SUBJECT: Roadway Conversion Study - N. E. 183rd Street
Backaround
As you are aware, N. E. 183rd Street is currently a private road and is operated
and maintained by the 183m Street Road Corporation. The annual budget is
approximately $140,000 and includes such items as landscape maintenance and
insurance. Each unit utilizing the road is assessed $3.00 a month. A copy of the
budget is attached hereto.
The City Engineer was requested to conduct an assessment of the roadway to
determine what would be necessary to convert the roadway from private to
public under the jurisdiction of the City. Emphasis was placed on insuring the
safety of the pedestrians and vehicles utilizing the roadway. Where design
guidelines or criteria cannot be met, the City Engineer was requested to
recommend solutions that used Best Management Practices and reduce
potential liability. Attached hereto is the results of the Conversion Study. The
following represents a summary of the recommendations for acquisition by the
City:
1. Provide curb and gutter along the entire roadway to minimize clear
zone requirements and improve drainage.
Cost - $182,000
2. Reduce travel lanes from four lanes to two lanes along the
mangrove and seawall sections to improve sight distances and
clear zones. Provide adequate pedestrian crosswalks and
sidewalks at intersections.
Cost - $71,000

3. Provide guardrails that meet current standards.
Cost - $44,000.
4. Relocate western entrance of Admiral's Port Condominium to the
west to meet acceptable sight distance requirements.
Cost - 71,000.
5. Provide adequate sidewalks.
Cost - $40,000.
6. Street light removal and installation.
Cost - $106,000.
7. Provide legal documentation for dedication to the City.
Cost - $10,000.
The total cost of the recommendations is approximately $524,000.
I have met with representatives of Admiral's Port Condominium and Commodore
Plaza Condominium to discuss the recommendations. They have expressed
concerns regarding recommendations 2 and 4. To address their concerns I have
requested the City Engineer to prepare a design of the areas to be reduced to
two lanes and relocation of the western entrance. In addition a traffic study
would be necessary to insure that the redesign could handle the projected traffic
flow.
I have also scheduled a meeting with Mr. Matus of the 183m Street Road
Corporation to discuss the report and the process for the City to accept
dedication of the street.
Issues
The following policy issues will need to be addressed by the City Council with
regard to the conversion of the roadway:
. Who will fund the recommended improvements?
. If the City undertakes the improvements, the road must be dedicated to the
City to expend publiC funds. The 183m Street Road Corporation should be
required to hold the City harmless from any liability and provide insurance to
protect the City until the time that the improvements are completed.
. Once the City establishes the Storm Water Utility Fund, portions of this
project could be funded from that source.
Due to the monetary impact on the city and/or the affected residents, it is
important that a uniform policy be developed to address the private road
conversion issues.
This matter will be discussed at the January 6, 1997 Council Workshop meeting.

BACKGROUND
Previously, the City Council authorized the Administration to pursue the conversion of
current private roadways to public domain under the jurisdiction of the City. The
roadways identified for conversion from private roads are as follows:
N.E. 35th Avenue
N. E. 190th Street
N.E. 207th Street
N.E. 214th Street
N.E. 183rd Street
The conversion of N.E. 183rd Street is addressed as a separate study. Attached is the
results of the conversion study prepared by the City Engineer, Keith and Schnars, P.A.
The study reviews each roadway to determine the roadway elements that do not meet
the accepted design criteria. The study also provides recommendations by the City and
associated costs that should be addressed prior to acquisition of the roadways.

ISSUES
In order for the City Administration to negotiate the transfer of the above roadways to
the City, it is recommended that a uniform policy be adopted. The policy should
address the following:
1. Who is responsible for the costs associated with the recommendations and
required improvements?
2. Should the requirements for developer owned roadways and residential
association maintained roadways be the same?
3. Should the City perform the required improvements, on any portion thereof
after dedication to the City, if adequate insurance and protection is provided
to the City?
Once the roadway is dedicated to the City, the associations and/or developers would no
longer be responsible for the maintenance costs. This will result in a cost savings to the
affected residents.
Due to the monetary impact on the City and the affected residents, it is important that a
uniform policy be developed to address the issues discussed above. This matter will be
discussed at the January 6, 1997 Council Workshop Meeting.

SUBJECT: Capital Improvement Program Budget Preparation Procedures
1997/98 - 2001/2002
At this time, each Department will undergo the process of preparing the City's first
long term Capital Improvements Program (CIP).
The purpose of the CIP is to establish a long term plan of proposed capital
expenditures, the means and methods of financing, and a schedule of priorities for
implementation. In order to determine the impact on the City's operating budget,
debt service and the general trend of future expenditures, the City Council will be
provided with the advantage of a CIP document as a point of reference and
estimated long term budget plan. In accordance with the State's Growth
Management Act, the City is required to undergo this process in order to meet the
needs of its Comprehensive Plan.
The process is an important one because it is used to evaluate and adopt the
project priorities programmed during the five year period of 1997/98 to 2001/02
period. In addition, the CIP is updated annually to add new projects in the fifth year
and complete the cycle. Each year the CIP document will be updated and an
additional fiscal year will be added. The CIP thus becomes a continuing and
ongoing process.
This CIP Preparation Manual has been prepared in order to standardize
procedures to assist Department Directors in formulating their CIP budget requests.
The Manual contains forms and instructions. The CIP will list each proposed capital
project on a priority basis, the year in which it will be funded and the proposed
method of financing the projects. Based on these details, summaries of capital
expenditures in each year can be prepared as well as summaries of financial
requirements. A Capital Budget will be included in the annual budget document
which will contain projects approved for the first year of the CIP.
It is important for the Department Directors to be cognizant of the fact that the City's
infrastructure has been neglected prior to incorporation and a comprehensive

evaluation is necessary to ensure that the community's needs are met.
Those Department Directors, who are not requesting projects, must indicate so in a
memorandum to my office.
An inflation rate of 3.0% should be used when formulating your requests.
Departmental CIP packages will be reviewed and prioritized by this office for
presentation in document form to the City Council. The overall plan will then be
reviewed and adopted at a public meeting of the City Council.
Completed CIP packages shall be submitted to my Office on or before February 14,
1997.
All questions pertaining to the preparation of your CIP packages should be directed
to my attention.
The success of this program depends on your cooperation and efforts.

CaDitallmDrovement Proaram Policies
1. Annually, the City will prepare a five-year capital improvement program
analyzing all anticipated capital expenditures and identifying associated
funding sources. Future capital expenditures necessitated by changes in
population, changes in development, growth, redevelopment or changes in
economic base will be calculated and included in the Capital update
process.
2. The City will perform all capital improvements in accordance with an adopted
capital improvement program.
3. The classification of items as capital or operating will be determined by two
criteria - cost and frequency. Generally, a capital project has a "useful life"
of more than one year and a value of $2,500 or more, or for office equipment
$500 or more.
4. The City will coordinate development of the capital improvement budget with
the development of the operating budget. Future operating costs associated
with new capital improvements will be projected and included in the
operating forecasts.
5. The first year of the five-year capital improvement program will be used as
the basis for formal fiscal year appropriations during the annual budget
process.
6. The City will maintain all of its assets at a level adequate to protect the City's
capital investment and to minimize future maintenance and replacement
costs.
7. The City will identify the estimated cost of capital projects and prepare a
funding projection that considers revenues and operating costs to be
included in the Capital Improvement Program document that is submitted to
the City Council for approval.
8. The City will determine the most appropriate financing method for all new
projects.

9. If appropriate, the City will attempt to maintain a mixed policy of
pay-as-you-go and borrowing against future revenues for financing capital
projects .
10. Total aggregate amount of outstanding general obligation bonds shall not
exceed 10% of the total assessed value of the City of Aventura.
11. The City will maintain ongoing maintenance schedules relating to road,
sidewalk, drainage and utility system improvements.
12. The City will address and prioritize infrastructure needs on the basis of
protecting the health, safety and welfare of the community.
13. A CIP preparation calendar shall be established and adhered to.
14. Capital projects will conform to the City's Comprehensive Plan.
15. Long-term borrowing will not be used to fund current operations or normal
maintenance.
16. The City will strive to maintain an unreserved general fund balance at a level
not less than 7.5% of the annual general fund revenue.
17. If new project appropriation needs are identified at an interim period during
the fiscal year, the funding sources will be identified and mid-year budget
amendments will be utilized to provide formal budgetary authority. In
addition budget amendments may be utilized to increase appropriations for
specific capital projects.

SUBJECT: Building Inspection Services
At the time the City awarded the contract for Building Inspection Services to CAP
Engineering, the City Council passed a motion requesting that the services be re-bid in
January 1997. Based upon the following issues, I would request that the City Council
reconsider this motion and extend the current agreement to January 1998:
1. CAP Engineering has only provided services for month of November and
December. This is too short a period to evaluate the workflow.
2. CAP Engineering was very helpful during the transition process between the City
and County. In fact they were instrumental in resolving many of the permitting
problems between the City and County. Due to their assistance, the contractors and
the developer community has repetitively praised the permitting and inspection
services provided by the City.
3. CAP Engineering assisted the City in the recruitment of our Chief Building Official.
4. The Dade County Director of Building Code Compliance has advised the
Community Development Director, that the firm is the only one currently certified by
the County.
I feel it is in the best interests of the City and community to extend the contract at this

SUBJECT: Bus Bench Advertising Policy
Background
One of the goals and priorities adopted by the City Council for 1996/97 was the
elimination of bus bench advertising and replacing them with more attractive
benches.
Metro Dade Transit Agency currently contracts with a company, Bench Advertising,
who provides the benches and advertising throughout locations in the City of
Aventura. They are also required to provide maintenance within five feet of the
bench. The County receives revenue from the private company. Several Dade
County cities have adopted a similar concept including North Miami Beach.
The City has the following options with regard to the bus bench advertising:
1. Maintain the current contract with the exception of transferring the
revenues, generated from the advertisements, from the County to the
City.
2. Place the contract out for bid and award on the basis of revenues
distributed to the City.
3. Remove the benches and the City would replace with more attractive
benches without advertising.
Recommendation
In order to continue our efforts to beautify the city, it is recommended that the City
Council adopt the policy of removing the benches with advertising and replacing
them with more attractive benches. However, it is also recommended that the bus
benches on Biscayne Boulevard remain until the construction projects are
completed. This policy, if adopted, would be phased in over a period of time.

International Sister Cities Program
I spoke to the membership representative for Sister Cities International and
learned the following about the program:
. an application for membership must be completed and returned with our
annual membership dues of $280.00 (City's with 10,000 - 25,000 residents)
. once this information is received by the membership department, our
application is sent to the affiliation department where the process of finding a
compatible sister city for Aventura begins. This process can take anywhere
from six months to two years
. a letter must be sent, by either you or Mayor Snyder, explaining the City of
Aventura's interest in the program. This letter must include all pertinent
information about Aventura and serves to ensure that an appropriate match
is made abroad. If Aventura wishes to be paired with a particular nation, this,
too, should be specified in the letter
. Sister Cities International goals include:
~ developing partnerships between U.S. towns, cities counties and
states and similar jurisdictions of other nations
~ creating opportunities for all people to experience/explore other
cultures through long term partnerships
~ creating an atmosphere in which economic development/trade can be
explored, implemented and strengthened
~ to open dialogue and address issues ranging from the cultural to the
technical, from the municipal to the medical, from the environmental to
the educational and beyond
~ stimulating environments through which partnerships can creatively
learn, work and solve problems together
~ collaborating with other organizations, both U.S. and abroad, that
share similar visions and goals

1. INTRODUCTION
Keith and Schnars, P.A has been retained by the City of Aventura to prepare a roadway conversion
study of current private roadways to public domain for the City. The scope of the study is to identify
the roadway elements that do not meet the accepted design criteria. The roadways identified for
conversion from private roads to public domain roads are as follows:
NE l83rd Street (2900')
The study shall to identify the existing roadway conditions and compare them to the criteria of the
Metro-Dade Public Works Manual, AASHTO A Policy on Geometric Design of Highways and
Streets (1990), the Manual of Uniform Minimum Standards for Design, Construction, and
Maintenance for Streets and Highways (FOOT Green Book), and the FOOT Roadway and Traffic
Design Standards for Design, Construction, Maintenance and Utility Operations on the State
Highway System. Where the listed design guidelines and standards are not applicable or cannot be
met, recommendations are provided using Best Management Practices (BMP). Recommendations
made in this report shall reflect the above mentioned criteria for roadway improvements.

I. ROADWAY DESCRIPTION
N.E. l83rd Street is located in the southeast portion of the City of A ventura. At the present time
N.E. 1 83rd Street is a private roadway which starts at Biscayne Boulevard (US 1) and terminates at
the eastern end into a residential development The City of A ventura is evaluating the acquisition of
N.E. l83rd Street which is approximately 2900 feet in length and is classified as a local collector
roadway as defmed by the Metro-Dade standards.
The roadway connects to Biscayne Boulevard (US 1) which is the major north-south arterial for this
area The roadway can be divided into four characteristic sections. These sections are identified as
the Western, Mangrove, Seawall, and Eastern Sections. The right-of-way width and general
geometric layout of the road varies with each of these sections per the ingress egress easement of this
private roadway.
I. ROADWAY EVALUATIONS
1. Geometric Design
Existing conditions
The western roadway cross-section consists of four (4) travel lanes and a twelve foot
median. No sidewalks or pedestrian crossing are in this section. The mangrove
roadway section consists of four (4) travel lanes and a 60 foot median consisting of
mangroves in a wet environment that is connected hydraulically to open water with
a 42" culvert. The mangrove section has a four (4) foot sidewalk located on the south
side of the roadway that terminates at the entrance to a residential development
without pedestrian crosswalks or pavement markings. The seawall section of the
roadway consists of four (4) undivided travel lanes with a guardrail, a 3.5 foot
sidewalk: and seawall located on the south side. The seawall does not provide railing
protection for pedestrians. The eastern section of the roadway consists of four (4)
undivided travel lanes with a five (5) foot sidewalk located beyond ten (10) feet from
the edge of pavement. The posted speed limit is 25 mph and the design speed is 30
mph.
Design Evaluations
The roadway geometry is generally acceptable and is within the geometric cross
section design standards of the Metro-Dade for travel lane and minimum median
widths.

2. Horizontal Alignment
Existin~ Conditions
The horizontal alignment of the roadway is generally straight with minor horizonal
curves to align the roadway within the variable width of the ingress and egress
easement. These minor horizonal curves includes small sections of compound curves
in the area of the western entrance to the Admiral's Port residential development
This compound curve exacerbates the insufficient sight distance for this intersection.
The median intersection at the eastern end of the mangrove section has insufficient
travel lane widths of 7.5 feet The Metro-Dade standard of 12 foot lane width is
required. Turning movements at this intersection have been observed to severely
encroach the adjacent travel lane where the vehicles exiting the gated driveway from
the residential development on the south side of the road cross two lanes of eastbound
traffic to turn around to go westbound.
Desi~ Evaluation
The compound curve should be realigned to minimize vehicle turns and unnecessary
maneuver. This realignment option is discussed in the following clear zone section.
The median intersection for the mangrove sections do not meet the Metro-Dade
standards for 12 foot wide lane width and need to be improved. Private driveways
and median intersections need coordination for safe transition of crossing travel lane
traffic. This coordination may require the closing of the median intersection located
at the eastern end of the mangrove section to comply with the turning radius and
storage length design standards.
3. Clear Zone
Existinll' Condition
The western section of N.E. l83rd does not have curb and gutter along either side of
the roadway and based on the Metro-Dade standards, a clear zone of 10 feet is
required. At the present time, the western and mangrove sections of the roadway
have trees, street light poles and signs located within 4 feet from the edge of
pavement. There are inadequate guardrail clear zones for the mangrove and seawall
sections that are less than 8 feet from edge of pavement to face of the guardrail.
Metro-Dade standards for edge of pavement to guardrail face is 8 feet. The
mangrove section distance is 4 feet and the seawall section is less than 1 foot. The
guardrail system for the mangrove section median area is a concrete post with a chain
railing that does not conform to the Metro-Dade standard guardrail criteria. The
posts and chain guardrail system has several broken posts and sections where the
chain is not connected to the posts and hangs unanached. The metal guardrail at the
42 inch culvert connection in the mangrove section and along the seawall in the

seawall section do not conform to the Metro-Dade standard guard rail criteria. These
guardrails do not have the required straight-end anchorage or the offset block
between the post and the rail section.
Desi~ Evaluation
The clear wne requirements for this roadway classification and type of roadway need
to be brought into conformance with the Metro-Dade standards. All obstructions
within the clear zone must be removed beyond the minimum requirements to allow
for an errant vehicle to safely regain control. Clear zone and sight distances
conformance to acceptable design standards may require that portions of the
mangrove and seawall sections of N.E. 183rd Street be realigned and reconfigured
from four (4) travel lanes to two (2) travel lanes. This option would require a
comprehensive traffic analysis to evaluate the traffic volume, turning movements and
traffic patterns to establish the optimum design criteria for a safe roadway
reconfiguration within the confmes of the existing ingress and egress easement.
Another option would be to install a curb and gutter system for the entire roadway
which would reduce the clear zone requirement from 10 feet to 4 feet. This option
would still require an 8 foot clear zone for the guardrail and require a comprehensive
drainage study to connect the drainage to positive outfall systems. All guardrails must
conform to the Metro-Dade standard guardrail criteria.
4. Sight Distance
Existing Conditions
Inadequate sight distances exist at median crossings and intersections within the
mangrove and seawall sections due to obstructions in the clear zones. The western
entrance to the Admiral Port Condominium in the seawall section does not provide
adequate sight distance for westbound traffic due to building and hedge obstructions.
Speed humps at pedestrian crossings in the seawall section slow traffic to minimize
sight stopping distance however, these speed humps are not acceptable per any design
criteria.
Desi~ Evaluation
The removal and/or relocations of all obstructions within the clear zones can also
provide conformance to Metro-Dade standards for sight distance. The relocation of
the Admiral Pons western entrance to the west can provide adequate sight distance
and clear zone away from the building and hedges. The realignment and reduction
from four to two travel lanes option to provide adequate clear zones within the limited
ingress and egress easement would also improve sight distance. The speed humps
have been observed to effectively limit the speed of traffic but also introduce a risk

element for the City of A ventura to assume as there currently exists no approved
speed hump criteria per Metro-Dade standards or the FDOT. The speed humps
appear to be a speed limit control to compensate for the lack of sight distance in the
mangrove and seawall sections. Minimizing the speed limit would minimize the safe
stopping sight distance.
5. Roadway Drainage
Existinl: C.onditions
The western section of this roadway does not provide a drainage system. Roadway
drainage for the western section is overland flow to the adjacent properties and/or
into Biscayne Blvd (US 1). The mangrove, seawall and eastern sections of the
roadway have adequate positive drainage and/or drainage structures with discharge
systems.
Desi~ Evaluation
The storm drain system for the Western section needs to be connected with the
mangrove median section via a storm water collection system. This should be
incorporated with any curb and gutter system options that would also reduce the clear
zone requirements from 10 feet to 4 feet.
6. Pavement Section
Existinl: C.onditions
In order to evaluate the pavement section, soil borings were taken at three (3)
locations along this section of roadway. The soil borings indicate that the pavement
section varies from 2.5 to 4.5 inches and the base course is consistent at 1.5 feet of
limerock.
Desi~ Evaluation
A minimum of 1.0 inches of asphalt is provided on this roadway classillcation which
conforms to the requirements of Metro-Dade standards.
7. Pedestrian - Bicycle Facilities
Existinl: Conditions
The north side of the roadway for all sections do not have sidewalks or bicycle
facilities. The mangrove and seawall sections have a four (4) foot (or less) sidewalk
along the south side of the roadway and does not conform to the standard tlve (5)
foot width. The offset distance for non-curbed roadways per Metro- Dade standards
is 10 feet. The eastern section of the roadway sidewalk and offset does conform to
Metro-Dade standard. No pedestrian crossing pavement markings exist at the

intersection with N.E. 35th Avenue or at the western termination of the south
sidewalk.
Design Evaluation
Provide a standard five (5) foot sidewalk that is continuous and connects the
residential developments to the City of Aventura sidewalk and bicycle facilities. This
option could be included with a curb and gutter option to reduce the width of clear
zones.
8. Street Lighting
Existing C.onditions
Street lighting is located within the right-of-way and is generally under the tree canopy
of the landscaping, Portions of the existing street lighting is obscured by tree
branches and foliage. Some of the street light base and poles are within the clear zone
requirements of the roadway.
Design Evaluation
Provide assurance that the existing street lighting meets the recommended minimum
illumination level of 0.4 foot candles for residential local roads per AASFITO
Geometric Design of Highways and Streets (Table V-12). Trim the trees and foliage
to provide unobscured street lighting, Relocate all street light poles to be outside the
clear zone requirements for the roadway.
9, Pavement Markings
Existinl: Conditions
The roadway has a posted speed of 25 mph and the pavement markings delineate
pavement edge, travel lanes, turn lane arrows, speed humps and cross-walks. The
existing pavement markings are worn in several locations.
Design Evaluation
In order to provide traffic signage and pavement marking in accordance with Metro-
Dade standards, improvements would need to be made to the pavement marking
along the roadway.

III. RECOMMENDATIONS FOR ACQUISmON
A. CLEAR ZONE, DRAINAGE AND OBSTRUCTIONS
Provide curb and gutter along the entire roadway to minimize clear zone requirements
from ten (10) feet to four (4) feet. This option should also provide drainage
structures to insure positive drainage for the western section. The reduction of
minirnwn clear zones would minimize removal and relocation of trees, street light
poles, and other obstructions along the western and mangrove sections of the
roadway.

B. TRAVEL LANE REDUCTIONS AND RESTRIPPING
Redirect traffic in the mangrove and seawall section by reducing the four (4) travel
lanes to two (2) travel lanes for adequate sight distances and clear zones. Remove the
speed humps and provide adequate pedestrian crosswalk and sidewalks at all
intersections and along the roadway. Increase median intersection turn radius and
lane widths or remove the median openings of the mangrove section to meet the
Metro-Dade standards. Thermal plastic pavement markings should be provided along
this roadway for the recommended travel lane realignment options in order to
conform with the Metro-Dade standards.

I. INTRODUCTION
This report presents the findings of the Pedestrian Circulation Study conducted for Country
Club Drive within the City of Aventura, Florida. The study, perfonned under Work
Authorization No. 15414.09 consisted of detailed field inspections of intersections, sidewalks
and driveways along Country Club Drive north of the Wm. Lehman Causeway (SR 856). The
purpose of the study is to identify if there are existing pedestrian facilities along Country Club
Drive which are inconsistent with sound design practices and pose a potential safety hazard
to pedestrians. The facilities addressed in this study include signalized intersections, major
driveways, existing pedestrian crosswalks, sidewalks and pedestrian walkways. Inquiries
were also made relative to historical accident patterns. The report is organized to present a
description of existing conditions, observed deficiencies and recommendations for
improvements.
The recommendations set forth in this study are of a conceptual nature. Each intersection and
major driveway has unique physical characteristics which will require a site specific design.
Therefore, the recommended improvements are intended to provide a general treatment for
signing and pedestrian signal heads, to be refined at the design stage for those
recommendations which are selected for implementation.
The study identified a number of design deficiencies, non-confonnance to standards, and
unsafe pedestrian accommodations along Country Club Drive. Where deemed beneficial, a
graphic has been included in the report to provide schematic details of the facilities under
discussion. These schematic drawings are meant for illustrative purposes only and are not to
scale or survey quality. Schematic details of recommended improvements are contained in
the figures attached to this report.
II. COUNTRY CLUB DRIVE
Existing Conditions
Country Club Drive is a four (4) lane divided collector roadway. The roadway's alignment
is generally curvalinear and in a horseshoe pattern connecting with the frontage roads along
the Wm. Lehman Causeway at two (2) locations, and extending under the Wm. Lehman
Causeway to N.E. 190 Street (Marina Del Rey Boulevard) at the western section of the
roadway. Due to its circular alignment Country Club Drive has been named as West Country
Club Drive, North Country Club Drive, and East Country Club Drive. The pedestrian study
focussed on the entire roadway north of the Wm. Lehman Causeway. That section of Country
Club Drive extends for an approximate 12,500 feet or 2.3 miles and includes West. East and
North Country Club Drive.
Significant features relative to pedestrians along this section of Country Club Drive include
three (3) signalized intersections, a paved sidewalk five feet (5') in width along the outer
periphery of the roadway, a paved walkway ten feet (10') in width along the inside of the
roadway (within the infield area) and fourteen (14) bus stops. Along the entire 2.3 miles of

Country Club Drive only four (4) striped pedestrian crosswalks are provided to cross the
divided four (4) lane cross section. Three (3) of these crosswalks are provided at three (3)
signalized intersections and one (I) is located mid-block at the driveway to the Tumberry Isle
Resort & Club.
The posted speed limit along Country Club Drive is 35 miles per hour (mph). Curbing is not
uniformly provided along the roadway edges but does exist at the comers of intersections and
driveways, as well as at the end of median islands. The four (4) travel lanes each measure 12
feet (12') in width and are constructed as two (2) roadway sections each 24 feet (24') in width
and separated by a landscaped median varying between 24 feet and 28 feet in width. The
outside sidewalk is separated from the edge of the travel lanes by a grass area 25 feet to 27
feet in width. The paved walkway along the interior of Country Club Drive is separated from
the travel lanes by a grass area 10 feet to 20 feet in width. The walkway has a meandering
alignment along the roadway through well landscaped and park like terrain. In general, the
Country Club Drive corridor is well landscaped and the interior walkways were observed to
attract pedestrians, rollerbladers and bicyclists during daylight as well as evening hours.
Land use along Country Club Drive consists of a mixture of commercial and residential uses
with the predominant land use being luxury high rise residential. For the purpose of
identifying general geographic areas, the most significant developments and communities
fronting Country Club Drive were noted. A total of 26 different developments could be
distinguished in the field and are detailed on Figure I.
Observed D~ficiencies
Although specific locations with deficiencies will be identified throughout the report, some
general corridor-wide observations are worthy of discussion. The deep setbacks of the
sidewalk and walkway from the travel lanes along both sides of the street ranging from 25 feet
to 27 feet cause pedestrian sight distance restrictions for vehicles exiting driveways between
the walls and landscaping of walled and gated developments (see Figure 16). Additionally,
this spacing does not allow a vehicle to approach Country Club Drive and stop at the correct
position clear of the path of crossing pedestrians. Simply stated, the STOP position at the
sidewalk is too far from the edge of the travel lanes to meet standards. A cursory review of
the sidewalk on both sides of the road revealed that the general condition of the paved surface
is adequate although a number of holes were observed in several locations. An example of
the walkway alignment is provided in the discussion on intersections and detailed on Figure
II.
It was also noted that most of the paved mid-block bus stops are recessed into the edge of
the roadway and provide a shelter for transit passengers. However, there are no paved
connections between these recessed bus stops and the existing paved sidewalk. Transit
passengers must therefore walk through several feet of grass often in excess of ten feet (10'),
which can be unpleasant during the rainy season. The lack of a paved connection is an
impediment to access for a handicapped person.

Operating speeds on all sections of Country Club Drive appear to be higher than the posted
35 miles per hour speed limit. It is anticipated that improved enforcement from the new
police force will reduce speed violations. However, the four (4) lane cross section combined
with few signalized intersections will continue to induce higher speeds. It is therefore
recommended that traffic improvements use the 85 percentile speed and not the posted speed
for design purposes. This will provide a greater margin for safety by imposing design
standards based on the actual operating speeds and not the posted speed limit.
Observations revealed that many residents use the interior walkway for strolling and
rollerblading at night. Lighting along this walkway is indirect and was not observed to be
very good. Lighting along this walkway is not critical to traffic safety until the walkway
approaches and crosses an intersection or driveway approach, of which there are several.
General Recommendations

The setback of sidewalks and walkways at the approach to intersections and
driveways should be improved to allow a side street vehicle to be in a standard STOP
position (see Figure 11).

Provide paved sidewalk connections between the existing bus stops and the sidewalk.
.
Whenever feasible, measure and use the 85 percentile speed as a design standard.
.
Consider lighting the walkway along the interior of Country Club Drive.
.
Maintain 25 feet by 25 feet comer sight triangles at all sidewalk/driveway
intersections.
.
Increase the number of pedestrian crossings over the 2.3 mile length.
III. ACCIDENT HISTORY
Accident and safety histories were investigated for the Country Club Drive corridor. The
initial screening involved a review of the incident reports maintained by Metro-Dade police
from January I, 1992 to September 30, 1996. These incident reports do not provide full
details of collisions, however they do reveal if a problem location exists. The summary of this
information is contained in Table I General Accident Summary. This table identifies a total
of twelve accidents for the 4 year and 9 month period reviewed. Of particular interest is that
six (6) of the twelve accidents occurred at the intersection of West Country Club Drive and
N.E. 192 Street which is the Wm. Lehman Causeway frontage road and within FOOT
jurisdiction.
Therefore, a total of six (6) accidents were reported for the 2.3 mile section of Country Club
Drive beyond N.E. 192 Street. This is not indicative of a problem location. However, the
discussions with the Delvista management and our own observations identified a pedestrian

conflict area at the N.E. 34 Avenue intersection. A proactive improvement program to
improve safety as described in the section titled INTERSECTIONS should be undertaken to
reduce the potential for a serious pedestrian injury at that location.
Due to the method currently available for the retrieval of accident information, additional
details on the six accidents which did occur along Country Club Drive will not be available
prior to the due date for this report. However, the total number of accidents do not identify
a chronic problem.
Recommendation
It is suggested that the GIS database currently being developed by our office include crash
locations and safety records to enable the efficient retrieval of safety information for future
use and response to citizen inquiries.
IV. INTERSECTIONS
There are in excess of 30 driveways or intersections along the 2.3 mile length of Country Club
Drive. Only three of these are signalized intersections. The signalized intersections are located
at West Country Club Drive and the Wm. Lehman Causeway frontage road, West Country
Club Drive and Aventura Boulevard, and North Country Club Drive and N.E. 34 Avenue. An
additional intersection which is discussed in this section is West Country Club Drive and the
Tumberry Isle Resort & Club driveway since it is typical of many major driveways and also
has one of the only four pedestrian crosswalks.
A. West Country Club Drive and Wm. Lehman Causeway Frontage Road (NE 192 Street)
This is a complex frontage road intersection which provides access to the Wm. Lehman
Causeway (SR 856). This intersection is within the jurisdiction of the Florida Department of
Transportation (FDOT) and has all the necessary pedestrian facilities consisting of a striped
crosswalk supplemented with pedestrian push buttons (PPB) and pedestrian signal heads
flashing WALK and/or DONT WALK advisory messages. The crosswalk is provided across
the north approach and the sidewalk is provided along both sides of West Country Club Drive
(see Figure 2A).
Observed Deficiencies
The only observed deficiency at this location was the lack of good lighting along the interior
sidewalk for pedestrians walking around the northeast comer of the intersection proceeding
east along the frontage road.
Recommendations
Consider improved lighting as a security amenity.

B. West Country Club Drive and Turnben:y Isle Resort & Club
This is a four (4) way intersection formed by aligned cross street driveways consisting of the
Turnberry Isle Resort & Club access on the east, with their employee parking lot access on
the west. This intersection is unsignalized. A pedestrian crosswalk is provided across the
south approach which also crosses the depressed curb of the median. The cross street
approaches have posted STOP signs.
Observed D~ficiencies
There are several intersection conditions which do not conform to the standards set forth in
the Manual on Uniform Traffic Control Devices (MUTCD). They include inadequate
crosswalk width, improper side street approach position (both sides) and incorrect warning
signs (See Figures 3B and 3C).
Recommended lmnrovements
The north-south sidewalk and pedestrian crosswalks must be moved toward the edge of the
roadway to allow the sidewalks to be shifted as depicted on Figure II combined with the
positioning of the STOP sign at the STOP bar pavement marker. Any crosswalk at a non-
signalized location must be a minimum 10 feet in width. In addition, the pedestrian warning
signs are erroneously indicating a school zone crosswalk (S I-I), whereas it needs to indicate
a pedestrian warning sign (WI 1-2) supplemented with an advance warning sign with distance
plate (WlIA-2) as detailed in a later section of this report dealing with mid-block crosswalks.
C. West Country Club Drive and Aventura Boulevard
This intersection is a three (3) leg intersection with A ventura Boulevard intersecting from the
west. This intersection is signalized and provides dual left turns from the northbound
approach, dual right turns from the southbound approach and dual left turns from the
eastbound approach. In each case, the second "dual" turning movement is a shared
movement lane with a through movement or other turn. The traffic signal operates as a three
(3) phase signal. Pedestrian crosswalks are provided across the south approach and the west
approach.
Observed Deficiencies
The sidewalk at the southwest corner has a large sweeping radius taking the pedestrians away
from the crossing point a distance of 59 feet requiring the northbound pedestrians to make
a sharp turn to return to this intersection. A more serious problem is the lack of pedestrian
push buttons and pedestrian signal heads. These heads are warranted by the unusual signal
phasing and unclear assignment of right-of-way for the pedestrian. Further complicating the
matter is a conflicting right turn only arrow for the eastbound approach while the pavement
marking indicates a permissible shared right and left turn lane (See Figure 4A).

Recommendations
The sidewalk within the southwest comer of the intersection should be re-aligned to direct
the pedestrians toward the intersection crosswalk not away from it (see Figure 12). The
entire signal operation should be reviewed and brought up to MUTCD and FDOT
conformance including the removal of the conflicting right turn arrow message at the
eastbound approach.
D. North Country Club Drive and N.E. 34 AvenueIDelvista
This intersection is a four (4) way signalized intersection controlling the access driveway to
the Delvista residential development from the south. Pedestrian crosswalks are striped across
all four (4) approaches. Exclusive left turn lanes are provided for all approaches, however
protected left turn signal phases do not exist for all approaches. Pedestrian signal heads are
not provided at any approaches (see Figure SA).
Observed Deficiencies
The northeast and the northwest comer of the intersection have drainage swales and catch
basins within the sidewalk area at the intersection comer. The four feet (4') of sidewalk
surround the catch basins but make the recessed depth a potential hazard for a handicapped
pedestrian or wheelchair (see Figures SB and SC). The interior walkway approaches the
westbound crossing across the Delvista access at an approximate four to five percent (4%-
S%) downhill grade (see Figure SA). This crossing is frequently used by rollerbladers who
have a difficult time stopping before entering the intersection approach (see Figure SD). The
guard at the Delvista gate as well as the Manager of the facility have advised us that there are
frequent near misses with vehicles and pedestrians (rollerbladers) many with minor falling
injuries.
Recommendations
The catch basins located within the sidewalk areas should be improved to remove the paved
slope at the edge of the sidewalk. This improvement may be investigated as part of the
drainage improvements being considered along Country Club Drive. The intersection traffic
signal should be upgraded to include pedestrian signal heads. These signal heads should be
supplemented with signs at the interior walkway approaches, stating CROSS ONLY ON
SIGNAL (RIO-2A). Also, the outbound approach from Delvista should have signs added
stating STOP HERE ON RED (RIO-6) and NO TURN ON RED (RIO - Ila) to prevent the
vehicle from creeping up to the crosswalk. The downhill slope of the walkway justifies
additional safety measures especially for rollerbladers. Advance warning signs are
recommended in addition to the pedestrian signal heads. If pedestrian conflicts continue after
implementing the recommended improvements, it may become necessary to regrade and
lessen the downhill slope. The schematic improvements are detailed on Figure 13A.
Additional lighting may also enhance safety.

V. PEDESTRIAN CROSSWALKS
Based on the orientation of luxury residential high rise communities opposite the road from
a recreational walkway along Country Club Drive, a need and desire to cross the road has
been created. The density of residential units clearly warrants additional pedestrian crossings
within the total length of 12,500 feet. The shortage is particularly acute along North Country
Club Drive and East Country Club Drive. It is always preferable to locate a pedestrian
crosswalk at a signalized intersection where the crossing movements can be regulated with
signal control. However, traffic signal warrants are very difficult to achieve. An unwarranted
traffic signal is seldom authorized and if installed without such authorization becomes a clear
liability.
The second choice for additional crosswalks are crossings at unsignalized intersections,
driveways or mid-block crossings. These additional crossing locations can be selected based
upon visibility and uniform spacing to provide reasonable crossing access for most of the
residential developments along the Country Club Drive corridor. To assist with the design
and selection of the crossings, typical cross sections of Country Club Drive were identified
as measured at the locations detailed on Figure 6A. Each cross section is then detailed on
Figures 6B and 6C and generally indicates the total width from edge of crosswalk to edge
of crosswalk to be 140 to 150 feet. The median width varies from 23.5 feet to 28.5 feet in
width which allows the design of a functional as well as aesthetic median crossing. The
placement of the pedestrian crossings should be governed by need and a reasonable spacing
policy to maximize the effectiveness of the crossing while not unduly disrupting traffic
operations. The advance pedestrian warning signs should be placed from 300 feet to 500 feet
(based on specific conditions) in advance of the crosswalk to accommodate speeds in the
range of 45 miles per hour. A typical detail for signing the approaches to a mid-block or non-
signalized crossing is provided on Figure 7 which details a minimum crosswalk spacing of
1,500 feet. With such a configuration the walking distance from any residential development
to a crosswalk is generally no more than 750 feet. The warning sign placement will vary
somewhat based on the specific geometric roadway conditions on the approach to each
specific crosswalk. The general area where new crosswalks should be considered are
depicted on Figure 8 and are listed below:
1. At the intersection formed by the Coronado and Villa Derado driveways.
2. At the intersection formed by the driveway of the El Dorado III and IV.
3. At the intersection formed by the Landmark driveway.
4. At the intersection formed by the driveway to the Country Club Estates of
A ventura.
5. At the intersection formed by Tumberry Isle.

consisting of a striped crosswalk ten feet (l0') in width (see Figure II) or a wider crosswalk
consisting of paver bricks with paver and landscape treatment within the median (see Figure
9). The selection of the median and crosswalk treatment may be considered as part of an
overall landscaping program.
VI. PEDESTRIAN W ALKW A YS
Existin~ Conditions
The pedestrian walkway along the east side of West Country Club Drive, south side of North
Country Club Drive and west side of East Country Club Drive is a continuous 10 feet wide
paved macadam walkway used by pedestrians, rollerbladers and occasionally bicyclists.
Observed Deficiencies
The walkway is generally in good condition, however pavement failure was observed in
several locations (in aggregate totaling 500 linear feet) requiring repair or resurfacing. Small
STOP signs such as are posted for bicycle paths are intermittently provided. The alignment
of the walkway at intersections requires additional signing.
Recommendation
Repair and/or resurface the walkway where necessary. Install tree root barriers as needed to
protect the tree roots from uprooting the walkway. Sign the approaches to major driveways
and intersections with downsized intersection warning signs such as depicted on Figure 13B.
Consideration should be given to separating pedestrian and wheeled pedestrian traffic such
as with the modified sign type R9-7 depicted on Figure 13B. A lane line can be striped on
the walkway to further delineate a rollerblade lane such as is currently used in Central Park,
Plantation, Florida.
VII. SUMMARY OF RECOMMENDATIONS
Based on the findings resulting from the pedestrian circulation study, a number of
recommendations are set forth to improve both pedestrian safety and circulation throughout
this report. As requested, a summary of recommendations was prepared outlining the
conceptual improvements and approximate costs. Accurate cost estimates can be developed
if these concepts are selected for implementation and an engineering design is prepared for
each location.
1. Realign walkway and sidewalk approaches at both sides to each major driveway such
as depicted on Figure II. There are in excess of thirty (30) locations.
