Luli Sulichin presents a groundbreaking Miami Art Week
activation with her innovative and thought provoking 20
foot tall inflatable art sculptures from her series Filtered
Fragmented. This vast body of work which includes
paintings, bronze sculptures, resin castings, virtual reality
content and her acclaimed digital performances featured
two years in a row on the billboards of Times Square in NYC
takes on new dimensions with large scale inflatable
sculptures.
A passionate advocate of women, Luli will partner with
BCIU's Women Driving Global Change initiative in support of
the UN's Sustainable Development Goal of Gender Equity.
The giant white sculptures will serve as nighttime screens
for projection mapping of her digital performances
bringing a new perspective on the female image throughout
time. From the binding of feet in ancient China, to the use
of corsets in the European Middle Ages and towards plastic
surgery enhancements all the way to the proliferation of
social media digital filters, Filtered ( Fragmented presents a
thoughtful investigation of the curated image. This free
public Art Week activation hopes to inspire, engage and
encourage art week audiences.

Equity
August, 2024— New York, NY— BCIU, a nonprofit organization comprised of policy experts,
strategic advisors, and trade educators, is thrilled to announce the launch of its new initiative,
"Women Driving Global Change," focused on advancing the United Nations Sustainable
Development Goal 5: Gender Equity. This initiative is designed to foster meaningful dialogue,
partnerships, and actions that drive progress toward achieving gender equality on a global
scale.
As part of this groundbreaking initiative, BCIU is honored to partner with renowned conceptual
impact artist, Luli Sulichin. Based in Miami, Sulichin is an Argentine-American visual artist
whose work is celebrated for its exploration of controversial themes through diverse artistic
mediums, including digital performances, installations, and tokenized digital art. With a strong
commitment to societal impact and a deep belief in the power of art to drive change, Sulichin
embodies the very essence of what"Women Driving Global Change" seeks to promote.
Luli Sulichin's participation in this initiative aligns perfectly with BCIU's mission to use
commercial diplomacy as a tool for global good, particularly in the realm of gender equity.
"Women Driving Global Change"will feature a series of events, workshops, and public art
installations, effectively engaging with the general public as well as global leaders,
policymakers, and influencers. The collaboration between BCIU Director Zoe Dauth, an inspiring
and visionary leader known for her strategic mindset to solve complex challenges and Luli
Sulichin's unique perspective as a conceptual artist and thought leader, will bring a
forward-thinking approach to the initiative.

sculptures of Luli Sulichin's series Filtered / Fragmented with projection mapping of the artist's

inflatable sculptures will also highlight the global impact and reach of the "Women Driving Global
Change" initiative as well as provide a canvas to bring awareness of sponsoring companies who
are invested in their support of Sustainable Development Goal number 5.

Inc., The Government Center, Mezzanine Level Deck Replacement

RECOMMENDATION
It is recommended that the City Commission waive competitive bidding based on the
impracticability exception as per Section 2-253(6) of the Code of Ordinances, and
authorize the City Manager to enter into an agreement with Island Construction Group,
Inc. in an amount not to exceed $1,976,317 to facilitate the mezzanine level deck
replacement. The ARPA funds shall be used to fund this project.
BACKGROUND
The City has been facing ongoing water intrusion issues on the mezzanine level deck,
making some police department spaces uninhabitable. To address this, the City retained
HPF Associates, Inc. and Miami Curtain Wall Consultants, renowned building envelope
experts, to conduct forensic engineering and determine the cause and extent of the
problem. Forensic testing, including both destructive and nondestructive methods, as well
as some repair work, has been carried out by Island Construction Group, Inc., a company
with significant experience in this type of building reconstruction.
The analysis revealed that the waterproofing of the mezzanine deck, along with the
adjacent limestone vertical and horizontal seals, have failed. To ensure habitable space
below the mezzanine deck, all components of the exterior weatherproofing must be
replaced as follows:
1. Vertical Joint Sealing: Start by removing and replacing all vertical joint sealing
material within the limestone components.
2. Topping Slab Replacement: Saw-cut the existing concrete mezzanine surface.
The topping slab removal will occur in three phases, beginning on the west end of
the deck over the parking. This phased approach allows thorough assessment of
the topping slab configuration. Despite extensive preconstruction investigations,
the exact thickness of the topping slab remains somewhat elusive. Fortunately, the
western portion of deck P-1 has no occupied offices, minimizing the risk of water
intrusion.
3. Comprehensive Upgrades: Following topping slab removal, proceed with new
waterproofing, flashings, protection/drainage materials, deck drains, and finished
topping material installation. Temporary walkways will ensure uninterrupted public
access to the commission chambers during these operations. The east and west
exterior stairs will be closed throughout the project.
The staff recommends waiving the competitive bidding and awarding the work to Island
Construction Group, Inc. for the following reasons-
1. If the City was to go out to bid, there is a real possibility that the contract might not
be awarded until after January 1, 2025, given the necessary steps to award the
contract and the fact that the last City Commission meeting of the year is in
November. If the award is made after December 31, 2024, the City will lose the
opportunity to utilize ARPA funds for this project.
2. Island Construction Group, Inc. has been involved with the forensic analysis from
the beginning and is very familiar with the building. If the City were to follow a
standard low-bid solicitation and end up with an unfamiliar vendor, the project
could potentially cost significantly more and take much longer.

RECOMMENDATION
It is recommended that the City Commission authorize the City Manager to enter into an
agreement with HPF Associates, Inc. in an amount not to exceed $110,250 to provide
Owner's Representative services for the mezzanine level deck replacement project.
ARPA funds shall be used to fund this project.
BACKGROUND
HPF Associates, Inc. has been assisting the City on the Mezzanine Level Deck
Replacement project for the past several months. The staff recommends retaining HPF
as an Owner's Representative with the sole purpose of achieving the City's goals and
objectives, and provide the following duties: Preparation of Construction Documents;
Contract Administration; On-Site Representation; Cost and Schedule Control;
Construction Quality Control and Inspection; Permitting; and Project Close-out.

The HPF Associates proposal and scope definition submitted October 20,2023 has been
completed, a final payment application is attached hereto for that effort.
Phase 2 is now ready to proceed as identified in the HPF communication dated August 24,2024.
HPF is prepared to continue as the City's Owner Representative for the balance of the project
including the preparation of construction documents, supervision of contractor activities as
described August 24, and further delineated of the Island Construction Proposal document
dated September 7,2024 which includes the proposed project construction cost.
Construction Document preparation fee is$32,750.00
Construction Administration fee is $77,500.00 including onsite representation, contractor
payment application review and processing, and project close out. The construction phase
duration is anticipated to last six(6) months including closeout.

SECTION 2. REPEALER.
All ordinances or parts of ordinances in conflict herewith be and the same are hereby
repealed.
SECTION 3. SEVERABILITY.
If any section, subsection, clause or provision of this Ordinance is held invalid, the
remainder shall not be affected by such invalidity.
SECTION 4, CODIFICATION.
It is the intention of the Mayor and City Commission of the City of Miami each, and it is
hereby ordained that the provisions of this Ordinance shall become and be made part of the Code
of the City of Miami each, Florida. The sections of this Ordinance may be renumbered or
relettered to accomplish such intention, and the word "ordinance" may be changed to "section,"
"article," or other appropriate word.
SECTION 5. EFFECTIVE DATE.
This Ordinance shall take effect on the day of 2024.
