SUBJECT: Resolution to Approve a Sister City Agreement with
Modi'in Maccabim Re'ut, Israel

RECOMMENDATION
It is recommended that the City Commission approve a sister city agreement with Modi'in
Maccabim Re'ut, Israel, in recognition of the municipalities' shared values and knowledge
and to promote collaborations of mutual benefit in the areas of innovation, education, life-
long learning and community.
BACKGROUND
The City of Aventura and the Municipality of Modi'in are both located between two large
metropolitan hubs. The City of Aventura has a sizeable portion of its population of the
Jewish faith, many with strong bonds to the State of Israel. Both municipalities are thriving,
diverse communities committed to education and innovation and wish to promote
educational, informational, cultural and economic exchanges. The sister city agreement
will enable the leaders from each government to develop and strengthen ties between the
communities.
This Resolution should have no impact on the City budget.
CITY OF AVENTURA RESOLUTION NO. 2024-
A RESOLUTION OF THE CITY COMMISSION OF THE CITY OF AVENTURA,
FLORIDA, ESTABLISHING A SISTER CITY RELATIONSHIP WITH MODI'IN
MACCABIM RE'UT, ISRAEL, TO PROMOTE EDUCATIONAL,
INFORMATIONAL, CULTURAL AND ECONOMIC EXCHANGES; PROVIDING
FOR IMPLEMENTATION; AND PROVIDING FOR AN EFFECTIVE DATE.
WHEREAS, the City of Aventura (the "City") desires to establish a sister city
relationship with the Municipality of Modi'in Maccabim Re'ut, Israel ("Modi'in") as a sister
city to the City in order to promote educational, information, cultural, and economic
exchanges between the City and Modi'in; and
WHEREAS, the City of Aventura, located in Miami-Dade County, Florida, is a
thriving community made of up of diverse cultures and nationalities, including a sizeable
portion of the community of the Jewish faith and others with strong ties to Israel; and
WHEREAS, Modi'in is located in central Israel, between Tel Aviv and Jerusalem,
the place of origin of the Macabees, and is a community that has been resilient in the face
of terror and tragedy, yet, is known for innovation and technology and flourishes as an
center for education, life-long learning and its numerous archeological sites; and
WHEREAS, Howard S. Weinberg, Esq., Mayor of the City of Aventura, and Haim
Bibas, the Mayor of Modi'in Maccabim Re'ut, will work diligently to develop and strengthen
ties between the communities; and
WHEREAS, the City Commission finds that it is in the best interest of the City to
establish a sister city relationship with Modi'in.
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COMMISSION OF THE
CITY OF AVENTURA, FLORIDA:
Section 1. That each of the above-stated recitals are hereby adopted, confirmed,
and incorporated herein.
City of Aventura Resolution No. 2024-
Section 2. That the City Commission hereby establishes a sister city
relationship with Modi'in Maccabim Re'ut, Israel, as a sister city to the City of Aventura,
Florida, to promote educational, informational, cultural and economic exchanges of
mutual benefit to the municipalities.
Section 3. That the City Commission hereby authorizes the City Mayor and City
Officials to take the necessary steps to implement this Resolution, including the
authorization to execute any appropriate agreements, as necessary.
Section 4. This Resolution shall become effective immediately upon its
adoption.
The foregoing Resolution was offered by Commissioner who moved its
adoption. The motion was seconded by Commissioner and upon being put to
a vote, the vote was as follows:

SISTER CITIES AGREEMENT
Establishing Sister Cities Relations Between the Cities of
Modi'in Maccabim Re'ut, Israel
and
Aventura, Florida, USA
We, representatives of the city governments of Modi'in Maccabim Re'ut, Israel, and
Aventura, Florida (USA), are unanimous in our desire to promote mutual understanding
between peoples with shared values and to live in peace and friendship. We are firmly
achieving these goals.
With this agreement, we solemnly proclaim Modi'in Maccabim Re'ut, Israel, and Aventura,
Florida, USA, as sister cities, with the common goals of developing understanding and
respect between our two communities and the people of the United States and Israel.
Following a process of transforming as per the issues in which cooperation may be found
mutually beneficial for the inhabitants of both cities, the two shall pursue cooperation in
the following areas:
Technology in Education (Smart Learning)
Smart and Digital Cities
Culture and Sport
NOW, THEREFORE, this agreement takes effect from the moment of signing by the
Mayors of the Cities of Modi'in Maccabim Re'ut, Israel, and Aventura, Florida, USA,
this 24t" day of May, 2024.
