Don't Cross the Line Program
Prior to placing an item on the Workshop Agenda, Commissioner lev Auerbach
requested this office to review the possibility of establishing a "Don't Cross the Line"
Program at intersections in the City to eliminate motorists from blocking intersections.
A line and signage would be placed at the intersection reminding motorists not to block
the intersections.
The Miami-Dade County Traffic Engineering Department and FDOT, who has
jurisdiction over this matter, has advised they will not grant approval for this program.
They have advised that although New York, New Jersey and Washington D.C. have
implemented "Don't Block the Box" programs they are not in compliance with the
Uniform Manual for Traffic Control Devices. Both the County and FDOT follow the
Uniform Manual for Traffic Control Devices.
Commissioner Auerbach has placed this matter on the Workshop Agenda to request
that the City Commission adopt a Resolution to appeal the decision of the County and
FDOT.

Town Hall Meeting on July 6,2004
I attended the Town Hall meeting at the City of Hallandale on July 6, 2004 and wish to
report on the discussion at that meeting. The purpose of the meeting was to introduce
the development team to the Hallandale City Commissioners and residents and to
provide details of the proposed development.
Debbie Orshefsky of Greenberg, Traurig, attorney for Gulfstream, introduced the
development team, including Andy Blair from Magna Corporation, Lome Kumer also of
Magna Corporation, Will Vogel of Forest City, Jerry Wensel, the traffic engineer and
Suzanne Friedman, the Public Outreach Officer retained by Magna and Forest City.
Andy Blair of Magna began the meeting by providing an overview of the Magna
company racetracks in the United States and Canada. He advised that the new vision
for their tracks is broadly based entertainment destinations. Magna is partnering with
Forest City developers for construction of the Gulfstream proposal. Anticipated opening
of the initial phase of the development is in 2006.
Lome Kumer of Magna advised that the new grandstand will have improved video, food
service and betting stations. There will be temporary facilities for the 2005 race season,
with the permanent facility planned to open for the 2006 season. Two turf tracks and
one dirt track are currently under construction and will be ready for the 2005 season.
The grandstand and horse barns have been demolished. Improved barns will be
constructed to replace those recently demolished and are anticipated to be ready for
the 2005 season. There will be new groom's quarters and a new horse waste transfer
station within an enclosed building to minimize odors. The temporary grandstand
facility for the 2005 season will be a country fair setting with arts and crafts stands, food
stands and air conditioned tents that will hold 1500 people, along with luxury tents for
an additional 500 people. There will also be temporary offices for employees. The
existing entrances onto Biscayne Boulevard will be maintained, along with 9500 parking
spaces.
The permanent facility will be a 325,000 square foot Mediterranean design building to
accommodate 7,000 people inside and 3,000 people on the apron outside. A proposed
apron extension will hold another 6-7,000 patrons. This will be a three story building
with simulcast area, betting machine area, food courts, administrative offices, lounge,
turf club and luxury boxes. Construction bids are under review and Magna expects to
award the bid in the next week or two. The schedule for grandstand construction is
September, 2004 for foundation permit and January, 2006 for completion. Outside of
the permanent building will be a horse walking track that can be converted to a multi-
use amphitheatre.
Magna and Forest City expect ground breaking on the mixed-use portion of the
development in May of 2005 and grand opening in October of 2006.
The Hallandale City Commission expressed a concern that local businesses will be able
to participate in construction and requested that Magna give a point of contact for local
businesses. This will be provided.
Will Vogel of Forest City then described the mixed-use part of the development.
The first phase will be 5500 square feet of retail, 500 residential units and a 3000 seat
movie theatre. These uses are anticipated to be open in October of 2006.
Jerry Wensel, the traffic engineer, reviewed the traffic mitigation proposals and noted
that the following proposals are components of the Intelligent Transportation System
design encouraged by Broward County. These mitigations include:
(i) closed circuit video cameras to monitor conditions and allow responsive changes to
traffic signal timing
(ii) retiming of traffic signals
(iii) design transit "super stops" to take buses out of traffic lanes to allow traffic to flow
without stopping for buses
(iv) automated variable message signs to direct motorists away from congested areas
and to driveways and parking areas
(v) guide signs at remote locations to direct traffic via desired approach routes
(vi) modify and enhance site access to improve efficiency and distribute traffic more
evenly
(vii) traffic demand management strategies to reduce the number of single occupant
vehicles
(viii) well designed landscaped pedestrian connections to adjacent streets
(ix) full range of amenities at transit .super stops' including comfortable places to wait
for transit, transit information kiosks and stop times
(x) employee shuttles and restricted on-site employee parking
(xi) ridesharing and van pool services
(xii) bicycle lanes and racks
The Hallandale City Manager asked for a meeting with both Hallandale and Aventura
City Commissions to discuss traffic concerns. Ms. Orshefsky suggested staff meetings
first with the consultants to look at traffic circulation and discuss solutions. Mayor
Cooper asked that all discussion co-ordinate with the Hallandale Police Department and
requested liaison with Broward County Transportation Department.
Mayor Cooper also asked for information on development of the Gulfstream Aventura
property. Ms. Orshefsky answered that the Aventura parcel is not part of the DRI
project, that future residential development and land swaps are proposed, that there are
no plans prepared but that plans will be shared with the City of Hallandale when they
are ready. She advised that the traffic analysis that has been conducted to date
includes all proposed development in the City of Aventura including a maximum of 300
residential units in the Gulfstream Aventura parcel.
The Hallandale City Manager advised that the transportation mitigation goal is to have
better traffic flow post-development than pre-development and that the City will be
looking at the mitigation proposed. The City Manager also inquired as to future
development of a 10 acre parcel to the east of the race track and suggested that it be
kept as a buffer for the existing residences. Ms. Orshefsky answered that there are no
firm plans for this parcel. The City Manager asked the developer to look at a park or
open space use jointly by Gulfstream and the City of Hallandale. The City Manager
also asked what types of retail where envisioned for the mixed-use part of the project.
Will Vogel answered that Forest City does not announce tenants until leases are
signed, however, he noted that there are many quality retailers that are currently not
represented in the area that will be complementary and not competitive to the Aventura
Mall.
The City of Aventura has another commenting opportunity on the DRI project.
Comments are due on July 14, 2004 on an amendment to be heard by Broward County
Planning Council in August of 2004. This is the proposed amendment to the Broward
County Land Use Plan to change the land use designation from Commercial Recreation
to Local Activity Center. The Local Activity Center designation will allow a maximum of
1500 residential units, 1,350,000 square feet of commercial, 300,000 square feet of
office, 5500 seats in a movie cinema and 500 hotel rooms. Staff will submit the same
concerns to Broward County as we did to the South Florida Regional Planning Council
on the DRI application, most predominantly, our concern with traffic impacts on
Biscayne Boulevard, Ives Dairy Road and other roads within the City of Aventura.
The applicant expects to resubmit to the South Florida Regional Planning Council on
July 14, 2004. This resubmittal will include the applicant's answers to comments from
all agencies on the initial DRI application. The City of Aventura will have 30 days to
comment on the resubmittal.

Dear Sir:
Thank you for the opportunity to review and comment on the above noted land
use plan amendment scheduled for hearing by the Broward County Planning
Council at their August, 2004 meeting.
The City of Aventura is concerned with traffic impacts of the proposed
development, as well as economic impacts to existing retail uses.
As noted in the land use amendment application, the location of the proposed
development immediately to the north of the Broward/Miami-Dade County line
means that roadways in both jurisdictions will be impacted. In particular, the
application notes on Table R-3B that there will be a significant impact to
Biscayne Boulevard (U.S.1) through the City of Avenfura from William Lehman
Causeway to the County line and on the approach to the City on Ives Dairy Road
(NE 203 Street). Also, as noted in the application, many of the roads impacted
are constrained facilities with no rights of way available to make major
transportation improvements. The City of Aventura does not have sufficient
information at this time to determine whether options for trafficways
improvements to mitigate traffic impacts will suffice to address the significant
traffic impacts of this development. Further information was requested in our
June, 2004 review comments of the Application for Development Approval to the

South Florida Regional Planning Council. As to the economic impact of the
proposed development, staff notes that the land use amendment application
states that additional analyses concerning the impact of redevelopment of the
site on economic environments will be completed as part of the companion
Application for Development Approval of a Development Regional Impact.
Unless the applicant provides this requested information along with a plan
satisfactory to the City to address traffic concerns, the City of Aventura will take
all necessary steps to object to this land use amendment application.
The land use amendment application notes on Page 20 and 21 that all of the
roadway links affected by this development are within the TCEA and are
therefore exempt from transportation concurrency. It further notes that the City of
Aventura recognizes the Metro-Miami-Dade Service Concurrency Management
Program for evaluating the traffic impacts to State and County roads that as
associated with development petitions within the City. For clarification, while the
City of Aventura does recognize that the City's adopted level of service standards
are similar to the Metro-Miami-Dade County concurrency program, our criteria for
evaluation of transportation impacts are contained in the City's Comprehensive
Plan and Land Development Regulations. The City of Aventura Comprehensive
Plan provides that "".in review of applications for development orders, neither
the satisfaction of these minimum standards, nor exceptions from them, shall
preempt the City of Aventura from considerations of any other standards nor
criterion set forth in the applicable development regulations". The City's Land
Development Regulations require staff to determine whether a proposed change
would adversely affect traffic patterns or congestion.
