Resolution No. 2016-58 Awarding Bid 16-06-24-3 to BrightView Landscape Maintenance Inc. for Parks & Facilities Landscape Maintenance - September 6, 2016 RESOLUTION NO. 2016-58 A RESOLUTION OF THE CITY COMMISSION OF THE CITY OF AVENTURA, FLORIDA AWARDING AND LETTING A BID/CONTRACT FOR BID NO. 16-06-24-3, PARKS & FACILITIES LANDSCAPE MAINTENANCE SERVICES TO BRIGHTVIEW LANDSCAPE MAINTENANCE, INC. AT THE BID PRICE OF $398,509.75; AUTHORIZING THE CITY MANAGER TO EXECUTE ASSOCIATED CONTRACTS; AUTHORIZING THE CITY MANAGER TO TAKE NECESSARY AND EXPEDIENT ACTION TO CARRY OUT THE AIMS OF THIS RESOLUTION; PROVIDING FOR THE APPROPRIATION AND ALLOCATION OF FUNDS FOR SAID BID AWARD; AND PROVIDING FOR AN EFFECTIVE DATE. WHEREAS, the City Manager of the City of Aventura, Florida, has, pursuant to the various laws of the State of Florida and the Code of the City of Aventura, properly solicited and accordingly accepted bids for BID NO. 16-06-24-3, PARKS & FACILITIES LANDSCAPE MAINTENANCE SERVICES; and WHEREAS, sealed bids have been submitted to and received by the City pursuant to the City's Invitation to Bid/Notice to Bidders, specifications, proposals, and requirements for the project/work as cited above; and WHEREAS, staff has determined that BrightView Landscape Maintenance, Inc. has submitted the lowest responsible and responsive bid for said project/work; and WHEREAS, the City Commission, upon the recommendation of the City Manager, is therefore desirous of awarding said bid/contract to said lowest responsible and responsive bidder. NOW THEREFORE, BE IT RESOLVED BY THE CITY COMMISSION OF THE CITY OF AVENTURA, FLORIDA: Section 1: That bid/contract for BID NO. 16-06-24-3, PARKS & FACILITIES LANDSCAPE MAINTENANCE SERVICES, is hereby awarded to BrightView Landscape Maintenance, Inc. in the amount of $398,509.75. Section 2: That the City Manager is hereby authorized to execute, on behalf of City of Aventura Resolution No. 2016-58 the City, a contract by and between the parties embodying the terms, conditions, specifications as set forth in the subject Invitation to Bid/Notice to Bidders, bid specifications, bid proposal and bid requirements, and said parties shall execute said prepared contract on behalf of the City. Section 3: That the City Manager is hereby authorized and requested to take all necessary and expedient action to carry out the aims of this Resolution in awarding this bid/contract. Section 4: That the funds to be allocated and appropriated pursuant hereto and for the purpose of carrying out the tenets of this Resolution shall be from the General Fund Line Item No. 001-5001-539-3452. Section 5: That this Resolution shall be effective immediately upon its adoption. The foregoing resolution was offered by Commissioner Weinberg, who moved its adoption. IPM programs use current, comprehensive information on the life cycles of pest and their interaction with the environment.This information, in combination with available pest control methods, is used to manage pest damage by the most economical means, and the least possible hazard to people, property,and the environment. IPM is not a single pest control method but, rather,a series of pest management evaluations,decisions and controls. In practicing IPM,we must be aware of the potential for pest infestation and we follow a four-tiered approach. 1. Set Action Threshold IPM is not a single pest control action, IPM first sets an action threshold, a point at which pest populations or environmental conditions indicate that pest control action must be taken. Sighting a single pest does not always mean control is needed.The level at which pest will either become an economic threat is critical to guide future pest control decisions. 2. Monitor and Identify Pest Not all insects, weeds, and other living organisms require control. Many organisms are innocuous, and some are even beneficial. IPM programs work to monitor for pests and identify them accurately,so that appropriate control decisions can be made in conjunction with action thresholds.This monitoring and identification removes the possibility that pesticides will be used when they are not needed or that the wrong kind of pesticide will be used. 3. Prevention As a first line of pest control, IPM programs work to manage the area to prevent pest from becoming a threat. 4. Control Once monitoring, identification,and action thresholds indicate that pest control is required, and preventive methods are no longer effective or available, IPM programs then evaluate the proper control method both for effectiveness and risk.
