2005-031 RESOLUTION NO. 2005-31 A RESOLUTION OF THE CITY COMMISSION OF THE CITY OF AVENTURA, FLORIDA, AUTHORIZING THE CITY MANAGER TO EXECUTE THE ATTACHED WORK AUTHORIZATION NO. 01-0103-053 FOR PROFESSIONAL ENGINEERING SERVICES FOR THE DESIGN OF WATERWAYS PARK BY AND BETWEEN THE CITY OF AVENTURA AND CRAVEN THOMPSON & ASSOCIATES FOR THE AMOUNT OF $260,068.00; AUTHORIZING THE CITY MANAGER TO DO ALL THINGS NECESSARY TO CARRY OUT THE AIMS OF THIS RESOLUTION; AND PROVIDING FOR AN EFFECTIVE DATE. NOW, THEREFORE, BE IT RESOLVED BY THE CITY COMMISSION OF THE CITY OF AVENTURA, FLORIDA, THAT: Section 1. The City Manager is hereby authorized to execute the attached Work Authorization No. 01-0103-053 from Craven Thompson & Associates for the design of Waterways Park in the amount of $260,068.00. Section 2. The City Manager is authorized to do all things necessary to carry out the aims of this Resolution. Section 3. adoption. CPRP - day of ,2005 EXHIBIT "A" Consultant shall provide professional consulting services for the development of the Waterways Park Expansion, located on NE 213th Avenue (Yacht Club Drive) and NE 34th Avenue. Craven Thompson and Associates, Inc. (CTA) will provide survey, civil engineering, landscape architecture and irrigation, and project management services fro the project. Qualified subconsultants shall include Synalovski Gutierrez Romanik Architects, Inc. for architectural services; and Hillers Electrical Engineering, Inc. for electrical engineering services. Environmental Services are not included and will be included under a separate Work Authorization. Based on the conceptual master plan, Consultant shall provide design services for the following park amenities and improvements; Playground. . Baseball/Softball field with dugouts and bleachers. Recreation building with restrooms and storage area. Parking lot. Site lighting, including ball field lighting. Signage. Meandering walkway Uogging path) throughout the park area. Landscaping and irrigation. Design services shall be broken down into the following phases: ProgramminglPredesign Phase Schematic Design Phase Design Development Phase Contract Documents Phase Bidding Phase Construction Administration Phase Consultant will more specifically perform the following tasks within each phase of design: Proe:rammine/Predesie:n Phase 1. Survey: Prepare design survey for the new 6-acre park parcel to include the following: establish horizontal control and set boundary corners; locate visible fixed improvements; obtain topography of site sufficient for civil engineering design; obtain locations and elevations of 213th Street from the property line to centerline; obtain locations and elevations extending 10 feet beyond all property lines; obtain rim, invert and pipe sizes of sanitary and storm sewer systems; locate trees indicating size and species; locate edge of mangroves and prepare base survey in AutoCAD format. 2. Meet with City to review conceptual master plan and develop updated master plan/site plan for park expansion. 3. Prepare updated site plan based on programming meetings with City. 4. Prepare complete colored rendering of proposed site plan. 5. Perform geotechnical analysis as required for civil and architectural designs. 6. Attend public meetings as requested. 7. Miscellaneous research and coordination. Schematic Desie:n Phase I. Prepare schematic engineering design plans for drainage, utilities and ball fields. 2. Prepare schematic landscape design plans. 3. Prepare schematic architectural design plans for park buildings and signage package. 4. Develop preliminary construction cost estimates based on schematic designs. 5. Prepare and process site plan application through the City. 6. Prepare remedial action plan for environmental cleanup. Desie:n Development Phase I. Prepare design development drawings for park improvements, based on approved site plan and schematic design drawings, including civil, architectural, landscape architecture, irrigation, and electrical (site lighting). 2. Coordinate with playground equipment distributor on the design of the playground and playground equipment. 3. Review 30% and 60% design development drawings with City. Contract Documents Phase 1. Prepare detailed construction drawings, including details and technical specifications for the park improvements, including all park amenities such as buildings, pavilions, signage, landscaping, irrigation, grading, drainage, water and sewer facilities, fire protection, paving and pavement markings, site lighting, light poles and foundations, fencing, trash receptacles, benches, bike racks, baseball/softball field, dugouts, bleachers, batting cage, playground, sidewalk, decorative pavers, wetland mitigation, boardwalk/nature walk, canal extension and concrete bulkhead. All drawings will be suitable for permitting, bidding and construction. 2. Prepare site geometry plan, based on approved site plan. 3. Prepare and process the required site development permits through the Dade County and state regulatory agencies. 4. Update construction cost estimates based on contract documents. 5. Coordinate with City staff as necessary. Biddin!! Phase I. Prepare bid documents and coordinate with City on bid. 2. Attend pre-bid meeting. 3. Respond to RFI's and bidder inquiries. 4. Assist City in the evaluation of competitive bids. 5. Provide recommendations if requested. Construction Administration Phase I. Attend pre-construction conference. 2. Provide signed and sealed drawings for building department submittals. 3. Coordinate with Contractor and City on building department review and approval of building permit plans. 4. Review Contractor's submittal of material shop drawings. 5. Respond to Contractor RFI's. 6. Review and approve Contractor's pay request. 7. Perform periodic construction inspections to assure conformance with specifications and drawings (estimate 38 week construction period). 8. Attend construction progress meetings. 9. Select/approve specimen plant materials. 10. Attend required testing of site improvements. II. Perform final inspections of site improvements and prepare final punch list(s) of outstanding items. 12. Provide project certifications and Statements of Completion as required. 13. Miscellaneous coordination with City staff, Contractor and/or other affected parties.
