SUBJECT: Signage issues
Pursuant to Commissioner Rogers-libert's request, please find following a response to
her memorandum dated September 2, 1998 (attached):
1. Definition of corner location: Staff interprets corner location as the intersection of
two streets. This definition should be added to the Code for clarification.
2. Height of building in relation to size of signs: I have contacted the following cities to
obtain information regarding how they address the size of signage allowed in
relation to the height of a building:
Hallandale: does not provide special consideration for the height of a building in
relation to the size of signage allowed.
Miami Beach: does allow special consideration for taller buildings in that they allow
a building identification sign for office buildings at 1 % of the gross wall area (for
buildings 2 stories or more). This means that the taller a building is, the larger the
gross wall area is, allowing a larger identification sign.
North Miami Beach: does allow special consideration for taller buildings:
1-2 stories: 1 SF for each 1 LF frontage
3 stories: 1.5 SF for each 1 LF frontage
4 stories: 1.75 SF for each 1 LF frontage
5+ stories: 2 SF for each 1 LF frontage
Generally, as a motorist or pedestrian, the line of vision is the bottom 35' of a
building. Therefore, signage located at the top of a building only serves the
purpose to provide identification, visible from a long distance away or from higher
elevations such as bridges. Staff believes that the office buildings in the City are
typically destination points where motorists are looking for addresses on the
buildings as opposed to trying to locate the building from a greater distance. While
it may be argued that one of the intentions of the Sign Code is to authorize the use
of signs that are "legible under the circumstances in which they are seen", how
often do we actually look up as we drive? Furthermore, all0wing larger signs does
not enhance the physical appearance of the community and in fact seems to
contradict what the Commission intended with the adoption of the Sign Code in
eliminating the visual (sign) pollution allowed by the County.
3. Fines for Sign Violations: I feel comfortable that staff presently addresses sign
code violations/fines in an efficient manner. Overall, code staff tries to work with
violators to comply with violations prior to issuing violationslfines. In the event that
fines are imposed, the matter is scheduled for Special Master and, at that time, staff
requests that the Special Master impose fines and administrative costs for the
violation. If the matter proceeds to public hearing approval, and is not scheduled for
Special Master, planning staff requests that fines be paid as a condition of public
hearing approval. Presently, these procedures seem to be working as
violationslfines have been collected, both through the public hearing conditions and
the Special Master procedures.

Zoning Issues
At lost night's meeting, applicants for sign variances raised some Issues which,
perhaps, should be considerations under our sign code.

require the additional signage almost a directional slgnage for patrons. Can you
ond staff review our sign code ond odvise If this provision should be modified?
" Height of buildlna in relation to size of slans: The Woshington Mutual representa-
tives suggested that the City should take Into account the height of a building
when colculatlng permitted size of signs. Out sign code permits a larger size sign
for retail estabilshments based upon distance from Blscayne Boulevard. Perhaps
we should have a similar adjustment for office buildings. Can you and staff review
this issue and advise?

vorlance did not result In a woiver of fines for sign violations. Can the code be
modified to provide that, if, as a result of a notice of violation, an applicant applies
for a variance, the applicant agrees to wolve his/her right to a hearing by the spe-
cial master and pay the fine?

SUBJECT: Signage - Logos
I have obtained the following information regarding how Hallandale and North Miami
Beach address the issue of logos in their signage approvals:
Hallandale:
1. logos are allowed and counted as part of the sign area;
2. logos are allowed as stand alone signage which logo then counts towards the
signage allowed for that property.
North Miami Beach:
1. logos are allowed and counted as part of the sign area;
2. logos are not allowed as stand alone signage. except for certain circumstances
such as one side only of a gasoline station service island canopy;
3. logos on wall signs are not allowed to be taller than the tallest letter.

Dear Colleague:
There is a 200.5 Billion Dollar Transportation Bill now pending
before Congress. Efforts are underway to create an alliance of
all municipalities bordering U. S. Highway 1 for the purpose of
lobbying thf' Ff'deral government to include the resurfacing of
U.S. Highway 1 as part of this transportation initiative.
U.S. Highway 1 is the only exit from the Florida Keys in case of
a hurricane or other natural disasters. Because of major
military and other government facilities located in the Florida
Keys which are accessible by ground only this highway is used
exclusively by the United states Government. Commercial
businesses also rely on U. S. Highway 1 as their main road of
transportation.
The City of South Miami has sponsored a resolution calling upon
the Federal government to include the resurfacing of U.S.
Highway 1 in South Florida as part of this Transportation Bill.
As Chairman of the FLA. Coalition for the Reconstruction of U.S.
1, I encourage your goverhing body to become part of the team by
sponsoring a similar resolution. Our combined efforts will send
a strong message to Washington.
If you so desire, Mr. Gene Flinn, General Chairman or myself are
available to make a presentation before your governing body
about this initiative.

A RESOLUTION OF THE MAYOR AND CITY COMMISSION OF THE
CITY OF SOUTH MIAMI, FLORIDA, URGING THE FEDERAL
GOVERNMENT TO INCLUDE THE RESURFACING OF U.S. HIGHWAY 1
IN SOUTH FLORIDA AS PART OF THE $200.5 BILLION DOLLAR
TRANSPORTATION BILL NOW PENDING BEFORE CONGRESS;
PROVIDING FOR AN EFFECTIVE DATE.
WHEREAS the City of South Miami is responsible for the
health, safety and welfare of the city'S residents; and
WHEREAS, the united States government has major military and
other facilities located in the Florida Keys that are accessible
on the ground only by U.S. Highway 1; and
WHEREAS, the Florida Keys are the home of many people as
well as a major tourist attraction; and
WHEREAS, U.S. Highway 1 is the only means of entering and
exiting the Florida Keys; and
WHEREAS, U.S. Highway 1 is the only exit from the Florida
Keys in case of a hurricane or other natural disaster; and
WHEREAS, the portion of U. S. Highway 1 located in South
Florida and specifically in the Florida Keys is in need of being
resurfaced.
NOW, THEREFORE, BE IT RESOLVED BY THE MAYOR AND CITY
COMMISSION OF THE CITY OF SOUTH MIAMI, FLORIDA:
Section 1. The City of South Miami calls upon the Federal
government to include the resurfacing of U.S. Highway 1 in South
Florida as part of the $200.5 Billion dollar transportation bill
now pending before Congress.
Section 2. The city Clerk is hereby directed to provide
copies of this resolution to all members of Florida's delegation
to the United States Congress.
Section 3. This resolution shall become effective immediately
after adoption hereof.
PASSED and ADOPTED THIS 4TH DAY OF AUGUST, 1998.

SUBJECT: Founders Day Recognition Dinner Report
Please find attached a status report and projected attendance figures for the November
8 Dinner. We have moved the dinner to the Grand Ballroom at the Turnberry Resort to
accommodate the number of expected guests. The complimentary and paid invitations
were mailed on September 28. We will be making up individualized table assignments
so our guests will be able to pick their table cards at the welcome table. The
presentation plaques have been ordered and as soon as we receive the prototype for
approval, I will show it to you. Flowers, entertainment, and parking arrangements are
now final. We need to give the final number of guests to Turnberry by November 4th,
1998.
