CITY OF AVENTURA OFFICE OF THE CITY MANAGER MEMORANDUM FROM: Eric M, Soroka, ICMA-CM, City TO: City Commission OA TE: September 3, 2009 SUBJECT: Ives Dairy Road I US 1 Intersection Improvements As you may recall the City requested FOOT to study the subject intersection in order to determine if improvements could be made to improve traffic flow for motorists turning south on US 1 from Ives Oairy Road, FOOT's consultants have completed their study and will present their short term operational improvements for the intersection at the Workshop meeting, Anticipating probable funding issues relating to the construction of the improvements, I had asked FOOT if the City could advance the funds for the project in order to expedite the needed improvements. They have advised that FOOT can enter into a Joint Participation Agreement (JPA) with the City and then reimburse the City at a later date, provided the project is programmed in their five year work program. FOOT also advised that they would try to have this project included in the five year update. If the City Commission is satisfied with the suggested improvements, I would recommend that we pursue the JPA to expedite this important traffic flow improvement project. EMS/act CC01663-09 RESOLUTION NO. 2009- A RESOLUTION OF THE CITY COMMISSION OF THE CITY OF A VENTURA, FLORIDA, URGING THE FLORIDA PUBLIC SERVICE COMMISSION TO ADOPT REGULATIONS THAT WOULD REQUIRE FLORIDA POWER AND LIGHT TO ADOPT A REASONABLE NET- METERING PROGRAM THAT WOULD MAKE THE IMPLEMENTATION AND INSTALLATION OF SOLAR ENERGY MORE ECONOMICALLY FEASIBLE FOR FLORIDA MUNICIP ALITIES; PROVIDING FOR AN EFFECTIVE DATE. WHEREAS, the City Commission of the City of A ventura, Florida finds that it would be beneficial for the environment and for the protection of public resources if policies and programs were created by the Florida Public Service Commission to make it more economically feasible for Florida municipalities to implement and install solar energy for municipal buildings; and WHEREAS, the current net-metering program (owner receives retail credit for at least a portion of the electricity they generate) adopted by Florida Power & Light does not make it economically feasible to install a solar energy system for municipal facilities; and WHEREAS, in order to protect the environment and deploy green technology, the City Commission requests that Florida Public Service Commission review the net-metering program of rate and revise its structure so that solar energy becomes an economically feasible alternative for use for municipal facilities. NOW, THEREFORE, IT IS HEREBY RESOLVED BY THE CITY COMMISSION OF THE CITY OF A VENTURA, FLORIDA, AS FOLLOWS: Section 1. Recitals. That each of the above stated recitals are hereby confirmed and adopted. Resolution No.2009- Page 2 Section 2. Support. The City Commission of the City of A ventura hereby urges the Florida Public Service Commission to adopt policies, programs and incentives that would require Florida Power and Light to adopt a reasonable net-metering program that would make the implementation and installation of solar energy more economically feasible for Florida municipalities. Section 3. Implementation. That the City Manager is authorized to take any action which is necessary in order to implement the purposes of this Resolution. Section 4. Effective Date. Soroka, MMC City Clerk Approved as to Form and Legal Sufficiency: City Attorney 3 CITY OF AVENTURA OFFICE OF THE CITY MANAGER MEMORANDUM DATE: September 10, 2009 TO: City Commission FROM: SUBJECT: 2010 Census - Complete Count In preparation of the first census conducted since the incorporation of the City in 2000 the City established a Complete Count Committee consisting of a representative of each condominium or property association. The program was very effective in promoting and publicizing the importance of the census and participation. At this time, the City is preparing for the 2010 census scheduled for April 2010. We will once again form a Complete Count Committee and organize an ongoing promotion program to achieve widespread participation in the census. The Committee is voluntary and will report to Joanne Carr, Community Development Director. Census questionnaires will be delivered to each household on March 2010. The Committee will be making speeches, distributing census flyers and generally encourage public cooperation with the census at every opportunity to ensure an accurate 2010 census count. The City will also utilize all media venues available to promote the census participation. Local governments benefit from accurate population counts through state and federal funding programs. EMS/act Attachment CC01664-09 A ventura Arts & Cultural Center Commemorative Bricks Program Own a piece of premier property at Aventura's Arts & Cultural Center. The City of Aventura wants you to pave the "Walk of Arts" and make history by purchasing a commemorative brick that will be located on the grounds of the Aventura Arts & Cultural Center currently under construction. Once you have purchased a commemorative brick, you have joined the "Walk of Arts" and contributed to the performing arts. The bricks may be engraved with an inscription personalized to each individual. Your message will become a piece of history and a lasting gift. Brick prices begin at $125 and corporate bricks are available. Net revenues from Walk of Arts will fund cultural programming and events to be held at the Cultural Center. For more information, call (305) 466- 8910. Applications for the Commemorative Brick Program will be available on the City's website. Cost of Engraving Brick is $35.00. Net donation to the program is estimated to be $250,000 based on estimated 3000 bricks on site. A ventura Arts & Cultural Center Honor Role Founders Support This program is designed to provide a mechanism for donors to contribute to the Aventura's Arts & Cultural Center. Net revenues will fund cultural programming and events to be held at the Center. Donors will be recognized by having their name prominently displayed on a wall in the lobby of the building. In addition they will receive 2 tickets to the opening event in fall 2010. Annually all Honor Role Founders will be recognized at a special event. Contributions will start at $1,000 to $5,000. A ventura Arts & Cultural Center Annual Membership Program This program when fully developed will provide an annual membership for patrons of the arts at the AACC and will include some of the following benefits: · Pre-sale ticket purchasing privileges · Seat selection ahead of others. · Preshowevents · Recognition as a supporter. Revenues generated will be used to assist in funding the annual operating costs of the AACC. Aventura Arts & Cultural Center Topping Off Ceremony . Somewhere between groundbreaking and ribbon cutting comes a little ceremony in the construction of many modern buildings called a "Topping Off." . A topping off ceremony, is a long-standing tradition within the industry that marks the moment when the highest structural point in the building construction has been attained. To celebrate this event, a palm tree tree is customarily placed on the top of the building to symbolize that the building project has proceeded well, without injury, and as a good luck charm for the occupants of the building. . Tentatively Scheduled for December 2, 2009, late afternoon/evening. . Opportunity to bring interested members of the community together to promote the AACC. Refreshments will be served.
