This will confirm that the approved plans for this development show top of slab of
the attached garage at 7'6" NGVD, a storage area for the building at 9'0" and the
top of next floor containing the lobby and living units at 18'9 ". The elevation
certificate submitted by Daniel C. Fortin, PSM dated June 22, 2007 indicates that
the top of slab of the attached garage is +7.4, that the top of the bottom floor
(storage level) is +9.5 NGVD and the top of the next higher floor which is the
lobby and first living unit floor is +19.3. The lowest elevation of machinery or
equipment servicing the building is +9.5. Base flood elevation according to the
FIRM is +9.0.
Your engineer, Hershell Gill P.E., has provided certification that the 10" concrete
wall in the garage is adequate to resist flooding water loads up to the BFE
without damage to the wall or its surrounding structure. The City will attach this
certification to the elevation certificate.

In regard to the Parking Garage Elevations at Peninsula Phase 2, the base flood
elevation is +9 NGVD and the Parking Surface is +7' -6 resulting in a 1' -6
differential. There are openings in the Garage on the West (Entry-Exit) and
South to Phase I. Because of these openings, I do not believe that FEMA
Bulletin 1 -93 applies. Assuming for the moment that it does, much of the
perimeter wall consists of a 10" concrete wall with #5 verticals at 12" O.C. each
face. This is to certify that the 10" concrete wall is adequate to resist flooding
water loads up to the BFE without damage to the wall or its surrounding
structure.
