A RESOLUTION OF THE CITY OF AVENTURA, FLORIDA,
SUPPORTING CS/SB 286 "CLASSIFIED ADVERTISEMENT
WEBSITES" SAFE HAVEN FOR TRANSACTIONS LEGISLATION;
PROVIDING FOR AN EFFECTIVE DATE.
WHEREAS, Miami-Dade County Commissioner Sally Heyman strongly
advocated for the adoption of legislation, known as "Craigslist Safe Haven," for
classified advertisement website transactions to be safer to carry out; and
WHEREAS, the legislation was heard in certain committees of the Florida
Senate and the Florida House of Representatives, in an effort to create a law to
provide immunity from liability for government entities that voluntarily provide safe-
haven locations, such as police departments, portions of government buildings, and
courthouses for the conduct of lawful transactions arising from classified
advertisements websites; and
WHEREAS, Senator Miguel Diaz de la Portilla and Representative Barbara
Watson are both Miami-Dade County Legislators who sponsored the attempted
legislation; and
WHEREAS, CS/SB 286 "Classified Advertisement Websites" (and HB 323)
encourages local governments to voluntarily designate safe-haven facilities, which will
provide a safe place to conduct sales transactions for items advertised on classified
advertisement websites, such as Craigslist; and
WHEREAS, unfortunately, the proposed legislation was not adopted in the just
completed legislative session.
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COMMISSION OF THE
CITY OF AVENTURA, FLORIDA, THAT:

Section 1. Recitals. The above stated recitals are hereby adopted and
confirmed.
Section 2. Support. The City Commission hereby expresses its continued
support for future efforts of the Legislature to adopt the type of measures that were
offered in CS/SB 286 "Classified Advertisement Websites" and in the companion House
Bill 323, as described above.
Section 3. Direction to the City Clerk. The City Clerk is hereby directed to
transmit a copy of this Resolution to Miami-Dade County Commissioner Sally Heyman,
Senator Miguel Diaz de la Portilla, Representative Barbara Watson, the Florida League
of Cities, and the Miami-Dade County League of Cities.
Section 4. Effective Date. This Resolution shall become effective immediately
upon its adoption.
The foregoing Resolution was offered by Vice Mayor Cohen, who moved its
adoption. The motion was seconded by Commissioner Weinberg, and upon being put
to a vote, the vote was as follows:
