RECOMMENDATION
The Community Development Department recommends the establishment of a fee for
the submittal of hard copy building permit applications.
BACKGROUND
During the five years since the City established its digital portal for the submission of
building permit applications, the number of in -person paper submittals has steadily
diminished. Currently, more than 75% of the applications are being submitted and
processed digitally.
Two different review and issuance processes occur simultaneously within the Building
Division — one for paper and the other for digital submittals. For efficiency purposes, once
a fee schedule is established, all applications will be scanned upon receipt by the Building
Division and placed into the digital review process.
The proposed new fee, as listed below, will offset the cost of both the equipment and the
staff time involved.

Digitize Building Permit Application & Plans $100 base fee, plus
$1.30 / page, small format
$2.50 / page, large format
It is anticipated that establishing this fee will provide an additional incentive for applicants
to utilize the digital portal. In addition, routing all applications via the digital review process
will greatly reduce the inherent inequities that result from two disparate processes being
used for the same function.
Many cities have stopped taking paper building permit applications altogether. For
example, the following cities accept only digital applications:
Sunny Isles Beach
North Miami Beach
Miami -Dade County
It is anticipated that the ability to submit hard copy applications in Aventura will eventually
be eliminated. For now, staff recommends continuing to accept hard copy, with a fee. The
rates proposed for Aventura were modeled after the Town of Davie and based upon the
actual costs incurred by the City. Other cities that have established such a fee include:
City of Miami: $20.00 per sheet
Town of Palm Beach: $20.00 per sheet
Davie: $100 plus $2.50 per sheet
Delray Beach: $25.00 plus $1.50 per plan sheet and $0.10 per document page
Boca Raton: $25.00 plus $1.50 per plan sheet and $0.10 per document page
