Recommendation
It is recommended that the City Commission adopt the attached Resolution awarding Bid
No. 12- 12 -16 -2, City of Aventura - Government Center Third Floor Renovations for Police
Training to the lowest responsible and responsive bidder, Cityworks Construction, LLC for
the price of $329,289.
Background
In July of 2011, The City Commission authorized funding from the Police Forfeiture Fund
for the cost of architectural services to prepare plans to renovate the third floor of the
Government Center for a police training area. The renovation would provide additional
training facilities for the Police Department. The new training area includes a classroom,
defensive tactics area and a room for simulated firearms training. The project also
includes expanding the Information/Technology offices by reducing a portion of an unused
area in the employee lunch room. The attached diagrams show the existing layout of the
third floor and the proposed renovations.
The plans were completed by the architectural firm of PGAL and the project was placed
out for competitive bid.
In accordance with the City's Purchasing Ordinance, bids for this project were solicited,
advertised, and opened on December 16, 2011. The City received twelve (12) bids for this
project. The following three (3) lowest bids were reviewed:
City Works Construction $329,289.00
Anatom Construction Company $356,805.00
T &G Constructers $364,826.00
The bid price allows for interior improvements to the third floor of the Government Center.
Improvements include but are not limited to architectural, interior finishes, low voltage
wiring and audio /visual work. Electrical and plumbing demolition and renovation work is
also included.
The total cost of the project including equipment is estimated to be $420,622 based on the
following breakdown:
Construction cost $329,289
Equipment 67,000
Information Technology Costs 19,335
Permitting 5,000
$420,622
The project is funded primarily from Forfeiture and Impact Fee funds as follows:
Police Capital Outlay Impact Fee fund $ 35,204

WHEREAS, the City Manager has, pursuant to the various laws of the State of
Florida and the Code of the City of Aventura, properly solicited and accordingly
accepted bids for BID NO. 12- 12 -16 -2, City of Aventura Government Center Third Floor
Renovations for Police Training; and
WHEREAS, sealed bids have been submitted to and received by the City
pursuant to the City's Invitation to Bid /Notice to Bidders, specifications, proposals, and
requirements for the project/work as cited above; and
WHEREAS, staff has determined that Cityworks Construction, LLC has
submitted the lowest responsible and responsive bid for said project/work; and
WHEREAS, the City Commission, upon the recommendation of the City
Manager, is therefore desirous of awarding said bid /contract to said lowest responsible
and responsive bidder.
NOW THEREFORE, BE IT RESOLVED BY THE CITY COMMISSION OF THE
CITY OF AVENTURA, FLORIDA:
Section 1: That bid /contract for BID NO. 12- 12 -16 -2, City of Aventura
Government Center Third Floor Renovations for Police Training, is hereby awarded to
Cityworks Construction, LLC in the amount of $329,289.00.
Section 2: That the City Manager is hereby authorized to execute, on behalf of
the City, a contract by and between the parties embodying the terms, conditions, and
Resolution No. 2012 -

specifications as set forth in the subject Invitation to Bid /Notice to Bidders, bid
specifications, bid proposal and bid requirements, or if a City prepared contract was
part of said bid proposal, said parties shall execute said prepared contract on behalf of
the City.
Section 3: That the City Manager is hereby authorized and requested to take
all necessary and expedient action to carry out the aims of this Resolution in awarding
this bid /contract.
Section 4: That the funds to be allocated and appropriated pursuant hereto
and for the purpose of carrying out the tenets of this Resolution shall be from the
Federal Forfeiture Fund ($282,083), Police Capital Outlay Impact Fee Fund ($27,206)
and the General Fund ($20,000).
Section 5: This Resolution shall be effective immediately upon its adoption.
The foregoing resolution was offered by Commissioner , who

Contractor Bid Evaluation and Recommendation
Dear Mr. Tomei:
PGAL has received and reviewed twelve Contractor bids for the above referenced
project. In general PGAL found no significant items of concerns with the bids and have
only worked with one of the Contractors in past experience, which is Sisca Construction
Services.
A copy of the bids was provided to TLC for their review of the MEP portion of the project.
In general TLC found no significant items of concerns with the bids and MEP sub-
contractors.
The three apparent low bid Contractors are as follows; Cityworks Construction, LLC at
$329,289.00, Anatom Construction Company at $356,805.00, and T &G Constructors at
$364,826.00. The pre -bid meeting was not required; however the drawings required the
contractors to visit the project site to become familiar with existing conditions. To the
best of my knowledge, of the three Contractors only Cityworks and T &G Constructors
attended the pre -bid meeting to review the project area. Only T &G Constructors
submitted questions for clarification to be answered in Addendum #1.
The project area is approximately 3,500 square feet and based upon a square foot
comparison; the lowest was $94 per square foot, the next was $102 per square foot, and
the highest was $104 per square foot. The order of magnitude estimate by PGAL was
projected to be $106 per square foot for this project. However, competitive bids can
result in a lower cost than a projected estimate.
Based upon the above analysis; Cityworks Construction, LLC is the lowest responsive
bidder.
PGAL also reviewed the add alternates and found no significant items of concerns.
Since the alternates are below the projected budget; PGAL does recommend the City to

accept the add alternates to repaint and re- carpet the third floor main building corridor.
The alternates are incorporated into the base bid amounts listed above.

RECOMMENDATION
It is recommended that the City Commission approve a motion to extend the time to
obtain a building permit for the construction of the new Northeast Public Library Branch
for a further sixty (60) days from January 4, 2012 to March 4, 2012.
THE REQUEST
The applicant, Miami -Dade Public Library System, is requesting approval of a motion to
extend the time to obtain a building permit for the Northeast Public Library Branch at
2930 Aventura Boulevard approved by Resolution No. 2010 -28 adopted on May 4,
2010.

The Site — The site is located on the south side of Aventura Boulevard at NE 29
Avenue with a municipal address of 2930 Aventura Boulevard, City of Aventura. It is
bounded by the Miami -Dade Fire Rescue station to the west, a retail plaza to the east,
Aventura Boulevard to the north and the Aventura Mall property to the south.
The Project — The applicant was granted variance approval by Resolution No. 2010 -28
adopted by the City Commission on May 4, 2010 to allow 42 parking spaces where 79
parking spaces are required by City Code. One of the conditions of approval of the
variance was that ...
"Permits shall be obtained within twelve (12) months of the date of the Resolution or
the approvals granted shall be deemed null and void unless extended by a motion of
the City Commission."
The twelve month time limit expired on May 4, 2011. At the request of the County, a
motion to extend the time for a further six months to November 4, 2011 was approved
by the City Commission at its April 5, 2011 meeting. At its meeting of November 11,
2011, the City Commission further extended the time for 60 days from November 4,
2011 to January 4, 2012, at the request of the County, to allow it to conclude the bid
award process.
City staff is now advised that, on December 19, 2011, the County Commission
awarded, approved and authorized execution of the Northeast Branch Library
construction contract. County staff is requesting a sixty (60) day extension of the time
in which to obtain a building permit from the City, from January 4, 2012 to March 4,
2012, in order to complete all required documents with its contractor.

SUBJECT: Use of Forfeiture Funds
Florida State Statute 932.704 requires that money resulting from forfeitures be
maintained in a special law enforcement trust fund, and that the funds be
expended only upon request of the Chief of Police to the governing body of the
municipality and approval of the governing body.
I am requesting City Commission approval for the expenditure of:
Police Training Center build out
$83,335
I certify that this requested expenditure complies with Florida State Statute
932.704 in that
1. Funds will be used for an appropriate law enforcement purpose.
2. Funds are not being used as a normal source of revenue for the
Police Department.
3. Funds were not considered in the adoption and approval of the budget
of the Police Department.
The Federal Equitable Sharing Agreement (FESA), Section VIII allows for the
use of federally forfeited funds for law enforcement. Section IX, A9 of the
Federal Equitable Sharing agreement requires that the funds be expended only
upon request of the Chief of Police to the governing body of the municipality and
approval of the governing body.

Police Training Center build out
$282,083
Total amount of funds being requested: $365,418
Summary
Police Department Training Center build out - This is a request to encumber
and spend up to $365,418 of both State and Federal forfeiture funds to build and
equip a police department trainiv center on the 3nd floor of the Government
Center. Existing space on the 3 floor will be renovated to accommodate this
build out. Upon completion the new training center will include a classroom,
defensive tactics area, firearms and less than lethal simulation room and office
space for the members of the Personnel & Training Unit.
This training area is necessary so that officers can maintain their skill sets in
defensive tactics, use of firearms and less than lethal weapons. These skills
quickly perish if not maintained on a regular basis. Officers could attend this
training at their station without having to drive long distances to multiple centers
to receive the various training that will be presented at the new center.
Additionally, officers can attend short training sessions while on duty and not
have to leave the city to do so.
