DR! Application for Development Approval (ADA). Review of the information provided to us indicates
insufficiency in the ADA. Additional comments from other review agencies may be sent directly to you.
Section 380.06(10)(b), F.5., gives you five (5) days from receipt of this statement of information needed to
notify the City of HaIlandaIe Beach and the South Florida Regional Planning Council of your intention to
supply the requested information. Prior to or upon providing notice of your intent, you may wish to meet
with Council staff to discuss this statement of information needed.

Question 9, Maps, Map 1-2: A discrepancy exists between Map 1-2 and Table 19-1 regarding the number
of acres for Basin C. Map 1-2 indicates that existing Basin C is 100 acres in size including impervious
surfaces with 78 acres and Open Space with 22 acres whereas Table 19-1, page 19-2, it shows a total of 103
acres; 81 for impervious surfaces and 22 for Open Space. Please modify the map andj or table to correct
these discrepancies.
Question 10, Part 3, As stated at the Pre-application Conference, the South Florida Regional Planning
Council (SFRPC) is in transition regarding the modeling to determine the economic impacts of
Developments of Regional Impact (DRIs), from the Council's Input-Output Model to the REMl model.
As a result, those DRIs beginning the process throughout 2004 have been requested to provide project
employment figures in both SIC and NAICS codes. We do not have the capability of definitively
translating employment assignments from one code to the other. The Applicant has provided only
NAICS code information. Please provide employment figures using the SIC code as well.
Question 10, Part 4B., The ADA includes no substantive discussion of infrastructure impacts as a result of
the proposed development. We understand that the City of Hallandale Beach has deferred a response to
your letters requesting the status of their service provision until after the submission of the ADA. The
City should accommodate your request. Please provide the information for this section.
Question 15, Soils, Table 15-1 does not include the required information for the Urban Land soils
category, which is the type covering the majority of the site. Please provide the missing information.
Question 17, Potable Water, Please provide the necessary correspondence from the appropriate potable
water service providers acknowledging notice of the proposed development and indicating their
capabilities andjor necessary mitigation for serving the project.
Question 18, Wastewater, Please provide the necessary correspondence from the appropriate wastewater
service providers acknowledging notice of the proposed development and indicating their capabilities
and/ or necessary mitigation for serving the project.
Question 19, Stormwater Management, A discrepancy exists between Map 1-2 and Table 19-1 regarding

. Current transit ridership;
. Existing transit provision including maps of routes;
. Plans for enhanced transit provision;
. Information on how the site itself will accommodate and enhance transit use; and
. Consideration of how the development could employ Transportation Demand Strategies.

An enhanced documentation of transit will provide an opportunity to identify meaningful mitigation
opportunities for the Iinks that have been found significant in this analysis. As these roadways are
largely constrained, enhanced transit provision in Miami-Dade and Broward Counties is the most
effective method to provide additional mobility in the study area. Specific transit projects for mitigation
should be identified prior to the drafting of the Development Orders
Ouestion 22, Air Quality, Once Question 21 - Transportation- has been found sufficient by the SFRPC, an
air quality analysis should be performed in accordance with the June 1994 Florida Department of
Environmental Protection's "Guidelines for Evaluating the Air Quality Impacts from Indirect Sources",
and in coordination with reviewing agencies,
Question 24, Housing, On page 24-7, VI, the mortgage interest rate applied is based on February 2003
data. The mortgage interest rate is issued on a weekly basis. Please apply an updated mortgage interest
rate.
Question 25B., Police and Fire Protection, Please provide the necessary correspondence from the
appropriate fire and police service providers acknowledging notice of the proposed development and
indicating their capabilities and/ or necessary mitigation for serving the project.
Question 27, Education, Student generation rates do not match student generation rates provided by the
School Board of Broward County. School Board staff confirms the rates are not appropriate. To utilize
rates effectively, the applicant must specify the type of units and number of bedrooms. Please see the
enclosed table entitled "Student Generation Rates."

Dear Mr. Hulsey:
Broward County Transit (BCT) staff has reviewed the Transportation Section 21
Village at Gulfstream DRI - Application for Development Approval. Please
include the following comments.
1. Section 9 - Map J - Titled "Existing Highway and Transportation Network"
There is no mention of transit services on this Map or any subsequeht maps.
Staff suggests an additional Map(s) "K" indicating Transit Services, existing
and/or proposed transit, both Community and Fixed-Route Buses.
2. Section 21 - Page 21-22 - Section H, Review the status of the Programmed
Transportation Improvements (TIP) for both roadway and transit, as well as,
both County's Comprehensive, and Transit Plans for the study area. This
section needs to be greatly expanded and provide more detail.
3. Section 21 - Page 21-23 - Section I. Good analysis, However, the TCEA is
proposed to be eliminated. While the Village at Gulfstream Park Is more
transit friendly than other locations within the County, suggestions should be
presented to decrease SOV travel and to increase transit ridership.
Additional transit/travel demand management strategies (TDM) should be
Illustrated to demonstrate the basis for the 3% trip reduction rate other than
the current model. Strategies (TOM) and commitments should be illustrated
to provide additional (above 3%) transit mode split. South Florida Commuter

Services may be able to provide information on how to implement TOM
strategies and the impacts of those strategies. Who will ensure thatthe TOM
strategies are implemented? Demonstrate how existing publIc transit
infrastructure will be accommodated in the development. Demonstrate how
future public transit infrastructure will be accommodated in the development.
4. Existing transit ridership is not analyzed in this DRI submittal, Needs to be
addressed in Section/Question 21 under Transportation. .
5. Suggest that a Day Care Facility or similar use should be specified and
required as part of this project and DR!. In order for this facility to be transit
friendly and support mixed-uses, this and other mixed-uses and tenants
should be incorporated in this project.
6. Signage indicating the location of the transit facilities should also be
incorporated into any design and site plan that would be approved with this
development application.

From the Air Ouality Division, Department of Planning and Environmental Protection:
Section 8: This project will be subject to the Parking Facility licensing requirements per the Broward
County Code of Ordinances, Chapter 27, Article IV "Air Pollution", Section 27-176, "General
License and Pennit Requirements.
Section 22: Air quality impacts have not been addressed completely by the applicant. Per the ADA,
the air quality impact infonnation and air quality study related to transportation will be provided
after the transportation analysis has been detennined to be sufficient.
The Air Quality Division recommends pro-active lqng term planning methods that will result in the
prevention of any further deterioration of our air quality and quality of life. The Air Quality
Division recommends that the plan for redevelopment include the pedestrian, bicycle, transit and
transportation demand strategies discussed in Question 21-1, as well as other air quality measures or
provisions that will support alternative methods of transportation. These measures include
promoting the use of transit, promoting the use of ridesharing, promoting the use of alternative fuel
vehicles (AFV) where appropriate and AFV infrastructure, bikeways and bike storage facilities, and
the use of pedestrian friendly designs which will include native tree shaded areas,

Section 21, Pages 21-22 Section H: Review the status of the Progrartnned Transportation
hnprovements (TIP) for both roadway and transit, as well as both the County's Comprehensive and
Transit Plans for the study area. This section needs to be greatly expanded and provide more detail.
Section 21, Pages 21-23: The TCEA is proposed to be eliminated. While the Village at Gulfstream-
Park is more transit friendly than other locations within the County, suggestions should be presented
to decrease SOY travel and to increase transit ridership. Additional. transit/travel demand
management strategies (TDM) should be illustrated to demonstrate the basis for the 3% trip
reduction rate other than the current model. Strategies (TDM) and commitments should be
illustrated to provide additional (above 3%) transit mode split. South Florida Commuter Services
may be able to provide information on how to implement TD,M strategies and the impacts of thdse
strategies, Who will ensure that the TDM strategies are implemented? Demonstrate how existing
public transit infrastructure will be accommodated in the development. Demonstrate how future
public transit infrastructure will be accommodated in the development.
Existing transit ridership is not analyzed in this DRI submittal. This needs to be addressed in
Section 21 under Transportation.
Suggest that a Day Care Facility or similar use should be specified and required as part of this
project and DR\. In order for this facility to be transit friendly and support mixed-uses, this and
other mixed-uses and tenants should be incorporated in this project.
Signage indicating the location of the transit facilities should also be incorporated into any design
and site plan that would be approved with this development application.

. Tables 21-IA & 21-1B
The tables should differentiate between the roadway carrying capacity for divided and nndivided
facilities where applicable.
There is a difference between the project trip distribution percentage in the transportation modeling
plots (Appendix 21-G) and the project percentage assignment column in the subject table, For
example, according to the plots, the project trip distribution percentage for Hallandale Beach
Boulevard from Dixie Highway to US-l is 33%, yet the table shows 30%.
Tables 2A & 3A Trip Generation
Internal trip capture estimate should be checked for reasonableness. For example, it is not likely to
have internal trips from the cinema to the office development, especially in the PM peale
Internal capture between the DRI and the Racetrack should adhere to the rates specified on page 4,
section G, of the Transportation Analysis Methodology. For example, according to this
methodology, there should be no internal trips between the Racetrack and the cinema.
The trip generation rate for the cinema is too low to reduce it for internal trips. It is unclear if the
borrowed rate from Palm Beach County was for a stand-alone theater or one that was part of a mixed

land use. Theaters in mixed land use tend to generate higher trips (including internal trips) than
stand-alone theaters.
In phase I, the internal capture for residentiallcondos and hotel is more than 50%, which we believe
to be excessive,

Proiect Traffic
It is unclear why the project trip distribution was estimated using 2025 condition. The build out for
phase I and phase 2 are 2010 and 2014, respectively_ The trip distribution may change if the network
is more congested in the 2025 condition.
Table 21-11
The table should document the year that the existing traffic volume is based on and the methodology
and source used to estimate the hourly directional count.
Table 21-13 & 14
The ARTPLAN analysis used to develop th.ese tables should be checked for accuracy and
consistency. For example, why is the arrival type in some segments 3, while in other segments for
the same roadway it is 4? What is the source of the input values, such as gJc, "K" factor, Peak Hour
Factor and others?
Committed Development
The applicant indicates on page 21-14 that Beach Club development (1300 dwelling units), in the
City of Hallandale Beach, is a committed development. However, the table on page A-2IC-I does
not include the Beach Club committed development traffic. The applicant should ensure that all
traffic from the committed developments listed on page 21-14 is considered in the analysis.
Proposed Improvements
The ADA study should recommend adequate transportation improvements to mitigate project traffic
at build out condition.
Adequate exclusive right turn lanes are strongly recommended at all project access points with US-l
and Hallandale Beach Boulevard.
Transit Improvements
On pages 21-23 and 21-24, the applicant identifies bus routes that "serve the area of the proposed
cinema" and proposed transit improvements that serve the "general area of the proposed cinema." It
is unclear why the applicant is focusing on transit service to the cinema land use and excluding from
consideration transit service to other land uses on the site.
For projects presented at the bottom of page 21-24 and on page 21-25, the applicant should clearly
distinguish between projects proposed in the short range Transit Development Plan (TOP) and those
in the Long Range Transportation Plan (LRTP).

methodology meetings, the City requires that this access point be deleted

. Map J indicates the portion of Biscayne Boulevard in the City of Aventura
from NE 203 Street (Ives Dairy Road) to the County Line is a road that will
be significantly impacted by this development The City's Engineering
Consultant will be providing comments on this item under separate letter.

I. Provide information on OFW, WSR, F AP, Class I and II waters within Dade
County in the general vicinity of the project site (page 14-2).
2, Provide additional information on surface water quality. Additional information
should include current data and shall include information along the southern
limits of the DR! site (i.e.: within the City of Aventura). IdentifY and discuss
impacts to water bodies canal south and southeast of the DR! site (page 14-3).
3. Provide additional information on potential ground water impacts, including
impacts to the south and southeast (page 14-3).
4. Provide proposed methodology for pre-treatment of groundwater and water
quality (page 14-3).
Section 19 - Stormwater Manal!ement
1. Provide information on stormwater management. This section was left blank in
submittal to CT A.
Section 21 - Transportation
1. Include Arterial Level of Service data in both directions for the Federal Highway
roadway link from Ives Dairy Road to Miami Gardens Drive and for the Ives
Dairy Road link from 1-95 to Biscayne Boulevard (pages 21-17 and 21-18)
2. Provide additional information on alternatives for trafficways improvements to
mitigate traffic impacts from the proposed DR! (page 21-21). The City of

fees are subject to change and will be based on the adopted rate at the time the fee is to be
paid. Ad Valorem Taxes Section similarly should reflect that these are Pi~l Year 2004 rates
and subject to change by the time that certifiCate of occupancy is issued.

on a standard rate.

19. Question 17 Pages 17-1 and 17-2: Tables 17-1 and 17-2 should reference Broward
County Code Section 27-201 and not Florida Administrative Code Chapter 64E. Also 17-1
should show office water demand under the anticipated development, consistent with #5 above,
which will increase demand under 17-2.
20. Question 18 Page 18-2 Item C.l and C.2.: The question is not answered. Tn fact, City
wastewater treatment service is provided by Hollywood. and the City currently does not have
the capacity to handle the project. Hollywood would have to agree to a capacity increase, and
there is a major charge associated with that. Also, will need lift station improvements. Also,
fails to address oftice impacts under anticipated development consistent with #S above in Table
18-1.
21. Questions 20 Page 20-1: Table 20-1 fails to show office uses ill the anticipated
development consistent with #5 ahove.
22. Question 21: In general, we cannot accurately review the transportation section since
internal natlic circulation is not provided. "Level of Service is F and will only get worse" is
an insufficient response as to how transportation will be addressed.
23. Question 21: Second Street has not been identified as an onsite improvement and
should be analyzed for twO and four lane expansion, as it will affect offsite traffic flow. Also,

24, Question 21: A bridge walkway crossing over Federal Highway from the Municipal
Complex to Gulfstream Park DRT needs to be shown, to provide a means to move pedestrian
traffic safely from one use to the other, as is contemplated by the project concept. Also need a
traffic signal synchronization improvement program throughout the affected area, with
automatic resets to account for pedestrian interruptions to the cycle.
25. Question 21 Page 21-10: Top paragraph references there are no roadway improvements
within tile study area. which is incorrect. Both Hallandale Beach Boulevard and Federal
Highway are both planned, and Federal Highway work has been started. Also relates to 21-13.
26. Question 21 Page 21-11: Development intensities Table 21-5 uses only 500 dwelling
units, instead of the amicipated 1,000 dwelling units. Also it omits the office as described in
#5 above. Thus, trip generation was calculated using the minimum, rather than anticipated
levels of development of Phase I, which is inconsistent and inaccurate.
27. Question 21 Page 21-14: The Gulfstream Residential Project listed in Aventllra needs to
identify the number of units to accurately determine transportation. We have heard that it is
anticipated to be four twenty-story buildings.

The following comments regarding Village at Gulfstream Park DRI

package dated May 21.2004. The comments are as follows;
Environmental Resources Impacts:
Wastewater Management:
1. The project calls for .702 MGD of additional wastewater flow from
Hallandale Beach. The projected demand will put HallandaJe Beach
over their allowed capacity of 6.65 MGD as provided in their large
User Agreement with the City of Hollywood, In order for the City of
Hollywood Utilities Director to sign off on this project, the City of
Hallandale Beach will need to purchase additional capacity as outlined
in the large User Agreement.
Transportation Resources Impacts:
Transportation:
1. In respol1ding to Question 21 - Transportation; the applicant has
provided the following data to address the Summary of Significance
Determination: Adopted LOS, Directional Peak-Hour Capacity and
Project Traffic Assignments.

2. Although it appears the proposed development would have no
significant impact on the City of Hollywood's roadway network. there is
no account of the 'current' volumes along these roadway segiTlents, In
order to fairly evaluate the significance of the impact the proposed
development would have on all of the corridors, the projected traffic
numbers should be amended to reflect total traffic, current traffic, and
assigned traffic. This total would then be compared to the corridor
capacity and a projected LOS would be calculated. The determination
of a significant impact or not could then be made.
Human Resources ImpaCts:
Police and Fire Protection:
1, The City of Hallandale and the City of Hollywood have agreements in
place for Police and Fire Protection services. Indicate how proposed
development will impact existing agreements.
Recreation and open space:
1. The description of recreational facilities and open space is unclear.
Clarify what recreational components the center would have in it. (i.e.
meeting rooms, fitness room, arts and crafts room, readingfTV room,
game room, etc,)
2. The indicated 4% of the project which would be dedicated to open
space and recreational facilities is a very low percentage. Please justify
this percentage.
3. Indicate if facilities such as tennis courts, as swimming facility, outdoor
basketball courts, playground units, several swing sets, and of open
space areas where people can meet, play with children, picnic. or just
relax and enjoy the outdoors are being considered in the proposed
DRI.
4. Please justify use of .Public Waterway" in the lOS requirement for
open space and parks.

I am in receipt of the Development of Regional Impact (DRI)
application for the proposed Village .of Gulfstream in Hallandale
Beach, Florida. staff have reviewed the DR! but have concerns about
the deficiencies in analysis of regional traffic created as a result
of the development of this project. The application needs further
research to assess impacts on U. s. l/Bi scayne Blvd. Thi s corri dor
extends southwardly through the City of North Miami.
while the project may result in positively impactin$J local economic
development for the city of Hallandale Beach, theu successes may
result in neighboring cities problems with respect to traffic.
Further analysis of re$Jional impacts is warranted, The city of North
Miami is also undergolng major development plans. As you may know,
the City was recently successful in obtaining status as a
Transportation concurrency Exception Area (TCEA). Thanks again for

In response to your letter dated May 21, 2004, the Florida Department of Transportation (FOOT) has reviewed lbe

Impact (DRl).
The Village at Gulfstream Park DR! is located near the southeast corner ofHallandale Beach Boulevard and US-l
(Federal Highway). Direct Meess to the project is provided via US-l (Federal Highway) lmd Hallandale Bcach
Boulevard. The project is a part of the approximately 250-acre Gulfstream Park Racetrack facility. The applicant
prOposed to retain the race track facility and construct a mixed-use project.on an 85.7 acre portion, currently used as
surl'ace parking. The applicant proposes a flexible mixed-use development plan that would allow a maximum
development intensity for each proposed use, The proposed development plan eonsists of 1,350,000 square feet of
retail, 300,QOO square feet of offioe, 1,500 residential units, 500 hotel rooms, and amovie theater with 5,500 !ieats.
Full build--out of the project is anticipated to occur by year 2014.
Based on our review of the submittal, staff of our office offers the following conunems:

study area map),
5. All unsignalized intersections that meet the segmentation criteria described in the Tnmsportation
Methodology should also be identined (preferably shown on a map).
6. The applicant should s\l.mn1lltize tlie intersection screening process in tabular fonnat (for impacted
roadways) to the point of rejection or inclusion in the analysis. The methodology states thatthe termini of
segments where total traffic is greater than or equal to 90% of the adopted LOS capacity will be included
in the study.

referenced above in comment 6 must be analyzed, in addition to those intersections specifi~y named in

8. With the current format of the information, it is difficult to verity the peak hour directional oapacities

capture between adjacent land uses. However, this methodology assumes a high degree of cormectivity,
accessibility and :relatively close proximity of uses, among other factors that effect pedestrian travel. A
preliminary site plan was requested in previous COImnents to assess the reasona~leness of using internal.
trip capture rates as aggressive as computed in the ADA.
18. The internal capture calculations for daily volumes are highly aggressive with overall levels exceeding

application to "demonstrate" how the proposed project is consistent with comprehensive plana and land
development regulations. The application only lists objectives and policies it claims consistency with, but
docs not demonstrate how. This information could be useful in formulating development order conditions .
to emure implementation of proposed characteristics and strategies used by the developer to demonsttate
consistency with comprehensive plans.
3. Page 10-21 - Part 4B (Impact Summary) reqlrires a summary of public facility capital costs associated
with project impacts. There are no proposed capital costs for transportation or any other facilities.
Unless the project trips are already vested, there certainly should be public facility transportation impacts
associated with the project that needs to be addressed. The capital costs to address project impacts to
transportation should be included in the application. These costs may or may not be the financial burden .
of the developer, Since the project is located within a Transportation Concurrency Elcception Area
(TCEA), the guidelines adopted by the City and County for their TCEAs as required by Statute, should be
used.

without using an automobile as a mode of travel". Insufficient detail is provided to verify the goal can be
achieved as part of the master plan for the project The use of the word "considerations" could be viewed
as a lack of commitment to ensure that the goal remains strong throughout the expected build-out of the
project.
A commitment to use l'ratlsportation Demand Management (TDM) strategies and related details
regarding those strategies should be included in Question 21(1) of the application. Some strategies
include, but are not limited to the. following:

The devdopmlo.'nt is located on the east side of Fecteral. Highway to the south of
Hallandale Beach Boulevard, within Broward County. Because the DRI is on the county
line, project trips will use Miami-Dade roadway facilities. The devt1l.opmeJ.'\t consists of
two phases; the cumulative intensities are shown below:

b, Although it was agreed to t\se a transit reduction in the methodology, this
reduction is already accounted for in Mi.aroi Dade County, TCEA Area
through the ttse of transit based L05 thresholds. The Department would
like the Clpplicant to do a check of critical sections (those dose to 5%
significance) in the TCEA Area. If a segment is significant with the
revised project trips, it should be added to the analysis.
c. The LOS threshold of E+50 for Ives Dairy Road is not applicable, This
segment does not run parallel to premium transit. Irrespective of Miami-
Dade concu.rrency tables, the Department re<:ouunends that the applicant
use E+20.
d. The LOS threshold of E+50 for US1 north of Ives Dahy Road is only
supported by 1 bus route - the BiscaYI':~ MAX. The County maintains
that this is considered "premium transit': But, the Biscayne Max service
does not extend north past Adventura Mall. Therefore the Deparlment
believes that the designation of E+50 is inappropriate Clnd the E+20 LOS
should be used instead.
2. Table 21-2; Peak Hour Roadway Conditions. The appendix does not support the
count used on US J. at Ives Dairy Road. Cotmts completed by the applicant in
Appendix 21-A yield north and south link volumes welt in excess of this count,
For example the turning movement count taken on the 15t~ of January yields 3130
NB vehicles and 2422 SB vehicles, and the count taken on the 8ih of January yields
2500 NB and 2000 SB vehicles. Counts from the FOOT 2003 CD at station
number 0268 yield a volu.me of 2420 NB and 1780 SB. Please l."efC1:'ence the source
of the count, shown in table 21-C and justify the vaHdity.
3. Table 21-3 Existing PM Peak Hour Intersection Level of Service:
a. Please provide the Synchro 'HCM' results, not Sync:hro based results.
b, Please verify that the driveways (3rd and 9th Street) have. t\nusual cycle
lengths.
c. Please verify that the cycle length for the intersections of US1/Miami
Gardens, Lehman Causeway and Ives Dairy Road is 180 seconds.
4. Question 21-C: Although agreed t1.pon in the methodology, the department has
concerns that 20-plus percent internalization is high. This issue may be best
addressed in the annual reports and monitoring of traffie.
5. Question 21-0 Committed Developments; The department:is concerned that the
corrunitted developments are not assigned far enough from the site to include
cl."itlcClllinb. Beca\ISe the developments were generated within either HalIandale
or Aventura, with the county line between the two, the assignment for a number
of the conunitted developments simply ends at the <:QU'Oty line. The department
would like the applicant to extend the assignment of the conunitted development
trips (especially those with large trip generation and where assignment
prematurely ends near significant links).
6. Question 21-D Project Traffic Assi.gn.ment: The assignment split at Ives Dairy
Road and US1 is critical. If more traffic were assigned to USl (which isn't
unreasonable considering that the existing count is about a 30/70 split as
apposed to a SO/50 split per the model) then the link between Miami Gardens
and Ives Dairy Road would also be significant. B",c~use there is such a minor
difference between significance and non.significance (the percentage is just
below 5%), the Department believes that the roadway is a si!:,,,,ificantly impacted
link. nus link needs to be analyzed.
7. Table 21-1.1 2010/2014: Future Capacity Analysis: Existing + growth +
backgrormd appears to be incorrect. For example on USl between Ives Dairy
and County Line Road NB, 1496*1.019^6+328 = 2002 not 1794 vehicles. Please
correct.
8. Table 21-15 and 21-16 2010/2014 PM Peal< Hour Intersection Level of Service.
Some of the reported LOS data are not reflected in the analysis. For example lves
Dairy Road at USl is LOS F in the Appendix, but is reported LOS D in the table,
9. Question 21-E Alierial Level of Service Analysis: The applicant should not use an
arrival type 4 in the ARTPLAN analysis. Clearly the system is not cOOrdinated.
The department is not convinced that the analysi5 is appropriate for the
following reasons:

a. The SB left turn traffic at USI and Ives Dairy has a failing v/c ratio -
resulting in queuing issues and potentially blocking the through
movement. Please demonstrate that the queue storage is appropriate to
avoid such congestion.
b. Please show evidence that the AADT of 50,000 for USI at Ives Dairy Road
is correct. 1he closest FDOT count station is south of Ives Dairy and
indicates approximately 75,000 AADT. The primary difference between
the ARTPlan and Synchro analysis results is a function of the traffic data
- e,g, using the most recent turning movement count or an estimate from
the AADT.
c. Please inch,lde the Synchro/HCS analysis for 213th Street. The
department cannot confirm that the volumes, cycle length, or g/ c used in
the ARTPLAN analysis is appropriate.
d, The actuated cyde length should be used in the ARTPlan analysis for 9th
and 3'd Streets.

additional fees to mitigate state roads impacted in Miami-Dade. The
applicant should prepare an analysis showing how many trips need to be
mitigated to bring the roadway to the adopted LOS, and that the transit
shuttle supports these trips. The best route would be an inter-county
shuttle linking the Site, Tri-rail, A ventura Mall and any other major hubs.
'Ihis effort, and its cost should be coordinated with Miami Dade and
Broward County Transit.
11. Question 21-G D
a, Where is the new driveway or proposed driveway, listed in the appendix

b. Four of the driveways are not signalized. The driveways at USl and 11th,

Ouestion 10 - General Project Description
. In Tables 10.1-1 and 10,1-2 (Development Program) the applicant indicated that the
development will include 1500 residential units, however it does not include a
description of the unit type. Tables 10.1-1 and 10.1-2 should be revised to reflect the
type of residential units being proposed.
. The infonriation in Table 10.1-4 seems to contradict. the information in
Table 10.1-1. Based on the table, the anticipated residential development for Phase 1 is
proposed to create 1,000 units by 2010 and an additional 1,500 units by 2014, which is a
total of 2,500 units. This information should be clarified.
Question 27 - Education
As you are aware, the School Board determines the impact of a proposed development based
on the student generation rate for a given unit type as contained in the adopted Broward

CRB POLICY ON DECORUM
Any person making impertinent remarks or who becomes boisterous while addressing the CRB,
shall be barred from further audience before the CRB by the presiding officer, unless pennission
to continue or again address the CRB be granted by the majority vote of the CRB members
present. NO clapping, applauding, heckling or verbal outbursts in support or opposition to a
speaker or his or her remarks shall be pennitted. NO signs or placards shall be allowed in the
CRB meeting. Persons exiting the CRB meeting shall do $0 quietly.

IV. Executive Director's Report
Dr. Larry Capp introduced OCRlCRB's new Assistant County Attorney, Mr. Ron Bernstein. After a
warm welcome by the board members, Dr. Capp continued with his report as follows:
. The Economic Development and Human Services Committee approved the Sunset Review for
the CRB earlier today.
· The 2004-2005 Budget process for resource allocations includes a review of enhancements for
two positions; the Assistant Director and Community Relations Assistant "No Place for Hate"
funding, for printing, matching funds, additional funding for research, and the Goodwill
Ambassadors program. The report continued with a notification that the CRB may be needed at
a future budget hearing; and, County Manager George M. Burgess is invited to attend the May
CRB meeting.
· Memorial Day Weekend Update included the Resolution that was passed last week by the BCC
with an amendment to allow the County Manager to use resources for events in the City of
Miami. For this event, one hundred Goodwill Ambassadors will be deployed for the weekend.
Approximately 350,000 visitors are expected. He further reported that a liaison is needed from
our CRB to the Miami Beach CRB, and advised that Sylvester "Chico" Wesley is the staff liaison.
. The Leadership Council on Community Relations endorsed the annual conference on
Community Relations for the first week of December 2004; however, a committee chair and
members are needed,
. Two CRB programs have been nominated by the County for awards from the National
Association of Counties (NACO): the Goodwill Ambassadors and the Survey of Intergroup
Relations.
Upon completion of the report, Dr. Capp reminded members to complete a business card form if they
desire to have business cards, and announced that the meeting of the Council of Chairs is after the CRB
meeting at 5:00 p.m.
After the question and answer session .regarding Dr. Capp's report, Chairman Pedro Freyre asked for
volunteers for this year's annual conference planning committee. The volunteers are as follows:

Ms. Carolyn Boyce was asked if she wanted to remain the CRB representative to Miami Beach but she
declined. However, Mr. Mario Artecona volunteered on a probationary status.
V, Committee Reports
A. Membership Nomination Committee
Reverend Walter Richardson reported that the committee placed an ad in three newspapers;
the Diario Las Americas newspaper, the Miami Times, the Miami Herald, and six community
newspapers. He also reported that the nomination process was discussed, and a list of names
of appointed board members whose term is about to expire was reviewed.

B. Police and Community Relations
1, Response Team Subcommittee
Ms. Amy Carswell, OCR Program Officer on behalf of Jorge Mursuli, Chair reported that at
their March 19th meeting they discussed the shooting of Leonardo Barcane, in West Miami-
Dade County, where there was a conflict about the involvement of a weapon. She also
advised that the committee would like the support of the CRB to sponsor a workshop with
policy makers. After stating the objective of the workshop (guidelines for civilians

Reverend Willie Sims stated that a meeting is scheduled for April 21, 2004, and that the
Crisis Intervention Team is looking into the treatment of the mentally ill during a crisis
situation. He also advised that training for the Goodwill Ambassadors is scheduled for
May 17, 2004, on Miami Beach, and invited board members to attend.
C. Housing Committee
Ms. Carolyn Boyce, Chair, reported that the committee, in order to not be in conflict with the
regular meeting schedule of the Miami-Dade County Housing Department would have to
change the meeting time from the second Monday.
D, Education and Advocacy
Mr. Pedro Freyre reported that in cooperation with the Office of the Public Defender, the
committee proposed that CRB engage the Miami-Dade County Public Schools and the
community-at-Iarge in a forum to facilitate dialogue about recent data and studies that link
school failure and delinquency with disability, including emotional disturbance, and socio-
economic factors indicating possible gaps or disparities in education services.
Ms. Bobbie Brinegar voiced her concem for the CRB to withdraw from participating in a future
forum regarding the voting process due to impending issues at the Fair Elections Coalition.
1. "No Place for Hate" Project
Ms. Nancy Powell advised that the Youth Fair exhibit was extremely successful, and that a
future press release will be forthcoming in the media. Ms. Powell and Amy Carswell were
commended for their fine work.

Proposed Additional $25,000 Homestead Exemption
Advocates for a tax-saving measure that would double Florida's homestead
exemption have been swept along with a "firestorm" of support -- even as they
raise fears of scorching local government budgets.
More than 525,000 people have signed a petition in favor of increasing the
homestead exemption from $25,000 to $50,000, said Richard Johnston, a West
Palm Beach consultant for Families for Lower Property Values, the group
backing a drive for a November referendum on the proposal.
For the measure to get on the ballot, elections officials must verify that 488,722
of those signatures came from registered voters. They had verified 224,844
signatures by Monday, according to the state Division of Elections Web site.
Backers say if voters approve the measure, it would save homeowners an
average of $500 -- a promise that seems to have widespread appeal. "The
thing's just taken off like a firestorm," Johnston said.
But some government officials -- including Gov. Jeb Bush -- have warned the
plan will drain government coffers and could force hikes to local property tax
rates or increases in fees and service charges. In April, Volusia County Property
Appraiser Morgan Gilreath released a "worst-case scenario" forecast saying that
if it were adopted for the upcoming budget year, the change could reduce the
county's projected $23 billion tax base by $3.15 billion. The measure wouldn't
take effect until 2005.
Gilreath predicts local governments would have to raise property taxes to match
current spending levels. If they did, the average tax rate in the county would go
up more than 10 percent -- a hike that could eat up some anticipated savings and
shift a larger burden to commercial properties and others without the homestead
exemption. "If we've got to have government and fund government, how do we
best do that?" Gilreath said. "Everything in life isn't about me and what I can
save; it needs to be about us and how we can move along with a society." Bill
Kelly, chief financial officer for Vol usia County Schools, described the measure
as "one of the mostshortsighted proposals" he'd ever seen.
He said the serious impact on Volusia schools would likely be to capital
improvements, where an estimated $6 million hit could impair school
maintenance and construction. With many of its taxes controlled by the state, the
School Board can't simply raise rates, he said. Others set a slightly less alarmed
tone. In Flagler County, Property Appraiser John Seay said he thought the
measure was a product of taxpayers' frustrations with governments that didn't roll
back taxes even as their tax bases boomed. He said it would cost Flagler County
Schools about $4.3 million and county government about $2.6 million.

Consultant shall perform a study to determine the feasibility and practicality of implementing a
"quiet zone" along the residential corridor of Biscayne Boulevard. The study area will extend
from NE 187th Street to NE 172nd Street, along the FEC Railroad. Consulting services will be
provided by our subconsultant, TranSystems Corporation.
The services to be provided include:
. Development of a summary of the quiet zone justification process and requirements for
review by the City
. Assessment with local railroads and other potentially affected agencies within the City limits
. Coordination with respective railroad agencies and the Federal Rail Administration necessary

On March 25, 2004 I advised you that the Elections Department would require at
least three weeks between a primary and regular or runoff election. After more extensive
review and consideration, we now realize that four (4) weeks between elections is
essential to ensure thorough, complete and accurate election administration. I want to
emphasize that this decision is primarily for the benefit of your municipality and to
ensure that we can administer the kind of elections you deserve.
To further clarify, let me explain some of the procedures that must be completed
during this short time fame:
1. Voter registration records must be updated,
2. Two different voting systems (optical scan and electronic) must be coded,
proofed and tested.
3. Absentee ballots must be printed and mailed, which requires a minimum
of seven (7) business day.
4. V oters must be given adequate time to receive and return their absentee
ballots.
5. Arrangements must be finalized and personnel hired and trained to staff
early voting sites, if applicable.
6. Election "quipment must be reset, reprogrammed and retested.
7. V otirig equipment must be secured for a minimum of ten (l0) days
following an election.
