor enhancements -- 41 st Street; Collins/Harding; Biscayne Boulevard . Policy ---transportation demand management; concurrency; intelligent transportation systems CITY OF AVENTURA OFFICE OF THE CITY MANAGER MEMORANDUM FROM: TO: DATE: SUBJECT: Northeast Dade Public School Update This memorandum has been prepared to brief the City Commission on two issues that relate to schools that serve the Aventura community. New K-8 School D As you are aware, the new K-8 school is under construction at 21050 West Dixie Highway. The new school will house K-6 grades in the 2008 - 2009 school year, ih grade will be added in 2009 - 2010, and 8th grade will be added in 2010 - 2011. On January 16, 2007, the Mayor and I attended the Hearing on the Proposed Attendance Boundary Recommendations for the new school. Based on the recommendations, students who reside in Aventura and do not attend ACES will be assigned to the new school when it opens. This will provide overcrowding relief to Highland Oaks and Ojus schools. The following is the highlights of the boundary recommendations: . New attendance boundaries will be established for State School D K-8 Center, Greynolds Park Elementary, Virginia A. Boone/Highland Oaks Elementary School, Madie Ives Elementary School, and Ojus Elementary School. . Approximately nine hundred sixty five (965) present kindergarten through fourth grade students will be assigned as kindergarten through sixth grade students at State School 0 K-8 Center in the 2008 - 2009 school year. o Approximately three hundred thirty (330) students, currently attending kindergarten through fourth grade at Virginia A. Boone/Highland Oaks Elementary School, will be assigned to State School D K-8 Center. o Approximately three hundred twenty five (325) students, currently attending kindergarten through fourth grade at Ojus Elementary School, will be assigned to State School D K-8 Center. o Approximately three hundred ten (310) students, currently attending kindergarten through fourth grade at Madie Ives Elementary School, will be assigned to State School D K-8 Center. . Approximately three hundred twenty-five (325) students, currently attending kindergarten through third grade at Greynolds Park Elementary School, will be assigned to Ojus Elementary School to compensate for students currently attending Ojus who will be assigned to State School D K-8 Center. This will result in nine hundred and fifty nine (959) students remaining at Greynolds Park Elementary School. . Approximately five hundred forty six (546) student stations currently located at the Highland Oaks West Annex will be administratively assigned in the 2008 - 2009 school year to provide relief for Dr. Michael M. Krop Senior High School. . Relief provided to Highland Oaks Middle School by the 2008 - 2009 school year opening of State School D K-8 Center, will enable Highland Oaks Middle School to vacate the use of the Highland Oaks West Annex. . All students will have the option of remaining at State School D K-8 Center for grades 6, 7 and 8 or of attending the middle school that serves their residence address. . In the 2009 - 2010 school year as seventh grade students are added to State School D K-8 Center, the projected enrollment will be approximately one thousand one hundred three (1,103) students. . In the 2010 - 2011 school year eighth grade students are added to State School D K-8 Center, the projected enrollment will be approximately one thousand two hundred forty-one (1,241) students. . Students from Greynolds Park Elementary School assigned to Ojus Elementary School will remain in the North Miami Beach Senior High School feeder pattern. . State School 0 K-8 Center will be in the Dr. Michael Krop Senior High School feeder pattern. The new school will benefit our community by alleviating overcrowding at current public schools serving our residents and by providing a K-8 alternative to students that cannot attend ACES due to grade size limitations. Dr. Michael M. Krop Hiah School Overcrowdina This Commission has been extremely concerned about the overcrowded conditions at Dr. Michael M. Krop High School which serves our community. In the past, the School Board planned to address this issue by adding another high school. However, recently the Mayor and I were advised that this plan was recommended to be changed by School Board staff by eliminating the new high school. The new plan provides the overcrowding at Krop High School will be addressed with the opening of the new high school in North Miami and utilizing the Highland Oaks West Annex when it is vacated in 2007 - 2009. Based on our continued concerns regarding overcrowding, the Mayor and I met with Facilities Planning Officer of the School Board to ensure that adequate capacity will continue to exist in the future based on our population growth. The City Manager of Sunny Isles Beach also attended the meeting. The two cities agreed to provide current and future residential development data to the School Board in order for the School Board staff's population projections to be reviewed for accuracy. CITY OF AVENTURA OFFICE OF THE CITY MANAGER MEMORANDUM FROM: TO: DATE: SUBJECT: Naming of Country Club Drive Exercise Trail As you are aware, a City Ordinance prohibits naming City facilities after individuals that are living. Since the time of the incorporation of the City and the County's transfer to the City's ownership, the exercise trail along Country Club Drive has been called the City of Aventura Exercise Trail. It has been brought to my attention, in 1994 the County held a ceremony opening the Trail and named it the "Don Soffer Aventura Fitness Trail". Attached is the program from the event. Don Soffer and Turnberry Associates dedicated a majority of the land to the County in 1994 to construct the Trail. The City Attorney has advised that since the County named the facility prior to the adoption of the City Ordinance, the City could continue to name it after Don Soffer. Based on the foregoing, it is recommended that the City Commission formerly rename the Trail to the original name of 1994. Soroka, ICMA-CM, City Manager FROM: Commissioner Zev Auerbach DATE: February 12, 2007 SUBJECT: Resolution Requesting Support for Shutter Installation Special Inspector Process As previously discussed, the City initiated a new process for the inspection of hurricane shutter installations. On all new permits for hurricane shutters, the contractor will be required to retain a special inspector, a licensed engineer, to confirm that the installation was performed in accordance with the manufacture's standards and the building code requirements. This new policy initiated by the Building Division is in place of the City inspection. This will provide the consumer the necessary protection to insure that the installation operates properly when the shutters are needed. I am requesting the City Commission adopt a Resolution requesting other Cities in the County to adopt a similar process. Please place this matter on the next Workshop Agenda.
