RECOMMENDATION
It is recommended that the City Commission, acting in its capacity as the Governing Board
for the Aventura City of Excellence School (ACES), approve the attached minutes as
provided by the City Clerk, for the ACES Governing Board meeting held in February 2022.

A Meeting was held and minutes have been provided for Governing Board approval for

City Commission, Acting in its Capacity as the Governing Board for the Aventura City of
Excellence School (ACES):
1. CALL TO ORDER/ROLL CALL: The meeting was called to order by Mayor Enid
Weisman at 4.02 p.m. The roll was called and the following were present: Mayor Enid
Weisman, Vice Mayor Rachel S. Friedland, Commissioner Denise Landman,
Commissioner Dr. Linda Marks, Commissioner Marc Narotsky, Commissioner Robert
Shelley, City Manager Ronald J. Wasson, City Clerk Ellisa L. Horvath, and City Attorney
Robert Meyers. Commissioner Jonathan Evans was absent. Also present were ACES
Principal Dr. Anthony Tyrkala and Rachel Wind ler-Freitag, South Florida Deputy Director
Charter Schools USA. As a quorum was determined to be present, the meeting
commenced.
2. PLEDGE OF ALLEGIANCE: The Pledge was led by Mayor Weisman.
3. APPROVAL OF MINUTES: A motion for approval of the September 30, 2021
regular meeting minutes was offered by Vice Mayor Friedland, seconded by
Commissioner Shelley, and passed unanimously, by roll call vote.
4. MOTION APPROVING THE 2022-2023 SCHOOL YEAR CALENDAR: Mrs.
Horvath read the following motion:
MOTION APPROVING THE 2022-2023 SCHOOL YEAR CALENDAR.
A motion for approval was offered by Commissioner Shelley and seconded by
Commissioner Landman.
Principal Dr. Tyrkala, accompanied by Ms. Wind ler-Freitag, reviewed the calendar, which
was in line with the calendar for Miami-Dade County schools.
Comments were provided regarding the following items: the number of days students are
required to be on campus per the attendance policy, items covered during teacher

planning days, early release days, and comparison to other Charter Schools USA school
calendars.
A motion to amend the calendar to change the early release days from the 1 st Wednesday
to the 3rd Wednesday of every month if feasible, except for holidays, was made by
Commissioner Landman and seconded by Commissioner Dr. Marks.
Mayor Weisman opened the item for public comment. There being no comments, the item
was closed for public input.
The motion to amend passed (4-2), by roll call vote, with Commissioner Narotsky and
Commissioner Shelley voting no.
The motion for approval of the calendar as amended was offered by Commissioner Dr.
Marks, seconded by Commissioner Shelley, and passed (5-1) by roll call vote, with
Commissioner Narotsky voting no.
5. MOTION APPROVING OUT-OF-FIELD WAIVER: Mayor Weisman read the
following motion:
MOTION APPROVING OUT-OF-FIELD WAIVER.
A motion for approval was offered by Commissioner Shelley and seconded by
Commissioner Landman.
Principal Dr. Tyrkala reviewed the request, which was then discussed.
Mayor Weisman opened the item for public comment. There being no comments, the item
was closed for public input.
The motion passed unanimously, by roll call vote.
6. SCHOOL UPDATES — ACES PRINCIPAL DR. ANTHONY TYRKALA:
Principal Dr. Tyrkala provided an update on the following items: dashboard and historic
data, ELA results, addressing students with disabilities, addressing student achievement,
increase in ESE teachers, attendance, assessments, breakdown of learning disabilities,
testing/evaluation for disabilities, showing student growth, gifted program, teacher
appreciation week, and providing incentives for teachers.
7. OTHER BUSINESS: None.
8. ADJOURNMENT: There being no further business to come before the
Commission as the Governing Board, a motion to adjourn was offered by Commissioner
Shelley, seconded by Commissioner Landman, and unanimously approved; thus,
adjourning the meeting at 5:23 p.m.
