Subject: BB 913 (Condominium Bill — Key Provisions)
• The new law extends deadline for completing milestone inspections and structural reserve studies
to 12/31/25.
• Allows condo associations to secure credit lines or loans to fund required repairs and maintenance,
rather than relying solely on special assessments.
• Mandates more comprehensive financial reporting, including online access to records, requires
associations to disclose potential conflicts of interest and ensure competitive bidding for contracts.
• The new law narrows the application of milestone inspections to three habitable stories or more.
However, Miami -Dade County imposes milestone inspections on all condominiums regardless of
the number of stores, applicable to townhouse -like structures designated by Miami -Dade County
as condominiums.
• Clarifies that every condominium association must provide adequate property insurance as
determined by state law, regardless of any requirement in the declaration of condominium for
different coverage for the association.
• Clarifies that at least four times each year, the meeting agenda for an association's board meeting
must include an opportunity for members to ask questions of the board, including questions relating
to the status of any construction or repair projects, and the status of all revenue and expenditures
during the current fiscal year.
• Requires an association managing a condominium with 25 units or more to post the association's
articles of incorporation, declarations, bylaws/rules, the approved minutes of board meeting over
the preceding 12 months and copies of all assessment and special assessments for the previous 2
years with an itemized list. (posting requirement does not go into effect until 1/1/26)
• Allows a unit owner to electronically vote by transmitting a ballot to the email address designated
by the association.
