BACKGROUND Pursuant to Section 26-1 of the City Code, the City Clerk shall present a certification of election results to the City Commission for adoption by resolution at the next meeting following the election. Since the County Canvassing Board has provided the certification, it is submitted at this time. The attached resolution submitted for your adoption declares that Amit Bloom was elected as the Commissioner for Seat 6. Additionally, Michael Stern was elected as the Commissioner for Seat 2, Paul A. Kruss was elected as the Commissioner for Seat 4, and Howard S. Weinberg was elected as the Mayor, all by operation of law, without further conduct of election process. WHEREAS, the City of Aventura 2022 Municipal Candidate Election was scheduled for November 8, 2022 for the offices of Commissioner Seat 2, Commissioner Seat 4, and Commissioner Seat 6, as well as the office of the Mayor Seat; and WHEREAS, on November 8, 2022 a Municipal Candidate Election was held for the office of Commissioner Seat 6; and WHEREAS, the Canvassing Board has canvassed and certified the election results for the office of Commissioner Seat 6 and this Commission wishes to adopt the election results as certified by the Canvassing Board; and WHEREAS, since only one candidate qualified to run for the offices of Commissioner Seat 2, Commissioner Seat 4, and the office of the Mayor Seat, those candidates are unopposed and are deemed to be elected by operation of law without further conduct of election process; and WHEREAS, Section 26-1 of the Aventura City Code provides that the City Clerk shall present a certification of election results to the City Commission at the first meeting of the City Commission following the election. NOW, THEREFORE, BE IT RESOLVED BY THE CITY COMMISSION OF THE CITY OF AVENTURA, FLORIDA, THAT: City of Aventura Resolution No. 2022-_ Section 1. The results of the November 8, 2022 Municipal Candidate Election, as certified by the Canvassing Board and attached hereto, indicate that the following candidate was elected to Commissioner Seat 6: Commissioner Seat 6 Amit Bloom Section 2. BACKGROUND The City Commission enacted Resolution No. 2022-14 to establish a rotation order for Vice Mayor to create certainty and to ensure that each Commissioner shall be afforded the opportunity to serve in this capacity at least one time during a Commissioner's four- year term. The Resolution allows the City Commission to adjust the order when the need arises. Per the rotation schedule, Commissioner Amit Bloom has the right to assume the Vice Mayor position for the term ending in May 2023, but would prefer to serve as Vice Mayor at a later date. Commissioner Billy Joel has indicated that he is willing to accept the appointment as Vice Mayor for the term ending in May 2023, at which time Commissioner Amit Bloom will be appointed Vice Mayor. Resolution No. 2022-14 states that the November Vice Mayor term is supposed to begin at the first meeting in November. However, if the first City Commission meeting in November occurs before Election Day, the Commissioner who is serving as Vice Mayor at such time may have his or her term as Vice Mayor inadvertently shortened. This Resolution will allow a one-time adjustment to the rotation schedule and also amends the prior Resolution to clarify when the November Vice Mayor term begins in an election year. Fiscal Impact This item will have no impact on the City's budget. WHEREAS, on February 1, 2022, the City Commission adopted Resolution No. 2022-14, setting forth a rotation order for the position of Vice Mayor; and WHEREAS, according to the Resolution, the Commissioner from Seat 6 will serve as Vice-Mayor for a six-month term from November 2022 to May 2023; and WHEREAS, Commissioner Amit Bloom, who is the Commissioner for Seat 6, is requesting that her appointment to serve as Vice Mayor be postponed until May 2023; and WHEREAS, Commissioner Billy Joel, who is the Commissioner for Seat 3, is willing to assume the Vice Mayor position for the term ending in May 2023 to accommodate Commissioner Bloom's request; and WHEREAS, in order to avoid the possibility of cutting short the Vice Mayor term when a regular November City Commission meeting precedes Election Day, Resolution No. 2022-14 will be amended to state that the November Vice Mayor term shall begin at the first City Commission meeting subsequent to the November City Commission Inauguration Ceremony; and WHEREAS, the City Commission finds that this Resolution is in the best interest of the City's residents. NOW, THEREFORE, BE IT RESOLVED BY THE CITY COMMISSION OF THE CITY OF AVENTURA, FLORIDA, THAT: City of Aventura Resolution No. 2022- Section 1. Recitals Adopted. The above stated recitals are hereby adopted and confirmed. Section 2. Vice Mayor Appointment. The City Commission hereby appoints Commissioner Billy Joel to serve as Vice Mayor for the six-month term ending in May 2023, followed by the appointment of Commissioner Amit Bloom as Vice Mayor for the six-month term beginning in May 2023, and to otherwise leave undisturbed the rotation order enumerated in Resolution No. 2022-14. Section 3. Timing of Vice Mayor Appointment. The City Commission hereby clarifies the commencement of the November Vice Mayor term when Election Day occurs after the regularly-scheduled November City Commission meeting. Section 4. Implementation. The City Manager is hereby authorized to take all action necessary to implement this Resolution. Section 5. Effective Date. BACKGROUND The bidding process was in accordance with the City's Purchasing Ordinance. Bids for this maintenance contract were solicited, advertised and opened on Wednesday, November 16, 2022 at 3 PM. Three qualified bids were received as follows: Delta Property Maintenance, Inc. $65,868.00 Annually Amer-Plus Janitorial Maintenance, LLC $83,580.00 Annually Clean Space, Inc. $179,664.00 Annually The bid is based on pricing for custodial services, supplies (certified green cleaning products) and paper goods for the Aventura Community Center, Parks and Cultural Center. This is a two (2) year term contract with the City having sole rights to extend the contract for two (2) additional two (2)year terms. A reference check of the low bid resulted in positive recommendations. The company will be required to post the appropriate insurance and bonds and all work will be subject to regular review and inspections by the Facilities Manager and/or the Public Works/Transportation Director.
