AVENTURA CITY COMMISSION
ETHICS TRAINING SESSION MINUTES
DECEMBER 15, 2022
2:00 P.M.
An ethics training session for members of the City of Aventura Commission, pursuant to
the requirements of Chapter 112.3142, Florida Statutes, was held on December 15, 2022
at 2.00 p.m. via virtual communications media technology and in the 5th Floor Executive
Conference Room at the Aventura Government Center (19200 W. Country Club Drive,
Aventura, FL). The following members of the Commission were in attendance: Mayor
Howard S. Weinberg and Commissioner Dr. Linda Marks. Also present were City Clerk
Ellisa L. Horvath and City Attorney Robert Meyers.
Mr. Meyers reviewed a presentation titled "City of Aventura Ethics Training for Elected
Officials: Sunshine Law & Public Records," dated December 15, 2022, including but not
limited to the following items: Sunshine Law, Perceptions, Public Participation, Public
Records, Public Records Law, Voting Conflicts — FS 112.3143, Voting Conflicts: Gain or
Loss, MDC Voting Conflict Standard, Voting Conflicts: Process, Misuse of Position, Doing
Business with Agency, Disclosure/Use of Information, Gifts, Exceptions to Gift Rules, Gift
Considerations, Citizens Bill of Rights, and Ethics Enforcement.
Mayor Weinberg and Commissioner Dr. Marks engaged in discussions with Mr. Meyers
throughout the session, based on the material covered.
The training session adjourned at 3.45 p.m.
