SUBJECT: Clear Channel Agreement

Currently, the City of Aventura has an agreement with Clear Channel for the billboard in
Aventura located at the corner of NE 203 Street and Biscayne Blvd. The agreement,
which has had several modifications since being initially approved in 2003, now currently
gives the City of Aventura the following revenue for having the billboard:
• Face #3: City receives Minimum of $150,000 or 50% of revenue from face
#3; whichever is greater
• Face #4: City receives 50% of Net Revenue (The FEC receives 28% of Net
Revenue and the City and Clear Channel split the remaining funds) This
generates approximately $42,000 Dollars annually.
Note: The new agreement which would allow a new LED signs to replace the current east
facing sign Face #1 and Face #2, proposed to have a new Minimum of $300,000 or 50%
of revenue from Face #3: whichever is greater and to continue to receive 50% of Net
Revenue on Face #4 to extend the agreement for additional 10 years. This agreement
would have brought approximately $3,400,000 Million Dollars to Aventura over the course
of the length of the contract.
The Commission requested at the February Workshop Meeting the undersigned revisit
this proposal and determine if more favorable terms could be agreed to bringing additional
revenue to the City of Aventura. Attached are the documents requested by the
Commission for this discussion.
1. Agreements with other Municipalities and East Coast Railway
2. Current payment schedules for all Clear Channel LED Signs
The undersigned and Clear Channel have come to a tentative agreement, which is as
follows:
• Face #3: City to receive Minimum of $300,000 or 55% of revenue generated
from Face #3; whichever is greater.
• Face #4: City to receive 55% of revenue generated from Face #4
(Approximately $52,000)
• Face #1: City to receive $25,000 annually
• Face #2: City to receive $25,000 annually
Note: Clear Channel would agree to pay an additional $50,000 to the City of Aventura for
the opportunity to replace the southernmost billboard sign (Lehman Causeway and
Biscayne Blvd.) with new LED signs.
If this agreement were approved, the City of Aventura would realize a new annual
revenue of approximately $400,000 or $4 Million Dollars over the length of the agreement.
However, if the City approved the additional LED sign (Lehman Causeway and Biscayne
Blvd.), the City would receive approximately $450,000 annually or $4.5 Million Dollars
over the length of the agreement.
RECOMMENDATION
When reviewing the additional revenue and comparing the City of Aventura to other
municipalities which have agreements with Clear Channel for LED Billboards, I believe
we are being fairly compensated for this signage improvement. (Please see attached
payment schedule for Clear Channel LED sign agreements) As this represents a
significant increase to revenue generation for funds that will be directed to Aventura
Schools, I recommend approval of the new terms of the agreement and recommend the
approval to allow the southernmost billboard be replaced with new LED sign technology
for additional revenue for our schools.

Board will expire in May:

All of the current members have expressed interest in serving again. I am recommending
that all of the members be re -appointed to the Aventura Arts and Cultural Center Advisory
Board.
I have placed this matter on the Workshop Agenda for discussion and direction by the
City Commission.
