Soroka, ICMA-CM, City TO: City Commission DATE: December 7,2005 SUBJECT: Outstanding Issues Regarding land Development Regulations Revisions The following is a recap of the two Workshop meetings and an outline of the outstanding issues regarding the proposed land Development Regulations. CONSENSUS 1. It appears that the majority of the City Commission concurs with the staff recommendations regarding limiting residential redevelopment to existing density and number of bedrooms and limiting new residential height and density in RMF4 zoning districts. 2. Language will be added to provide that development in the Town Center districts shall be in substantial compliance with the Design Guidelines. 3. Redevelopment areas will be clearly identified in the final Ordinance adopting the revised lDR. OUTSTANDING ISSUES 1. MO District height of buildings - 176 ft. vs. 100 ft. 2. B-2 District height of buildings - 7 stories on Biscayne Boulevard and 12 stories elsewhere or 12 stories Citywide. 3. MO District - Residential density - 25 units per acres vs. 45 units per acre. A comparison of traffic generation for building heights in the B-2 Zoning district will be presented at the meeting. If the outstanding issues can be resolved at the Workshop Meeting, the first reading of the revisions will take place at the January 10, 2005 Commission Meeting. Soroka, ICMA-CM, City DATE: December 12, 2005 SUBJECT: Proposed Revisions to Land Development Regulations December 14, 2005 Commission Meeting Agenda Item_ At the Workshop Meeting of December 1, 2005, City Commission requested information from the City's Engineering Consultant as to the difference in trip generation in a 20 story, 12 story and 7 story building on the sample 300,000 square foot lot on Biscayne Boulevard. Based on the sample lot area, a 20 story building could contain a maximum of 600,000 square feet of floor area. At 12 stories, a maximum of 483,000 square feet of floor area could be built and at 7 stories, the maximum floor area could be 318,000 square feet. Using these numbers, the City's Engineering Consultant has prepared the attached tables. The tables were prepared based on trips generated by Land Use Code 820 "Shopping Center" rates as published by ITE (Institute of Transportation Engineers). This category assumes the development is an integrated group of commercial establishments planned, developed, owned and managed as a unit. In addition to retail facilities, it may include office buildings, movie theatres, restaurants, post offices, banks, health clubs and recreational outlets including ice rinks and indoor miniature golf courses. This category was chosen as the best fit based on permitted uses in the B2 zone. Using the p.m. peak hour analysis, a 7 story development with 318,000 square feet of floor area generates 1,343 vehicle trips per hour. A 12 story development with 483,000 square feet of floor area generates 1,770 vehicle trips per hour and a 20 story development with 600,000 square feet of floor area generates 2,043 vehicle trips per hour. The difference in vehicle trips per p.m. peak hour between a 7 story development and a 12 story development on this sample lot is 427 trips. The difference in trip generation between 7 stories and 12 stories will be a significant impact based on the tables for this one specific property, then multiplied by the other 24 B2 lots fronting on the east side of Biscayne Boulevard.
