At the February 20, 1998 Workshop Meeting, the City Commission requested the
following:
1. The amount of revenue generated in the City of Aventura from the County
Library Tax.
2. Meet with representatives from Sunny Isles Beach and Golden Beach to
determine what financial support for the library is available from other
jurisdictions.
3. Budgetary information relative to the North Miami Beach Library.
Based on the current County Tax rate and the City's assessed value, the Library Tax
would generate $870,000 from the City.
I have discussed the possibility of financial support with the Managers of Sunny Isles
Beach and Golden Beach. Both cities appear to be interested but would require formal
legislative approval. It is anticipated that the combined amounts would be $7,000 to
$10,000.
Attached as Exhibit "A" is an information sheet relating to the North Miami Beach
Library operations and budget. The library serves 50,000 residents with a budget of
$881,178 and 15 full-time employees. Their operating hours are similar to the
County's, except they are open on Sundays during the season.
Based on the ongoing concerns for the Northeast Branch of the Miami-Dade County
Library System the following is an overview of possible alternatives the City
Commission may want to consider now or in the future:
1 . Do nothing.
2. Fund minor facility improvements at the library on an annual basis in
conjunction with Golden Beach and Sunny Isles Beach estimated at
$20,000.
3. Fund major facility improvements at the library ranging from $250,000 to
$500,000.
4. Start a City-run library with financial support from Golden Beach and
Sunny Isles Beach based on an Interlocal Agreement format. This
concept is financially feasible but the cost of constructing a new building
or additional space would require additional debt.
I feel this subject has been discussed on numerous occasions and in order to establish
future priorities and obtain closure, a course of action should be adopted by the City
Commission.
I have placed this matter on the March 24, 1998 Commission Workshop.

MITIGATION OPTIONS SUGGESTED RECENTLY BY OTHERS
-
A number of individuals and organizations including Florida State Senator Ron Silver,
Miami-Dade County Commissioner Margolis' Office, the Miami-Dade Public Works
Department, Miami-Dade Traffic Control Center, Aventura Police and the Miami-Dade
County Intercostal Police along with A ventura City staff have discussed a variety of
appnaches by which the traffic problem; It this location might be reduced. These
proposals and TAP's response to each are listed below. The list has been developed from
minutes ofa meeting held January 9,1998 at the Aventura City Hall (the meeting minutes
were prepared by Robert Williams, Manager of the Miami-Dade County Traffic Control
Center).

A.
It has been suggested that a northbound U-turn movement be provided at
US I and NE 207th Street to handle the overflow from the northbound left
turn bays at US I and NE 203rd Street.

Response:

It is the opinion of TAP staff that the northbound U-turn at NE 207th
Street should be investigated and implemented if feasible.

B.
It has been suggested that one of the northbound through lanes on
Biscayne Boulevard be converted to a northbound left turn lane and that
the large channelizing island in the northwest comer of Biscayne
Boulevard and NE 203rd Street intersection be modified to accommodate
this third turning lane.

Response:

Creating a third northbound left turn lane certainly has merit; however,
doing so would require a significant amount of new construction to the
existing channelizing island in this northwest comer to allow NE 203rd
Street to accept the 3 lanes of westbound traffic. Also, having only two
through lanes northbound on Biscayne is undesirable and southbound right
turns from Biscayne Boulevard and East Dixie Highway could be
compromised.

Use of off duty police officers to control traffic at the two intersections has
been suggested and tried.
Response:
It is TAP's opinion that controlling traffic at these two intersections is too
complex to be handled efficiently by police officers even well trained
individuals. There is too much happening at these locations which must
be coordinated and the area covered is so large that efficiently coordinating
and operating these intersections with police officers is unlikely to be
efficient. It will be very costly to do this on a continuing basis. Also, safe
responses to train pre-emption would be difficult.
D.
Use of a single traffic signal controller to control both intersections has
been considered to provide improved coordination between the two
signalized intersections.
Response:
The single controller will not necessarily mean a big improvement in
traffic operations during much of the day since, while under control of the
Traffic Control Center, the two intersections work reasonably well
together.
However, the disruption in coordination which sometimes follows train-
preemption recovery would be eliminated by using a single controller at
these two locations. Also a single controller could be operated by an
individual police officer by local change phases of a single large
intersection manually in response to observed traffic flow conditions. The
feasibility of constructing such a controller is being investigated by Miami-
Dade County.

It has also been suggested that the traffic signal at West Dixie Highway
and NE 203rd Street be totally removed and that the northbound and
southbound approaches be converted to right turn only. With this proposal
through traffic would be routed onto NE 26th Avenue and NE 204th
Terrace. A one week test of ~lis proposal with the signal temporary turned
off, but not removed, has been suggested.
Response:
The suggestion to remove traffic signals at West Dixie Highway and 203rd
Street, if functional, could resolve many of the localized problems at these
two intersections.
Although TAP has reservations about the viability of this plan, we do
believe that the potential benefits are great enough to justi fy a test of one
or two weeks. Implementation of this test would require providing
portable variable message signs on site for two or three weeks in advance
of the roadway operating changes. These signs would inform drivers to
use alternate routes at the time the closure is implemented. Signs directing
motorists to alternate routes should be installed and maintained during the
period of the test. The traffic signals at West Dixie Highway and NE
203rd Street will be covered and regulatory signs forcing northbound and
southbound drivers to turn right at the intersection.
F.
Reduction in the hours for the school speed zone on NE 203rd Street
between 22nd and 26th Avenues is being considered as well as a potential
reduction in the length of this school zone.
Response:
A reduction in the school zone hours will help traffic flow. However, the
change should be made only if it will not jeopardize student safety.

RECOMMENDA nONS
Transport Analysis Professionals makes the following recommendations for short term
operational improvements at a near these intersections.
V-Turn at NE 207th Street and US 1
TAP recommends that the feasibility of implementing this U-turn be investigated and, if
feasible, implemented as soon as possible.
Test the Closnre of Through Lanes on West Dixie Highway
We recommend a test lasting at least one week. This test would be accomplished by
notifying drivers for a minimum of two weeks prior to initiating the test. The
implementation of this temporary plan would require signing at strategic points along
West Dixie Highway routing drivers to NE 26th Avenue. Regulatory signs would be
installed at West Dixie Highway and NE 203rd Street to force Dixie Highway traffic into
right turns only at the intersection. The traffic signal would be temporarily covered. A
simplified diagram of this road closure plan is shown in Figure 10.

Prior to the test it is recommended that trafiic counts be made on West Dixie Highway
north and south ofNE 203rd Street and on NE 26th Avenue north and south ofNE 203rd
Street. Counts should also be collected for one or two days during the test. These data
could then provide useful background information in the determination of whether or not
to make this change permanent.
Install Single Traffic Signal Controller to Control Both Intersections
I f the closure of West Dixie Highway to through traffic does not function well during the
test period, TAP recommends installation of an enhanced signal traffic controller to
manage signal operations at both of these intersections. The operation which has been
suggested by Miami-Dade County, if such a controller were to be installed, is shown in
Figure 5. TAP believes this proposed operation will result in an improvement in overall
operations at this location. However, if feasible, we recommend some modification to the
operation. TAP's recommended signal phasing is shown in Figure 11.

A significant recommended change is that the curb lane on eastbound NE 203rd Street be
signalized separately from the other two lanes. This lane is exclusively for right turns at
both West Dixie Highway and Biscayne Boulevard. Having separate signal control for
this lane will make it possible to improve access to the right turn lanes and signal at
Biscayne Boulevard. This change could be made to the existing intersection if a single
controller for the two intersection is not implementcd.
One or two small additional intervals are recommended in the operation of the combined
intersections. These are minor clearance intervals. The interval shown as phase 4 in
Figure II will allow northbound left turn traffic to fully clear Biscayne Boulevard before
the southbound through traffic is given the green signal. Currently, when northbound left
turns are very heavy, the signal phase can terminate before waiting vehicles are
accommodated at the intersection. When this happens some of the northbound left turn
traffic which has entered the intersection at the end of the green is stranded in the
intersection blocking Biscayne Boulevard because of the limited storage area at west Dixie
Highway.
The other new interval is shown as interval 3 on Figure II. This interval allows
eastbound traffic at Biscayne Boulevard to leave a few seconds before the eastbound
traffic at West Dixie Highway is released. Currently the eastbound traffic from Dixie
Highway starts and then has to stop suddenly because the traffic waiting at Biscayne has
not yet been able to leave the area behind the Biscayne Boulevard stop bar.
Revised Overhead Signing
I
Revised sign messages are recommended for the existing overhead sign structure to the
east of West 26th Avenue. The recommended sign panel messages shown in Figure 12.
If the overlays and/or new sign panels are too expensive or too time consuming to
manufacture, at least the down arrows should be replaced with the standard wide down
arrow designating lanes for appropriate movements (Figure 13).

Restriping West Dixie Highway

Restriping West Dixie Highway to provide three lanes northbound as shown in Figure 14
will help to better organize the intersection and make north-south traffic on this roadway
move more smoothly. This reorganization of the roadway will allow for an exclusive
northbound left turn lane and exclusive northbound right turn lane at the intersection.

Investigate Operation at NE 26th Avenue
Although not specifically part of this study, the signalized intersection of NE 26th A venue
and 203rd Street is important to the operation of the two intersections further east.
Operation of this signal will be monitored and adjusted as necessary during the fine tuning
operations which follow the implementation of any improvements at West Dixie Highway
and B scayne Boulevard.

Eastbound traffic often backs up all the way from West Dixie Highway and potentially
blocks this intersection. The addition of "Do Not Block Intersection" signs to this
intersection is appropriate. These signs exist at the West Dixie Highway intersection with
NE 203rd Street.
Westbound traffic flow is often so heavy that a red indication at NE 26th A venue can, on
occasion, compromise westbound flow thrOl.:gh the intersections at West Dixie Highway.
Fortunately the existing signal timing minimizes this problem.

Although not absolutely necessary to successful operation of the signals at West Dixie
Highway and Biscayne Boulevard, the ability to have the eastbound and westbound
through movements for this signal lead and/or lag each other may give local engineers
more flexibility in managing traffic flow along NE 203rd Street. By this we mean the
ability to program the westbound green begin several seconds before the westbound green
begins and have the ability to extend the eastbound or westbound green without extending
the opposite direction.

Fine Tuning Following Implementation
I
,
field observation and adjustment of traffic signal operations is critical following the
implementation of any new operating scheme in this area. Once an excepted operating
plan is in place, TAP personnel will make several visits to the site to observe and adjust
signal operations as necessary to fine tune the new operation.

RE: Traffic Flow Improvements on and near
Biscayne Boulevard in the City of Aventura
Dear Mr. Soroka:
We appreciated the opportunity to meet with you on Jan. 9 to discuss our mutual concerns about the flow
of traffic along and across Biscayne Boulevard in the City of Aventura. FOOT and Public Works Traffic
Engineers have studied the various proposals which were made at the meeting and have decided on
courses of action which are described in the following paragraphs.
US-1 & NE 207 51. - The northbound left turn bay and signal phase currently serve d modest amount of
overflow northbound left-turners from the over-capacity NE 203 St. intersection by accommodating the
U-turning movement. We increased the signal time allowed for this movement by eight (8) seconds to
make sure that most U-turning motorists are able to complete the movement in the first signal cycle.
Further increases to the capacity of this movement will require lengthening the turn bay. FOOT is
investigating this possibility.
US-1 & NE 203 51. - The proposal to change the middle NB approach lane from a through to a left turn
lane was studied. Unfortunately. the disadvantages were found to outweigh the advantages.
(Disadvantages include the creation of a NB "trap" lane. reduced NB through capacity. reduced SBRT
capacity, loss of the pedestrian safety refuge on the NW corner isiand, and interference with the
upcoming fly over construction project.)
Gulfstream Racetrack is occasionally stationing off-duty police officers at this intersection during PM
peaks to prevent motorists, particularly northbound left turners. from violating the signal indications.
West Dixie Hwy. & NE 203 St. - The prospect of removing this signal was studied. During most cycles,
the progression between this signal and the signal at US-1 is excellent. The northbound left turning
traffic from US-1 was found to always clear through the West Dixie signal except when a school bus
stops fo. the tracks or when a weaving conflict arises with a vehicle from the SBRT iane. These
problems would still occur if the signal was removed, although recovery from such incidents would be
quicker. Nonetheless. the disadvantages of removing the signal (increased traffic volumes at the
intersection of NE 26 Av. & 203 St., increased traffic on alternate routes in residential neighborhoods,
and the likely queuing of EB traffic on RR tracks every cycle) were found to outweigh any advantage
of removing the signal.
The prospect of operating this signaiization from the controller which operates the US-1 intersection
was also studied. Unfortunately, our controller software vendor in California is still working on the
necessary modifications. Also, there is a shortage of conduits under the tracks for the signal cables.
Most likely, these problems cannot be resolved in time (before the flyover project begins) to make this
modification worthwhile

Highland Oaks School Zone on NE 203 SI. - The physical iength of the school zone can oniy be
reduced a small amount. Relocating the signs and signals would be expensive. Therefore, this
modification was found to not be worthwhile.
The hours of the school zone can be reduced to 8:00 - 9:15 a.m. and 2:00 - 4:15 p.m. These
modifications will be completed within the coming month.
US-1 & NE 187 SI. - FOOT is pursuing the feasibility of converting the right-most southbound lane to
free-flow through this intersection and make a right turn at NE 186 St. as part of the current
construction project. If that is done, Public Works Engineers will modify this signal to bring up the
southbound red before the northbound red. thereby leaving room for westbound traffic to turn south
onto US-1.
US-1 & NE 186 SI. -FOOT is also pursuing the feasibility of a project which will result in a third
eastbound left turn lane at this intersection to increase the eastbound capacity. If that is done, we will
modify the timing to provide more US-1 green time.
Highway Patrol officers stationed at this intersection during the PM peak are proving to be beneficial
because they prevent motorists from violating the signal indications.
We are confident that the modifications which have been, or will soon be, made, will bring some relief to
the corridor. Of course, the ultimate improvement will be attained when the current US-1 widening
projects are completed. On behalf of FOOT, we appreciate your patience during the construction phase of
these projects. Please let me know if we can be of any further assistance.

SUBJECT: Aventura Founders Park Non-Residency Policy
The following outlines the ramifications from establishing various non-residency policies
at the subject park:
1. Exclude All Non-Residents - The City would immediately lose $160,000
in Safe Neighborhood Parks Grant Funds and would not be eligible for
any Federal, State or County Grant Funds. Over a five to ten year period,
this would result in the loss of millions of potential grant funds to the City.
In light of the fact that the City is pursuing grant funding for the purchase
of additional park sites, this would have a financial impact on the City.
2. Non-Residencv Fee (Ordinance No. 98-02) - Based on written
confirmation from the County, and until we hear otherwise from an
authorized representative of Miami-Dade County, this policy would not
result in the loss of any grant funding at any level.
3. Non-Resident Fee for Northern Portion of Park On Iv - Same response
as number two, but would probably deter the County from reviewing the
park policy and grant funding.
In the event the City Commission wishes to implement the policy contained in
paragraph three, Ordinance No. 98-02 would be amended as follows:
Section 1: The following residency polic~ for use of the portion of
Aventura's Founders Park north of N.E. 190 Street is hereby established.
As per the City Commission's direction, this matter has been placed on the Workshop
Agenda.

AN ORDINANCE OF THE CITY COUNCIL OF THE CITY
OF AVENTURA, FLORIDA, ESTABLISHING A
RESIDENCY POLICY FOR UTILIZATION OF AVENTURA
FOUNDERS PARKS TO PROVIDE PRIORITY TO CITY
RESIDENTS; ESTABLISHING A FEE SCHEDULE FOR
NON-RESIDENTS; PROVIDING FOR SEVERABILITY,
INCLUSION IN THE CODE AND AN EFFECTIVE DATE.
WHEREAS, it is the intent of this Council to insure that City residents are
provided priority in the use and enjoyment of Aventura Founders Park; and
WHEREAS, this Council finds it to be in the best interests of the residents of the
City of Aventura to establish a fee schedule for use of Aventura Founders Park by non-
residents.
NOW, THEREFORE, BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY
OF AVENTURA, FLORIDA, THAT:
Section 1. The following residency policy for use of Aventura Founders Park
is hereby established:
A. All guests using the park shall be required to obtain and utilize a guest
pass or be accompanied by a resident at all times.
B. The City Manager shall establish administrative procedures to implement
regulations regarding the use of the various types of passes.
C. Non-residents shall be permitted to use the park, amenities and facilities
on a space-available basis.
D. The usage fees for non-residents is as follows:

the City Council after public hearing.
Section 3. Severabilitv. The provisions of this Ordinance are declared to be
severable and if any section, sentence, clause or phrase of this Ordinance shall for any
reason be held to be invalid or unconstitutional, such decision shall not affect the validity of
the remaining sections, sentences, clauses, and phrases of this Ordinance but they shall
remain in effect, it being the legislative intent that this Ordinance shall stand
notwithstanding the invalidity of any part.
Section 4. Inclusion In the Code. It is the intention of the City Council, and it is
hereby ordained that the provisions of this Ordinance shall become and made a part of the
City of Aventura Code; that the sections of this Ordinance may be renumbered or relettered

to accomplish such intentions; and that the word "Ordinance" shall be changed to "Section"
or other appropriate word.
Section 5. This Ordinance shall become effective immediately after adoption
on second reading.
The foregoing Ordinance was offered by Vice Mayor Beskin, who moved its
adoption on first reading. This motion was seconded by Council member Holzberg, and
upon being put to a vote, the vote was as follows:

Lehman Causeway Connector
Commissioner, Jeffrey M. Perlow, had requested that the City explore the feasibility of
connecting the Lehman Causeway with Dixie Highway. This would reduce the amount
of traffic from areas east of the City traveling through the City and utilizing the
intersection of Ives Dairy and Biscayne Boulevard (see attached aerial). A preliminary
meeting was held with FDOT and they seemed to be supportive of the concept.
However, it would require approval of the County and State as they both share
jurisdiction of the roadways involved.
In order to proceed with the evaluation of this project on a formal basis, Commissioner
Perlow has requested this item be placed on the Workshop Agenda for discussion and
further action.

Welfare to Wages Program in Miami-Dade County
At the February 17, 1998 meeting, the City Council requested that I review the County's
Resolution regarding the Welfare to Wages Program in Miami-Dade County for possible
implementation in the City.
The County's Resolution requires businesses that employ 25 or more employees and
conduct business with the County for amounts that total $500,000 or more, to have at
least 5% of their full-time work force be individuals who have lost or will lose their
welfare benefits as a result of the Personal Responsibility and Work Opportunity
Reconciliation Act of 1996.
If an entity cannot meet the terms of the Resolution, they must contribute 50% of the
wages that would be paid to 5% of the entity's full-time work force based on a full-time
minimum wage position for the entire term of the contract. This sum will be donated to
an employment-training program that trains Dade County residents who have or are
about to lose cash assistance benefits.
Entities that are non-profit organizations or are entering into a professional services
agreement (i.e., engineers, consultants) with the County are exempt from the provisions
of the Resolution.
An entity must comply with the provisions of the Resolution prior to entering into or
renewing any contract with the County.
We have surveyed the majority of the cities in Miami-Dade and Broward County and
have found no similar Resolution. In the case of our City, such a Resolution would
apply rnainly to Capital Improvement Project contracts that exceed $500,000. This
could increase the cost of bid awards.
I have placed this matter on the next Council Workshop Meeting for discussion.

SUBJECT: Update - North I South Alignment Route Feasibility Study
As per the City Commission's direction, I began meetings with the representatives of
the affected condominiums to gauge their interest in creating a NorthlSouth road that
would connect them to N.E. 183rd Street. The purpose of the road was to provide an
alternate route to Biscayne Boulevard.
In meeting with the representatives from Commodore Plaza a major implementation
problem was brought to my attention. The report indicates that approximately 100
parking stalls would be eliminated to create the connector road. The representatives
from Commodore Plaza have advised me that individual condominium owners own the
parking spaces. Therefore, it would be impractical to obtain the approval of each
individual owner.
Due to the impact on the guardhouse and security at Del Prado, representatives
informed me that they had little interest in the concept as proposed. They both
suggested that the City pursue utilizing the parking areas of the adjacent shopping
centers to form a connection road.
Before we continue to investigate this proposal, I would like the City Commission's
input. Therefore, I have placed this mater on the Workshop Agenda.
