BACKGROUND
As written, the City Code does not allow a building in the RMF4 zoning district to exceed
100 feet if it casts a shadow on an adjacent property, regardless of the adjacent property's
zoning. The attached letter proposes an adjustment to that section of the Land
Development Regulations (LDRS). The letter correctly points out that office buildings,
hotels and mixed-use buildings of any height can cast a shadow over commercially zoned
properties. The letter says RMF4 properties should not be more constrained than
commercially zoned properties in regards to the shadow they are allowed to cast.
CURRENT SITUATION
A potential residential development in the initial stages of due diligence has identified the
shadow limitation described above as a constraint. The potential development has been
discussed with the City Manager's Office and the Community Development Director.
Public presentation of the proposal is anticipated, if the City Commission is willing to
consider the requested modification to the shadow restriction.
I have placed this matter on the Workshop Agenda for discussion.

Dear Mr. Klopp:
Please consider this our request on behalf of our client, GOT183 LLC, to be
placed on the March 15, 2022, City Commission Workshop related to proposed
modifications to the City of Aventura Land Development Regulations pertaining to the
RMF4 Zoning District.
The City of Aventura Code contains some historic restrictions related to height of
properties within various districts. One example is Section 31-143(f)(3)(b)(3) of the City
of Aventura Code (the "City Code"), which incorporates certain restrictions unique to the
RMF4 zoning district. Specifically, the City Code restricts development of structures
over 100 feet in the RMF4 district height from casting of shadows on December 21 at 12
noon of each year, allowing such shadows to only fall on public road rights-of-way,
public or private waterways or docks. This unique provision is unique to the RMF4
district.
Land continues to be a scarce resource, and as South Florida continues to be
the focus of migration from other areas of the state or country, the focus in many
communities has shifted to redevelopment of remaining or underdeveloped parcels,
including in the City of Aventura. In that regard, we propose a reevaluation of the above
RMF4 restriction related to height regulations in recognition that if another office

building, hotel or mixed-use building can cast a shadow on other commercially zoned
properties, then as redevelopment within the City occurs, that RMF4 properties should
not be more constrained than commercially zoned properties.
Office buildings, hotels and other similar structures in the Business Zoning
Districts under City Code Section 31-144 do not have the same limitation against
casting shadows on other hotels, commercial or office buildings. In fact mixed-use
developments in the Town Center districts under Section 31-145 may contain various
heights of buildings with no such restriction on casting shadows on adjacent properties
in other districts, or on other buildings within the Town Center districts, including on
residential structures within the Town Center district. However, while offices, medical
buildings hotels and other structures in the Town Center, Medical Office, Office Park,
Community Facilities and commercial districts are not subject to the shadow restrictions
and therefore are not restricted from casting shadows on other properties sharing the
same designation, under the City Code, it is only the RMF4 district that carries the
shadow restriction.
Specifically, the City code under the RMF4 District regulations provides:
Each proposed building or structure which exceeds 100 feet
in height shall be designed and situated such that the
shadow created by the sun at 12.00 noon on December 21
(a sun angle of 41 degrees) shall not fall on any adjacent
property, except for public road rights-of-way, public or
private waterways and docks.
Therefore, while a 12 story office buildings in the B2 district can cast a shadow
on other commercial, office, hotel and similar properties, developments in the RMF4
district would be more constrained and restricted from casting such shadows.
As the zoning code has morphed with the creation of new zoning districts, the
focus continues to shift to redevelopment or future development of vacant or
underdeveloped parcels, the unique shadow limitation in RMF4 likely no longer serves
the same purpose as when it was enacted. If an office building, medical building, or
hotel building exceeding 100 feet is able to cast shadows on commercially zoned
adjacent properties, the limitation on the ability for RMF4 properties to cast such
shadows on business zoned properties is arguably obsolete.
Based on the foregoing, we propose a relaxation of the shadow provisions to
expand the properties upon which an RMF4 structure can cast a shadow to include the
business zoned districts under 31-144. Specifically, we request the code be modified to
as follows:

keep in place the protection of RMF4 properties casting shadows on other residentially
zoned properties.

Service Review and Follow-Up

BACKGROUND
At the February 17, 2022 Workshop meeting, I was asked to review and add some
additional information to the On-Demand Transportation Conversion Plan that was
previously discussed and approved. Special attention was directed to be focused on
advertising and getting the word out to the community that we are going to be moving to
a new transportation service, while continuing to still have a modified express bus service
for those persons who still needed or wished to use that service. The basic plan is still on
track for implementation, with the following enhancements acknowledged in the Note
Section:
On-Demand Service Transportation Action Plan
Phase-1: Initially, the City will begin to transition from the current two (2) vehicle Freebee
On-Demand Service model with existing rules and increase the on-demand vehicles
operating in Aventura to six (6) vehicles. (Increase of four (4) vehicles) * See Note *.
Once the new vehicles are delivered to Aventura for operation, the pilot program
boundary (Geo-fence) will be lifted and the entire City will have full access to the on-
demand service. The cost of each new Tesla Vehicle with an operator is $122,239. (Total
Cost: $488,956 for four (4) vehicles) This initial Phase 1 will take approximately 90 to 120
days once the new Tesla vehicles are deployed. During this period, we will continue to
operate the bus system but launch an aggressive advertising campaign alerting residents
of the availability of the new on-demand transportation service. During this period, we
will also be letting residents know we will be revising the current bus routes to three (3)
express routes which will continue to service the north, south, and central areas of the
City. These buses will operate on an approximate 30 to 40-minute schedule which will
begin and end at the Aventura Mall. Additionally, the new bus routes will now include
some bus stops at the curbside locations. The circulator buses will generally no longer
be entering individual properties or stopping at individual buildings. (Exceptions for
hospital, assisted living facilities, etc.) The bus stops will be clearly identified with new
signage on the street allowing for faster service. At the end of the 90-Day Phase-1 Period,
the new bus routes will be deployed. By reducing the number of bus routes to three (3),
the City will see an annual cost saving of approximately $600,000 which will help offset
the cost of the new Freebee on-demand services.
Note: Durinq the February Workshop, I was asked to add two additional electric
buses to the Phase-1 roll out which would bring the total number of vehicles to eight, (8).
When making this adiustment, I was informed the wait time for the buses was eight
months. Instead of committinq to that long wait time, I changed the order to six, (6) Tesla
SUV's which kept the total number of vehicles to eight as requested. Because this is an
evaluation period, if additional buses or Tesla vehicles are needed we can always make
that adiustment.
As part of this roll out, we will be includinq a social media and advertisinq campaign
to let residents know what is cominq soon to all Aventura residents. When the new Tesla
vehicles are delivered and marked/wrapped for Aventura, we can put out that information.
At this time, we can expect the Phase-1 Plan to commence as planned. A potential start
date is planned for mid-April.
Phase-2: This operational phase will be from 120 to 150 days to evaluate the new bus
routes and the on-demand transportation service as it relates to ridership, demand for
service, wait times, etc. Also, we will be carefully monitoring the ridership of the circulator
buses for the same indicators. It could be reasonably concluded that as the On-Demand
Transportation service becomes more popular, we could anticipate a reduction in
ridership. Over time, staff will review to determine if the bus routes would need to be
revised.
It will be critical to have the following things in place as we begin this phase:
1 . Appropriate Signage is in place for the bus stop locations. This is important for
the residents and riders to know where the bus will stop.
2. Information and Advertising: this will be done through literature and pamphlets
to be distributed to each residential building, property manager, Condo
Association, etc. Also, workshops will be scheduled initially with property
managers and building associations. Social Media platforms and our Aventura
Website will also host information sessions regarding the plan and how to access
the new On-Demand Transportation System.
As we are in the Phase-2 review, careful consideration will be to ultimately decide to fully
increase the On-Demand Transportation Vehicles in Aventura from six (6) to ten (10)
electric vehicles which is the recommended number of vehicles to handle all the
transportation needs for residents if the circulator system was significantly reduced.
Please know the goal for the On-Demand Transportation Service is to have the wait time
from the initiation of a ride request to the pick-up to be under ten minutes. If that number
is achieved, the program will be successful.
If this program is fully implemented, the approximate cost of Phase-1 and Phase-2 would
be as approximately as listed. For budgeting purposes, however, I have shown what the
full cost of a new Aventura transportation service would cost over an entire year after fully
implementing Phase-2.
Phase 1:
• $322,953 (Current 2 electric bus vehicles)
• $733,434 (Additional 6 new electric Tesla vehicles)
• $1,269,999 (Operation of current 6 Bus Circulator Routes)
Phase 2:
• $322,953 (Current 2 electric bus vehicles)
• $977,912 (Total 8 electric Tesla Vehicles) If necessary.
• $634,999 (Operation of 3 Bus Circulator Routes)
Total: $1,935,864 (Net Increase of $665,865)
Note: Efforts to have sponsorships from local businesses will be pursued to help
offset operational costs.
RECOMMENDATION
At this time, I would recommend closely monitoring the phase in plan as we transition
from an exclusive fixed route express bus service to an intermodal model with added on-
demand service to ensure a smooth implementation of the on-demand service. It has
been recognized to move from a fixed route circulator system to an integrated On-
Demand Transportation Service with a limited fixed route express service will face some
challenges, but if done carefully and with a robust public awareness campaign, it will be
successful. A review of our current system with the focus of transitioning to a new three
bus express route and determining the best and most used bus stops/destinations is
currently underway. We have initiated Phase 1 of the Action Plan, beginning with ordering
the six (6) electric vehicles and begin the advertising campaign for the On-Demand
Transportation Service shortly. As part of our contract with Freebee, we are allowed to
expand/add additional vehicles as necessary.

BACKGROUND
In order to improve cooperative relationships between law enforcement agencies and
provide a mechanism to share police resources in the event of emergencies or certain
demanding situations, Chapter 23, Florida Statutes, Florida Mutual Aid Act allows
agencies to enter into Police Services Mutual Aid Agreements. The Agreements are
beneficial in our mission to protect the safety and quality of life of our residents.

MUTUAL AID AGREEMENT
Between the City of Aventura
and the Village of Biscayne Park
Whereas,because of the existing and continuing possibility of the occurrence of law enforcement problems
and other natural and man-made conditions which are,or are likely to be, beyond the control of the services,
personnel, equipment, or facilities of the City of Aventura Police Department and the Village of Biscayne
Park Police Department; and,
Whereas, the City of Aventura and the Village of Biscayne Park are located in such relation to each other
that it is to the advantage of each to receive and extend mutual aid in the form of law enforcement services
and resources to adequately respond to intensive situations, including, but not limited to, natural or
manmade disasters or emergencies as defined under§ 252.34, Florida Statutes; and,
Whereas, in order to ensure that preparation of these law enforcement agencies will be adequate to address
any and all of these conditions,to protect the public peace and safety,and to preserve the lives and property
of the people of the participating municipalities; and,
Whereas,the City of Aventura and the Village of Biscayne Park have the authority under § 23.12, Florida
Statutes, et seq., the Florida Mutual Aid Act, to enter into a mutual aid agreement for law enforcement
service which provides for rendering of assistance in a law enforcement emergency.
NOW,THEREFORE,the City of Aventura,a Florida municipal corporation,and the Village of Biscayne
Park, a Florida municipal corporation, in consideration for mutual promises to render valuable aid in time
of necessity, do hereby agree to fully and faithfully abide by and be bound by the following terms and
conditions:
SECTION I: SHORT TITLE: Mutual Aid Agreement("Agreement")
SECTON II: DESCRIPTION
Since the Mutual Aid Agreement provides for the requesting and rendering of assistance for both routine
and law enforcement intensive situations, this Mutual Aid Agreement combines the elements of both a
voluntary cooperation agreement and a requested operational assistance agreement,as described in Chapter
23 Florida Statutes.
SECTION III: DEFINITIONS
a. Joint Declaration: A document which enumerates the various conditions or situations where aid
may be requested or rendered pursuant to this Agreement, as determined by concerned agency
heads. Subsequent to execution by concerned agency heads,thejoint declaration shall be filed with
the clerks of the respective political subdivisions and shall thereafter become part of this
Agreement. Said declaration may be amended or supplemented at any time by the agency heads
by filing subsequent declarations with the clerks of the respective political subdivisions.
b. Agency or participating law enforcement agency: Either the City of Aventura Police Department
or the Village of Biscayne Park Police Department.
c. Agency Head: Either the Chief of the City of Aventura Police Department, or Chief s designees;
and the Chief of the Village of Biscayne Park, or the Chiefs designees.

d. The participating police department: The police department of any municipality in the State of
Florida that has approved and executed this Agreement upon the approval of the governing body
of that municipality.
e. Certified law enforcement employee: Any law enforcement employee certified as provided in
Chapter 943, Florida Statutes.
SECTION IV: OPERATIONS
a. In the event that a party to this Agreement is in need of assistance as set specified in the applicable
joint declaration, an authorized representative of the agency requiring assistance shall notify the
agency head or his/her designee from whom such assistance is requested. The agency head or
authorized agency representative whose assistance is sought shall evaluate the situation and the
agency's available resources, consult with his/her supervisors if necessary, and will respond in a
manner he/she deems appropriate.
b. The agency head in whose jurisdiction assistance is being rendered may determine who is
authorized to lend assistance in his/her jurisdiction, for how long such assistance is authorized and
for what purpose such authority is granted. This authority may be granted either verbally or in
writing as the particular situation dictates. The agency head's decision in these matters shall be
final.
c. Each party to this Agreement agrees to furnish necessary personnel, equipment, facilities and other
resources and to render services to the other party as required to assist the requesting party in
addressing the situation which caused the request; provided, however, that no party shall be
required to unreasonably deplete its own personnel, equipment, resources, facilities, and services
in furnishing such mutual aid, as determined by the furnishing party.
d. The agency heads of the participating law enforcement agencies, or their designees shall establish
procedures for giving control of the mission definition to the requesting agency, and for giving
tactical control over accomplishing any such assigned mission and supervisory control over all
personnel or equipment provided pursuant to this Agreement to the providing agency. However,
each employee shall also be subject to the personnel rules, regulations, procedures, and policies
applicable to his or her employing agency.
e. The personnel and equipment that are assigned by the assisting agency head shall be under the
immediate command of a supervising officer designated by the assisting agency head. Such
supervising officer shall be under the direct supervision and co►nmand of the agency head or his/her
designee of the agency requesting assistance.
f. Whenever an officer or other employee is rendering assistance pursuant to this Agreement, the
officer or employee shall abide by and be subject to the rules and regulations, personnel policies,
general orders and standard operating procedures of his/her own employing agency. If any such
rule, regulation, personnel policy, general order or standard operating procedure is contradicted,
contravened or otherwise in conflict with a direct order of a superior officer of the requesting
agency, then such rule, regulation, personnel policy, general order or procedure shall control and
shall supersede the direct order.
g. Whenever there is cause to believe that a complaint has arisen as a result of a cooperative effort as
it may pertain to this Agreement,the agency head or his/her designee of the requesting agency shall
be responsible for the documentation of said complaint to ascertain at a minimum:

1. The identity of the complainant.
2. An address where the complaining party can be contracted.
3. The specific allegation
4. The identity of the accused employee(s) without regard to agency
affiliation
If it is determined that the accused is an employee of the assisting agency, the above information,
with all pertinent documentation gathered during the receipt and processing of the complaint, shall
be forwarded without delay to the agency head or his/her designee of the assisting agency for
administrative review. The requesting agency may conduct a review of the complaint to determine
if any factual basis for the complaint exists and/or whether any of the employees of the requesting
agency violated any of their agency's policies or procedures.
SECTION V: POWERS,PRIVILEDGES,IMMUNITIES,COSTS
a. All employees of the participating police department, including certified law enforcement
employees as defined in Chapter 943, Florida Statutes, during such time that said employees are
actually providing aid outside of the jurisdictional limits of the employing municipality pursuant to
a request for aid made in accordance with this Agreement, shall, pursuant to the provisions of
Chapter 23, Florida Statutes, have the same powers, duties, rights,privileges,and immunities as if
they were performing their duties in the political subdivision in which they are normally employed.
b. The political subdivision having financial responsibility for the law enforcement agency providing
services,personnel,equipment,or facilities pursuant to the provisions of this Agreement shall bear
any loss or damage to same and shall pay any and all expenses incurred in the maintenance and
operation of same.
c. The political subdivision having financial responsibility for the law enforcement agency providing
aid pursuant to this Agreement shall compensate all of its employees rendering aid pursuant to this
Agreement, during the time of the rendering of such aid, and shall defray the actual travel and
maintenance expenses of such employees while they are rendering such aid. Such compensation
shall include any amounts paid or due for compensation due to personal injury or death while such
employees are engaged in rendering such aid. Such compensation shall also include all benefits
normally due such employees.
d. All exemptions from ordinances and rules, and all pension, insurance, relief, disability, worker's
compensation, salary,death, and other benefits which apply to the activity of such officers, agents,
or employees of any such agency, when performing their respective functions within the territorial
limits of their respective agencies,shall apply to them to the same degree,manner,and extent while
engaged in the performance of their functions and duties extraterritorially under the provisions of
the Mutual Aid Agreement. The provisions of this Agreement shall apply with equal effect to paid
and auxiliary employees.
e. Nothing herein shall prevent the requesting agency from requesting supplemental appropriations
from the governing authority having budgeting jurisdiction to reimburse the assisting agency for
any actual costs or expenses incurred by the assisting agency perfonning hereunder.
f. Nothing in this Agreement is intended or is to be construed as any transfer or contracting away of
the powers or functions of one party hereto to the other.
g. This Agreement creates no rights or benefits in favor of any third parties and there are no intended
third party beneficiaries with regard to the provisions herein.

SECTION VI: INDEMNIFICATION
a. The political subdivisions having financial responsibility for the law enforcement agency providing
aid pursuant to this Agreement, agrees to hold hannless, defend, and indemnify the requesting law
enforcement agency and its political subdivision in any suit, action or claim for damages resulting
from any and all acts or conduct of employees of said providing agency while providing aid
pursuant to this Agreement, subject to Chapter 768, Florida Statutes,where applicable.
b. Each party engaging in any mutual cooperation or assistance,pursuant to this Agreement, agrees
to assume responsibilities for the acts, omissions, or conduct of such party's own employees while
engaged in rendering aid pursuant to this Mutual Aid Agreement, subject to the provisions of §
768.28, Florida Statutes, where applicable.
c. Each party shall provide satisfactory proof of liability insurance or self insurance by one or more
of the means specified in § 768.28(15)(a), Florida Statutes, in an amount which is, in the judgment
of the governing body of that party, at least adequate to cover the risk to which that party may be
exposed. Should insurance coverage, however provided, of any party be cancelled or undergo
material change,that party shall notify all parties to this Agreement of such change within ten(10)
days of receipt of notice or actual knowledge of such change.
SECTION VII: FORFEITURES
a. In the event that a participating agency seizes any real property, vessel, motor vehicle, aircraft,
currency or other property pursuant to the Florida Contraband Forfeiture Act during the
performance of this Agreement, the agency requesting assistance in the case of requested
operational assistance and the seizing agency in the case of voluntary cooperation shall be
responsible for maintaining any forfeiture action pursuant to Chapter 932, Florida Statutes. The
agency pursuing the forfeiture action shall have the exclusive right to control and the responsibility
to maintain the property in accordance with Chapter 932, Florida Statutes, to include, but not
limited to,the complete discretion to bring the action or dismiss the action.
b. All proceeds from forfeited property seized as a result of or in accordance with this Agreement
shall be divided in proportion to the amount of investigation and participation performed by each
agency, less the costs associated with the forfeiture action.
SECTION VIII: CONFLICTS
Any conflicts between this Agreement and the Florida Mutual Aid Act will be controlled by the provisions
of the latter,whenever conditions exist that are within the definitions stated in Chapter 23 Florida Statutes.
SECTION IX: EFFECTIVE DATE
This Agreement shall take effect upon execution and approval by the hereinafter named officials and shall
continue in full force and effect until December 30,2025. Under no circumstances may this Agreement be
renewed, amended, or extended except in writing.
SECTION X: CANCELLATION
Any party may cancel its participation in this Agreement upon sixty (60) days written notice to the other
party or parties. Cancellations will be at the discretion of any subscribing party.

2) Repair all cracks in parapet walls using Tremco Dymonic 100.
3) Replace or repair any damaged stucco in parapet walls.
4) Apply SolarGard Masonry Primer at Tremco recommended rate of 100 sq.ft. per gallon, from
top of counterflashing to outer edge of the top of the parapet wall. (Being careful not to spill
material over the edge).
5) Apply SolarGard HyBuild White at Tremco recommended rate of 1.5 gallon per sq.ft, from top

SCOPE OF WORK
We propose to furnish all necessary labor and materials required to install a new Twenty-Five (25)Year
Tremco Powerply Endure system in accordance with Tremco Specifications. General scope of work is as
follows:
1. Install new Tremco Powerply Endure system on the above referenced facility as follows:
a. Provide Engineering and testing as needed to obtain the required roofing Permit.
b. Provide hoisting and jobsite safety as required.
c. Remove the existing roofing down to the existing light weight concrete deck and dispose of same.
d. Install one (lct.) ply of Burmastic Composite Ply Premium, mechanically attached using Trufast
fasteners and plates as per the manufacturer's recommendations.
e. Install one (lct.)ply of Tremco Powerply Endure 200 Smooth with Powerply Endure Bio Adhesive TF
in accordance with the Manufacturer's specifications.
f. Install one (lct.) ply of Tremco Powerply Endure 200 FR with Powerply Endure Bio Adhesive TF
accordance with the Manufacturer's specifications.
g. Install Tremco Two-Ply Modified bitumen base flashing system at all mechanical equipment curbs and
perimeter parapet wall flashings in accordance with the Manufacturer's specifications.
h. Apply new Tremco A1phaGuard Flashing system to all roof penetrations in accordance with the
Manufacturer's specifications.
i. Fabricate and install new sheet metal as required to replace the existing surface-mount counterflashing,
and through wall scuppers.
j. Fabricate and install new roof drains in accordance with the Florida Building Code.
k. Fabricate and install new insulation breather vents in accordance with the Florida Building Code.
1. Solvent wipe the metal to wall surfaces to receive new sealants.
m. Apply TremSeal Pro urethane sealant tooled into the metal to wall joint over the new counterflashing as
per the Manufacturer's specifications.
n. Provide 2-year contractor guarantee from date of completion.
o. Provide 25-year NDL Tremco Manufacturer's warranty from date of completion.

2. Apply new Tremco SolarGard Waterproofing System to all stucco wall areas as follows:
a. Pressure clean the existing parapet walls at a minimum of 2500 PSI to remove all dirt and debris from
surfaces.
b. Repair all cracks and joints in the exterior wall surface with urethane sealants.
c. Apply one (lct.) coat of SolarGard Masonry Primer from top of counterflashing to outer edge of the top
of the parapet wall as per the Manufacturer's specifications.
d. Apply one (Ict.) coat of SolarGard Hybuild White from top of counterflashing to the bottom of the
coping cap as per the Manufacturer's specification.
e. Clean up the repair area of all resultant waterproofing related debris.
Amount: $318,621.00
Permit Add: $10,000.00

Bid Clarifications/Exclusions:
a. Engineering and Permits are included.
b. There are no provisions in our bid for the supply and/or installation of any plumbing,mechanical, or
electrical components required. Certified Roofing will coordinate all roof work associated with this
project with Owner/ Owners representative's contractors.
c. Hoisting of all equipment and materials is included.
d. Any costs for additional/unforeseen work not covered by the Tremco specifications are not included.
"Note—The roofing industry is currently experiencing significant challenges with material availability inclusive of extended
lead times,as well as price volatility.Additionally,pricing for roof insulation and other components is being quoted based on
current industry pricing,however actual pricing is being charged at the"ship date",not order date.As a result,long term
fixed pricing cannot be obtained from our suppliers,nor can material delivery dates be guaranteed.The pricing here-in this
Proposal is based on today's prices and is valid for 15 days only.If there are any price increases incurred from the time of
execution of this agreement and the costs at the time of shipment,all such cost increases shall be passed on to the client.A
request for change order for the price difference will be submitted to cover the additional costs incurred.We apologize for
any inconvenience this situation may cause however we are simply sharing with all our clients the industry wide conditions we
are experiencing from our various distribution and Manufacturing providers.

and adopted February 1, 2022) and add the following items for the Police Department-
- Radio Modification Upgrades $91,575
- BearCat Armored Response Vehicle Replacement $325,984
These items will enhance the APD's ability to perform its core mission of providing security
for the residents and the City of Aventura.

MAINTENANCE SERVICES TO UNIVERSAL ELECTRIC OF FLORIDA,
INC. AND R & D ELECTRIC, INC. AT THE INDIVIDUAL BID PRICES AS
CONTAINED IN EXHIBIT "A" ATTACHED; AUTHORIZING THE CITY
MANAGER TO EXECUTE ASSOCIATED CONTRACTS; AUTHORIZING

WHEREAS, staff has determined that Universal Electric of Florida, Inc. and R & D
Electric, Inc., have submitted the lowest responsible and responsive bids for said
project/work; and
WHEREAS, the City Commission, upon the recommendation of the City Manager,
is therefore desirous of awarding said bid/contract to said lowest responsible and
responsive bidders.
NOW THEREFORE, BE IT RESOLVED BY THE CITY COMMISSION OF THE
CITY OF AVENTURA, FLORIDA, THAT:
Section 1. The bid/contract for BID NO. 22-02-24-3, CITY OF AVENTURA
ELECTRICAL MAINTENANCE SERVICES REPAIRS TO CITY STREET LIGHTS AND

FACILITIES is hereby awarded to Universal Electric of Florida, Inc. and R & D Electric,

Section 2. The City Manager is hereby authorized to execute, on behalf of the
City, a contract by and between the parties embodying the terms, conditions, and
specifications as set forth in the subject Invitation to Bid/Notice to Bidders, bid
specifications, bid proposal and bid requirements, or if a City prepared contract was part
of said bid proposal, said parties shall execute said prepared contract on behalf of the
City.
Section 3. The City Manager is hereby authorized and requested to take all
necessary and expedient action to carry out the aims of this Resolution in awarding this
bid/contract.
Section 4. The funds to be allocated and appropriated pursuant hereto and for
the purpose of carrying out the tenets of this Resolution shall be from Budget Line Item
