RECOMMENDATION
It is recommended that the City Commission approve the attached request to allow the
City Manager to execute an agreement with Innovate Audio Visual, Inc., for the purchase
of A/V equipment to upgrade the Commission Chambers.
BACKGROUND
The City Commission authorized this purchase under Resolution 2022-15 (modified on
April 5, 2022) which relates to the City's project for the American Rescue Plan grant
funding.
This project will replace and upgrade the existing speakers in the Commission Chambers
and provide a video wall behind the dais to enhance the audience's view during a
meeting.
This item will be purchased from a competitive bid contract#200904 awarded to Innovate
Audio Visual Inc. through The Interlocal Purchasing System (TIPS).
The total cost for the Commission Chamber Upgrades is 94,103.50.

Three members of the Community Services Advisory Board have had to resign from their
position in recent months. These members are Michael Stern (who was elected to the
City Commission), Jaclyn Riley (who has moved out of Aventura), and David Pulver
(whose professional commitments limited his availability). Section 2-121(b) of the
Aventura City Code allows for the appointment of replacement Board Members who will
serve out the remainder of the vacated term, which in this case ends in May 2023, when
the members will be eligible for reappointment.
Applications were solicited for those interested in serving on this Board, with the deadline
of January 26, 2023. There were eight residents that submitted their application for the
Community Services Advisory Board. Each applicant was interviewed by Community
Services Director Kimberly Merchant and City staff. I am recommending the following
persons be appointed to the Community Services Advisory Board:

Dear Mr.Wasson:
Vice-Mayor Billy Joel referred me to your office to apply for the voluntary position referenced above. I am
a 12-year resident of the City of Aventura and am currently starting my 5th year as president of the One
Island Place Condominium in Aventura. I have no children or grandchildren who attend either of the
Aventura charter schools. I think my background and skills in education and business would make me an
ideal and excellent candidate to work with the DSAHS Advisory Board to review and assist policies,goals,
and budgets.
First,overview of some past history:
After graduating Boston University with my master's degree in education as a Reading Specialist, I taught
Reading, Language Arts and Social Studies,grades 9-12, at Westwood High School, Westwood, MA for 5
years. Shortly thereafter, I moved to the North Miami. FL area and switched gears by working for some
major real estate developers in Miami-Dade and Broward counties.I also served on the North Miami Parks
and Recreation Commission and was instrumental in obtaining land, getting city funding, and
opening/planning a new park in the Sans Souci area of that city. I worked with the commission to also
refresh, remodel,and refurbish some of the older parks and recreation areas.
More than a decade later I returned to teaching. I went through the ranks at Pioneer Middle School,
Cooper City, FL progressing from a classroom reading and math teacher, to Reading Coach and teacher
trainer,to Assistant Principal,and then to Intern Principal.(I also attended FAU while working full time for
the necessary leadership classes and state testing this entailed). After 15 years at Pioneer, I was
transferred to two Title I schools: Pines Middle School in Pembroke Pines(2 years) and Olsen Middle in
Dania Beach (1 year) to round out my professional experience. During that time, I also served on the
Governing Board at Imagine Schools Broward in Coral Springs. I became president of that Board and
helped guide and monitor the direction of the school,and its policies. Because of my position at Imagine
Broward, I was asked to apply for the principal opening at Imagine Charter School at Weston,the flagship
school of the 50 plus nationwide schools that Imagine Schools manages and maintains.
More recent history:
I retired 4 years ago, as a highly effective principal of 1,000 students, from Imagine Charter School in
Weston,FL.This high performing 2012 National Blue Ribbon School and 2014 National School of Character
serves all students whatever their abilities, background, language, etc. from pre-K through 8th grade.
Under my 7-year leadership, not only did we earn those accolades but were consistently and annually in
the top three of all K-6 and K-8 schools in Broward County, based on test data and student performance.
I answered to the charter school office at Broward County Schools,the school's Governing Board, Imagine
Schools, Inc and the State of Florida. Additionally, as a charter school principal I was quite aware of the
demands and needs of parents and staff as well."Happy teachers,happy students.Happy students,happy
parents".I was awarded principal of the year by the tri-county Charter school group based on my school's
performance and National recognition.
I went through two SACS accreditation processes during my tenure at Imagine Weston,5 years apart.We
scored in the top 5%of schools nationwide,which is not an easy endeavor.One of the areas we excelled
in was school culture which encompasses all stakeholders. Our bi-literate, immersive, Spanish language
program, for speakers and non-speakers, from K through 8th grade (high school honors credits in the
middle school) was also singled out for its innovation and excellence. We were the model for what was
eventually adopted by the rest of the Weston schools and then by Broward County schools.
As you know, the principal, especially a charter school principal, has a hand in all aspects of the school,
for example: the curriculum and standards for all learners, the well-being and welfare of the
students/staff,the budget and working within its confines,hiring and training the best teachers and staff,
fundraising, ongoing character development, maintaining full enrollment, conducting a yearly lottery,
continuous improvement, working with all stakeholders, safety and security, discipline, policies and
procedures,effective class and student scheduling,celebrations and recognitions,effective and frequent
communication,technology for all and keeping it working and current, meeting the emotional,social and
intellectual needs of all learners,fair negotiations and contracts with staff and outside vendors(cleaning,
building lease,food service, buses,quality after-school programs,etc.)to name a few. I believe that I am
more than qualified and capable to assist Don Soffer Aventura High School's Advisory Board.
Thank you for considering me for this opportunity to give back to the community. As you can surmise, I
have a strong commitment to education,people,a110nd excellence.If selected, I look forward to working

SUBJECT: Emergency Replacement of the Government Center Air Conditioning
Chillers (City Manager)

RECOMMENDATION
The HVAC chiller units for the rooftop at the Government Center are in need of
replacement. Over the past 12 months, we have had to patch and repair various parts of
the chiller and computer components for the system to operate properly. The overall wear
and tear on these units are causing them to run less efficiently and the overall support
structure is weakening. They are due for replacement.
BACKGROUND
Both units were installed in 2010. Components included new circuit boards, coil coating,
and controls for the PC workstations. We replaced the blower fans two years ago so that
part of the system is new and will not be due for replacement until 2035. The existing
chiller units were not coated properly for coastal climate conditions. Normally, a properly
coated system should have a 20-year life span. We currently have a Carrier System and
would need to replace it with the same system in order to utilize the connection and saddle
(what the units sit on), which will keep the cost down. Due to a long lead time for these
units to be built, approximately 18 months, we need to move forward and begin the
replacement process now.
The estimated cost for the replacement is 1.6 million dollars.

FOOD MARKING
Federal/state regulations: It appears there is no federal regulations requiring product dating except for
infant formula and a "pack date" for poultry products and thermally processed, commercially sterile
products to help identify product lots and facilitate trace-back activities in the event of a foodborne illness
outbreak. see 9 CFR 381.126 and 431.2(e). Moreover, I have not been able to find any state regulations
on date marking of food products. I found the flyer at this link from the Florida Department of Agriculture,
Division of Food Safety, which states that the FDA Retail Food Code does not preclude the sale of food
that is past the expiration date indicated on the

Miami-Dade County preemption: Section 8A-69 of the Miami-Dade Code provides"this article(Article III)
shall pertain to all violations hereof within this County and supersedes and nullifies those provisions of
any and all municipal ordinances and codes, including those adopted as a County ordinance,which define
or penalize any act recognized and declared in this article to be a violation thereof. This article shall not
be deemed to supersede or nullify any municipal ordinance imposing additional regulations upon the sale
of or advertising of Kosher meats or meat products sanctioned in accordance with Orthodox Hebrew
religious requirements."
Food products sold at the deli counter of a restaurant, supermarket or convenience store: Section 8A-
98.1 Miami-Dade County Code provides that "it shall be unlawful for any perishable food . . . to be
packaged for sale, unless the packager thereof causes to be stamped, printed,or otherwise conspicuously
marked on its container or any label affixed thereto a clearly specified,uncoded,calendar date which shall
be the terminal shelf life date of the food.
This regulation does not treat food products sold at different types of stores differently for the purposes
of date marking.
Application of Miami-Dade regulations to deli meats: Section 8A-98.1 defines perishable food as fresh
packaged perishable meat, poultry, fish, and dairy products, excluding canned, frozen, or vacuum
packaged products. Based on this, I think that deli meat would fall under these regulations.
Food products sold at deli counters (packaged for sale and prepared to order): Based on the MDC Code, I
think these packages should have a terminal shelf life date.
Prepacked food versus prepared-to-order food: The Miami-Dade County Code draws no distinction
between prepacked deli meats versus a purchase at the deli counter, meaning that a label shall be affixed
to both packages identifying the terminal shelf life date of the food.
