A RESOLUTION OF THE CITY COMMISSION OF THE CITY OF
AVENTURA, FLORIDA, URGING THE FLORIDA LEGISLATURE TO
ENACT HB 415/SB 486 CREATING A TITLE VI COORDINATOR
POSITION IN ALL K-12 SCHOOL DISTRICTS AND AT ALL PUBLIC
COLLEGE CAMPUSES WHEREBY DEDICATED RESOURCES AND
FORMAL PROCESSES WILL BE ADOPTED FOR STUDENTS AND
PARENTS TO LODGE COMPLAINTS TIED TO DISCRIMINATION IN
EDUCATION; DIRECTING THE CITY CLERK TO SUBMIT THIS
RESOLUTION TO THE PRESIDENT OF THE FLORIDA SENATE, THE
SPEAKER OF THE FLORIDA HOUSE OF REPRESENTATIVES AND
THE MIAMI-DADE COUNTY STATE LEGISLATIVE DELEGATION:
PROVIDING FOR IMPLEMENTATION; AND PROVIDING FOR AN
EFFECTIVE DATE.
WHEREAS, the City of Aventura (the "City") has a sizeable Jewish population and
has adopted several resolutions and ordinances between 2018 and 2023 reaffirming the
City's commitment to work proactively against all forms of antisemitic conduct wherever
and whenever it may be encountered; and
WHEREAS, the City recognizes the battle against antisemitism requires a
marshaling of resources by all governmental institutions; and
WHEREAS, the express purpose of HB 415/SB 486 is to create a Title VI
Coordinator position in all school districts and public college campuses in Florida to tackle
all forms of discrimination in education — including an unprecedented amount of
antisemitism faced by Jewish students; and
WHEREAS, the City Commission finds that this Resolution to urge the Florida
Legislature to pass HB 415/SB 486 is in the best interest of the City and its residents.
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COMMISSION OF THE
CITY OF AVENTURA, FLORIDA:
Section 1. Recitals Adopted. That the above stated recitals are hereby
adopted and confirmed.
Section 2. Establishing the Title VI Coordinator Position. That the City
Commission hereby urges the Florida Legislature to create Title VI coordinator positions
in all school districts and all public college campuses as enumerated in HB 415/SB 486.

Section 3. Implementation. That the City Clerk is hereby directed to submit this
Resolution to the President of the Florida Senate, the Speaker of the Florida House of
Representatives and all members of the Miami -Dade State Legislation delegation and to
take all necessary steps to implement this Resolution.
The foregoing Resolution was offered by Vice Mayor Bloom, who moved its
adoption. The motion was seconded by Commissioner Orlinsky, and upon being put to a
vote, the vote was as follows:
