Cameras have proven to be effective at reducing red -light runners. Installed in almost every major city, New York City, where cameras have been used for more than 10 years, reported a 73% reduction in violations, a 41% reduction in collisions and a 35% reduction in fatalities. Although some studies show a slight increase in rear -end collisions from people stopping short because of cameras, those same studies show a more significant reduction in intersection crashes, which are more deadly, let alone pedestrian injuries and fatalities. According to a recent report (July 19, 2011) from The Insurance Institute For Highway Safety, "an Institute study demonstrates that cameras have reduced the rate of fatal red light running crashes by 24% in 15 big cities with longstanding red -light camera programs." The Institute study release early this year showed that red light cameras save lives (see Status Report, Feb. 1, 2011). "Researchers looked at U.S. cities with populations over 200,000 and compared those with red light cameras to those without. In the 14 cities that had cameras in 2004- 08 but didn't have them in an earlier comparison period, automated red light enforcement saved 159 deaths. If cameras had been operating in those years at all large U.S. cities, a total of 815 deaths would have been avoided." According to Eric Soroka, Aventura'a City Manager, our city "has no plans to remove the nine cameras that snap photographs at five intersections in Aventura. People take red lights more seriously now." He credits motorists newfound respect for traffic lights with a 15% drop in car accidents throughout the city (people are aware of cameras) between January 2008 and August 2010. At intersections with red light cameras, accidents fell by as much as 60% during that period, according to statistics provided by the Aventura Police Department. Although safety and saving lives are the main reasons for our red -light camera program, reducing auto premiums should follow as our community has become a safer place to live and drive. Insurance companies will not hesitate to increase rates for those living near dangerous locations; there should be no hesitation to reduce the rates at safer locations. The International Association of Chiefs of Police, at their 112th Annual Conference held in Miami on September 27, 2005, adopted a Resolution approving red -light camera systems, finding, "the use of red light camera systems can deter and reduce red light running violations by motorists, and more important, can reduce the number of crashes, injuries and deaths attributable to red -light running." To those who say that red -light cameras violate the right of privacy, they are wrong. The U.S. Supreme Court, in a similar case, held that whatever is in plain view of a police officer (or a camera by inclusion) is not subject to a right of privacy. In addition, driving is not a right but a privilege granted by the state. As to those who raise the issue that some cities adopted the red -light camera program for revenue purposes, on a personal level, as the Commissioner who introduced the red -light program in Aventura, "I hope our city has reduced revenue from our red -light camera program. Less revenue means the camera program is working in succeeding in reducing accidents, injuries, saving of lives and making our community a safer place to live." On that sense, in Miami the General Consulates of Colombia, Costa Rica, El Salvador, Ecuador, Honduras, Mexico and Peru, have joined efforts in order to organize the 11th Binational Health Weeks events that will take place from October 1 st to 22th. Binational Health Weeks (BHW) has become one of the largest mobilization efforts in the Americas to improve the health and well -being of underserved populations of Latin American origin living in the United States and Canada. It encompasses an annual series of health promotion and health education activities that include workshops, insurance referrals, and medical screenings. BHW events emerge from networks forged among agencies and organizations working on mobile population health issues and, in turn, foster ongoing collaboration. This year, BHW will take place in 40 states in the U.S. and 3 provinces in Canada, with the participation of the consular networks of Colombia, Costa Rica, El Salvador, Ecuador, Guatemala, Honduras, Mexico and Peru. During Binational Health Weeks, a national campaign will take place to promote awareness among the Latino community on the topics of cancer, stroke, A(H1 N1) virus, green initiatives, HIV and Aids. The Tenth Annual BHW took place October 13 -21 in 2010 and witnessed the largest participation since its inception in 2001. An estimated 301,661 people participated in 3,941 activities and received 1,815 health screenings throughout the United States and Canada. In addition, 6,586 agencies and 15,497 volunteers participated in the organization of the activities, with the leadership of 125 taskforces. The planning for the Ninth Annual Binational Health Community clinics and health volunteers are already the Latino origin population in Miami, Hollywood, Orlando. The subject of the long delays associated with the Northeast Regional Library Project have been discussed with you in the past. It has been six years since the original Northeast Regional Library on Aventura Blvd was destroyed during Hurricane Wilma. We appreciate your efforts in the past to move this project forward. At the recent Town Hall meeting in Aventura you stated that the ground breaking for this project would occur in the fall of this year. Ace Marrero, Architecture and Engineering Section Manager, Internal Services for Miami -Dade County, came in to see our Community Development Director yesterday to apply for a further six month extension of the parking variance for the Northeast Library. The variance approval was originally granted by the City Commission on May 4, 2010 by Resolution No. 2010 -28 and then extended from May 4, 2011 to November 4, 2011. The City has reviewed and approved the building permit plans but we are awaiting the name of the contractor in order to issue the permit. Permits sets were approved by Miami -Dade Fire, DERM and WASD in January of 2011 and by the City in April of 2011. The County advertised for bid in April of 2011, opened the bids in June and completed bid evaluation in July. In August, the County received allegations from the second lowest bidder that the lowest bid had false information. Those allegations were investigated. The contract award recommendation was made on September 26, 2011 and going through various departmental reviews. The bid was expected to be awarded on October 17, 2011. However, at the County Commission meeting of October 4, 2011, Mr. Marrero advises that the County Mayor indicated that no new GOB projects will be approved until all GOB project budgets are reviewed and approved. It was our understanding that this project was approved 5 years ago and was partially funded from GOB funds that were authorized 4 years ago. This is not a new project. It is hard to understand why this project would now be delayed again at this point. County staff anticipates that this may take several weeks. If the Northeast Library project is approved, the Notice of Intent to Award the bid will be filed and has a three day protest period. County staff expects that the second lowest bidder will protest. The chronology says that the resolution of a bid protest can take between four to eight weeks, at best, and if it is not resolved during arbitration or at County Commission, it could proceed to the Courts, with time unknown. Needless to say this new information delays the project once again and is contrary to the commitment you made at the Town Hall meeting. We would like to update our City Commission and the residents of the area on the status of this project at our October 13, 2011 Commission Workshop Meeting. I am sure you will agree that the residents of Northeast Dade -County deserve a regional library branch. They have been waiting for six years. CONSTITUTIONAL AMENDMENTS 5 & 6 (Mayor Gottlieb); Mayor Gottlieb advised the Commission of a request she received from Former City of Miami Mayor Manny Diaz, now Chairman of the FairDistrictsFlorida, to support Amendments 5 and 6, which amendments would, among other things, allow voters the opportunity to choose their representatives instead of politicians choosing which voters they want in their districts. AMENDMENT TO INTERLOCAL AGREEMENT WITH MIAMI -DADE COUNTY SCHOOL BOARD (City Manager): Planning Director Joanne Carr addressed the Commission and explained that the revisions are offered by the School Board for inclusion in the City's agreement under the "most favored nations" clause, as they are contained in a separate agreement made between the School Board and Miami -Dade County.
