MARTIN KARP SCHOOL BOARD MEMBER DISTRICT 3 SCHOOL BOARD OF MIAMI DADE COUNTY FLORIDA "DR. KARP, WILL YOU STAND WITH US BY OPPOSING THE CONSTRUCTION OF THE KROP IPREP ANNEX AT HIGHLAND OAKS MIDDLE SCHOOL?" March 9, 2016 Dear Dr. Karp: For nearly twelve years you have served the citizens of District 3 with distinction. Your voice always has been one to speak to the needs of children, teachers, custodians, administrators, support personnel and your constituents. Your commitment to your district never has been questioned. However, your silence is deafening when answering the question highlighted above. As your constituents, we want to know if you will stand with us by opposing the construction of the Krop iPrep Annex at Highland Oaks Middle School? The residents of the Sky Lake — Highland Lakes area are resoundingly in favor of the construction of an (PREP Annex, but not on the grounds of Highland Oaks Middle School (HOMS). A resolution unanimously was adopted by the Homeowners Association (HOA) to support the district's student amplification program through the construction of the IPREP Annex on the very campus it would serve (as an addition to the Dr. Michael M. Krop Senior High School campus, not as a stand-alone building on Highland Oaks Middle School property). This decision by the HOA was made after careful and deliberate debate. The concerns of community stakeholders, which included students from Dr. Michael M. Krop Senior High School, was heard loud and clear. These concerns encompass, but are not limited to, the following: ➢ Isolation of(PREP students from daily life at Krop Senior(a major concern of Krop students). S- IPREP students will lose academic, athletic, and school-based activities and opportunities. Bus shuttles taking students to and from the annex will cause additional traffic congestion. • Added student driver traffic, plus without the availability of student parking on campus, many will park on neighboring swales and streets surrounding the area of Ives Dairy Road. HOMS will lose the athletic field it has reclaimed after the removal of a number of portable classrooms. Collateral impact of mass construction (noise, dust, etc.) on homes next to HOMS as well as disrupting the educational process at HOMS. Y Added bus and car traffic on Ives Dairy Road that will be further complicated by the construction of the FEC railroad overpasses (All Aboard Florida). Added local traffic with parents dropping off/picking up students at the annex. Again, as your constituents, we want to know if you will stand with us by opposing the construction of the Krop iPrep Annex at Highland Oaks Middle School? Over the past month or two, members of the HOA have contacted your office to discuss this question with you. As recently as Wednesday, March 2, 2016 in a conversation with Marc Hurwitz, president of the Sky Lake — Highland Lakes Homeowners Area Association, you stated that you have not taken an official position on this issue but you have discussed our concerns with Superintendent Carvalho. We do appreciate you bringing these issues/concerns to the Superintendent on our behalf. As our elected School Board official and our direct representative to the board at large, we, as your constituents, want to know if you will stand with us by opposing the construction of the Krop iPrep Annex at Highland Oaks Middle School? We are asking no more or less from you than any other elected official. We the people, deserve an answer. We, the people, want an answer. We, the people, implore you to provide us with a response to the posed question: Will you stand with us by opposing the construction of the Krop iPrep Annex at Highland Oaks Middle School? There is a process and that being said I have followed it. I have spoken many times to staff and the Superintendent to explain your points of view to locate i Prep at the campus of Dr. Michael M. Krop SHS, This Superintendent beyond being an innovator has always been one to listen and care about other people's concerns and ideas,At this time in the process, I can say I do not favor the Highland Oaks Middle School option. • • 'f• *7 te I mo, 114 • • e 3j r•' ' Area Homeowners Association March 18, 2016 Dear Dr. Karp: We were pleased to see your post on the NextDoor website regarding your current position on the proposed Krop iPrep Annex project at Highland Oaks Middle. However, the Sky Lake — Highland Lakes Area Homeowners Association and its iPrep Annex committee respectfully request some clarification so we can definitively assure everyone that the annex will not be built on HOMS's P.E. field. The following are some of the questions your community stakeholders have at this time: As mentioned in your NextDoor post, beyond communicating our concerns to Mr. Carvalho and his staff, what is the process that you have followed? What is your role in the process? What is the role of the other board members in the process? What process is the Superintendent, district staff, regional staff, and the School Board following to determine where the annex is built? What is the timeline attached to this project to complete parent/student/community stakeholder surveys regarding the location of this annex? What is the timeline attached to this project to complete feasibility,traffic and demographic studies of the Ives Dairy Road corridor? Does the final decision, as to where the annex is built, require a majority vote by the Board?Can the Superintendent unilaterally make this decision without the board's consent? What stage in the overall process has the Superintendent, his staff and the School Board completed at this very moment in time? Is the Superintendent, his staff and the School Board at the beginning, middle, or end of this process? In conclusion, we are respectfully requesting your answers to these very important questions in writing by April 20, 2016. Furthermore, it is our hope that you take a definitive, declarative and public stand against the Highland Oaks Middle School option. This would provide your constituents with a firm commitment of your position on this issue. Upon publicly declaring your commitment to oppose the Highland Oaks Middle School option, we as your constituents, will support and assist you in utilizing the power of your office in conjunction with citizen activism to persuade your fellow board members and the Superintendent, to accept and responsibly act upon the wishes of your community.
