AVENTURA CHARTER REVISION COMMISSION
MEETING MINUTES
APRIL 20, 2026
3:00 P.M.
1. CALL TO ORDER/ROLL CALL: The meeting was called to order by the Chair,
Denise Landman at 3:00 p.m. The following members were present: Michael Davis, Esq.,
Dr. Mark Dorn, Sandra E. Krumbein, Denise Landman (former Commissioner), and Gary
Pyott. Also present were City Manager Bryan Pegues, City Clerk Ellisa L. Horvath, and
City Attorney Robert Meyers. As a quorum was present, the meeting commenced.
2. APPROVAL OF MINUTES (March 12, 2026 Meeting and March 20, 2026
Meeting): A motion to approve the minutes of the March 12, 2026 meeting and the March
20, 2026 meeting was offered by Mr. Davis, seconded by Mr. Pyott, and unanimously
passed by roll call vote.
3. DISCUSSION OF ISSUES/SUGGESTED REVISIONS:
Mr. Meyers reported on the survey provided of current salary/benefits for elected officials
from other municipalities throughout Miami -Dade and Broward Counties, as well as the
Charters from three local municipalities (Key Biscayne, Palmetto Bay, and Pinecrest).
The Revision Commission reviewed and discussed the following suggestion: Section 2.06
Compensation, which was last increased in 2001, to consider increasing the amount
provided to members of the City Commission. Discussions included the following:
increased duties and hours worked, service to community, an amount for fair
compensation, time since last increase, and the total compensation package provided.
Following discussion, Mr. Pegues recommended that the salary be doubled for both the
Mayor and Commissioners.
The Revision Commission requested that Mr. Meyers provide the salary and benefits for
the elected officials in Bal Harbour, Hallandale Beach, Sunny Isles Beach, and Weston
at the next meeting.
A motion was offered by Dr. Dorn, seconded by Ms. Krumbein, and unanimously passed
for Mr. Meyers to draft language to amend Section 2.06 Compensation to increase the
annual salary for the Mayor from $10,000 to $20,000 and for the Commissioners from
$7,500 to $15,000.

The Revision Commission reviewed and discussed the following suggestion: Section 4.11
Independent Audit, which requires that auditing firms be changed every five years, to
consider increasing the requirement to every seven to eight years for enhanced continuity
for the City. Discussions included the following: learning curve for new firms after a short
period of time, improved timing for the process to provide continuity, and the importance
of oversight.
Following discussion, Mr. Pegues recommended that the rotation be changed from five
to seven years.
A motion was offered by Mr. Pyott, seconded by Mr. Davis, and unanimously passed for
Mr. Meyers to draft language to amend Section 4.11 Independent Audit to extend the
length of time for the audit rotation from five years to seven years.
Mr. Meyers questioned if there was any desire to consider a change to Section 2.03
regarding term limitations. No action was taken to do so.
4. MEETING SCHEDULE: The next meeting was scheduled for May 13, 2026 at 3.30
p.m.
5. ADJOURNMENT: There being no further business to come before the CRC, a
motion to adjourn was offered by Mr. Pyott, seconded by Ms. Krumbein and unanimously
approved; thus, adjourning the meeting at 4.12 p.m.

ARTICLE II. - CITY COMMISSION; MAYOR
• Section 2.06. - Compensation; reimbursement for expenses
Commissioners shall receive compensation in the amount of $7,500 $15,000 per
fiscal year. The Mayor shall receive compensation in the amount of $10 000
$20,000 per fiscal year. The Mayor and Commission shall also receive
reimbursement in accordance with applicable law, or as may be otherwise
provided by ordinance, for authorized travel and per diem expenses incurred in
the performance of their official duties.

ARTICLE IV. - LEGISLATIVE
• Section 4.11. - Independent audit.
The City Commission shall provide for an independent annual audit of all City
accounts and may provide for more frequent audits as it deems necessary. Such
audits shall be made by a certified public accountant or firm of such accountants
who have no personal interest, direct or indirect, in the fiscal affairs of the City
government or any of its officers and shall be rotated at least every five seven
years to a new certified public accountant or firm of such accountants.

Salaries and Audit Rotations
1) INCREASE IN SALARIES OF MAYOR AND CITY COMMSSIONERS
The City Charter provides that the Mayor receives an annual salary of $10,000 and that
Commissioners receive an annual salary of $7,500. It is proposed that the Charter be amended
to increase the Mayor's annual salary to $20,000 and each Commissioner's annual salary to
$15,000.

The City Charter requires that an independent audit of all City accounts be conducted by a
certified public accountant or firm and that the accountant or firm shall be rotated at least

firm shall be rotated at least every seven years.
