SUBJECT: Appointments to the Arts & Cultural Center Advisory Board
BACKGROUND
Ordinance No. 2008-17, which created the Arts & Cultural Center Advisory Board (the
"Board"), states the following:
. The Board will consist of nine (9) members who shall be appointed by the Mayor,
subject to the approval of the City Commission. Five (5) members of the Board
shall be residents of the City and the four (4) remaining members may be from
within or outside the City limits.
. Individuals wishing to be a member of the Board shall make application to the
City Manager on the forms provided by the City. The City Manager shall
interview all applicants and make recommendation to the Mayor. The Mayor
shall appoint to the Board members from the list of applicants recommended by
the City Manager, subject to the approval of the City Commission.
. The membership of this Board should be representative of the broad spectrum of
the arts and have specific experience and a strong commitment to performing
arts including music, dance, the dramatic arts, the visual arts and the cultural
arts.
PROCESS
The City accepted applications to the Board until January 31, 2009. The City was very
fortunate to receive twenty (20) applications from many highly qualified individuals. This
made the selection process a difficult one. In accordance with the Ordinance applicants
were interviewed. The Mayor was present at all the interviews. The goal was to create a
very diverse Board that would represent different areas of the City as well as be
representative of the broad spectrum of the arts.
The following is a list of the applicants that were interviewed for the Board. Copies of
their applications are attached.

ticket sales, the balance of the income comes from fund raising and special events. My
responsibilities included all fund raising and special events. I planned and executed all the
details of these events from start to finish. Some recent events included Pavarotti on the Beach.
Over 200,00 people attended free of charge, sponsored by the City of Miami beach. 8000 guests
were reserved paying guest and 1 000 persons attended a special VIP post concert dinner paying
$ 1200.00 per person. The Concert Association present over 30 perfonnances in Dade and
Broward Counties.
My responsibilities also included managing the Colony Theater on Lincoln Rd. Miami Beach.
This theater, owned by the City of Miami Beach, had been closed for some time. The city
appointed the Concert Association to operate and renovate this theater. We had subsidy from the
City plus, ] was able to secure grants from the State for Capitol Improvements. This Theater has
become a favorite for the small performing arts groups in the Community, TItis Theater became
a anchor for the redevelopment of Lincoln Rd.

Including the Fontaineableau 1250 rooms, Eden Roc 350 room, The Alexander All Suite
Hotel.
During my tenure at the Fontainebleau And Eden Roc ,we had major talent in the show rooms.
Including Frank Sinatra, Barbara Streisand, Ann Margaret just to mention a few

. I hosted 5 U.S. Presidents in these Hotels and met many leader of the free world. The guests

I converted Seacoast Towers North to The Alexander AU Suite Hotel which opened 1983
which I managed until it was sold.. I traveled world wide developing business for these Hotels.

I was listed in \Vhose who in America as the first female Manager of a major Hotel.
Prior to this I resided in Puerto Rico and Was employed as Assistant Manager of the Ponce
Intercontinental Hotel. A 250 room resort on the South Coast of Puerto Rico
Painted and sculptured and won the First Prize in the annual Christmas Art Festival for the
Institute Of Culture in San Juan. Assisted in opening the Museo of Arte in Ponce. A Frank Lloyd
Project.. Created and Directed an Island wide annual Tennis Tournament sponsored by Don Q
Rum..
Currently Consultant to the Concert Association of Florida, presenting Cultural events at the
Arsht Theater, Jackie Gleason and the Broward Center for Performing Arts.

I was chairman for four years of the Williams Island Cultural and Entertainment Committee
creating and executing over 20 events a year for the 1 BOO residents.
Currently I am President Of The CIA, Citizens Interested in Arts. A Not for Profit organization,
providing grants to visual and performing arts organizations allover South Florida. Funds
raised from annual membership dues and special events including artistic performances This is
operated by its volunteer members.. In 2007 we gave over $70,000.00 to south Florida artistic
organizations.

JUDY SCOTT
Raised in Denver, Colorado, singer Judy Scott first appeared on
television at fifteen and two years later starred in summer stock in SOUTH
PACIFIC. An engagement soon followed at New York's famous Copacabana
where Jerry Lewis caught her performance and immediately signed her to
appear with him at the Sands Hotel in Las Vegas and the Fountainbleau in
Miami Beach. Audience response was so great that he then featured her on
the next Jerry Lewis television special.
Later she toured nightclubs
throughout the United States and the world with Bill Cosby, Jackie Mason
and David Brenner. Most recently in Atlantic City, Judy appeared with Don
Rickles at Bally's Grand, Buddy Hackett at Resorts International and in the
revue A NIGHT IN THE CA TSKILLS at Trump Plaza, performances which
earned her both standing ovations and return engagements. Her career also
includes television shows with Johnny Carson and Merv Griffin, records for
RCA Victor and Decca, and appearances on major cruise lines. In addition
to her solo act, Judy produced and performed with a fourteen-piece swing
band called Sentimental Journey which is popular at corporate conventions
and special events for seniors. Her next project is an original one-woman
show to be presented in theatres and cabarets around the country.

Qualifications:. As per the attached resume, my entire adult life has been dedicated to the arts in one
(Briefl! capacity or another. Following a long career in interior design, I HAVE BECOME
INVOLVED IN MANY ORGANIZATIONS COMMITTED TO ENHANCING
PERFORMING ARTS IN OUR COMMUNITY. Most notably, I am a founding member
of Citizens Interested in Arts, a non profit entity which has raised funds and supported
over 30 organizations. As a lifelong devotee of ballet, theater, symphony and visual arts, I
am uniquely qualified for a position on the advisory board of the Aventura Arts &
Cultural Board. I will share with the board members my life long experiences in both the
ereative side of the arts and the business or financial end. Together, we can take the City
of Aventura Arts and Cultural Center to levels beyond anyone's aspirations and

It is so exciting to see that the City of A ventura is becoming more invloved in sustaining our cultural society! I
am a native of Miami Beach, lived & studied in NY city and have worked as a violinist in over 40 countries and
throughout the United States. I have recently moved back to Miami for several reasons. One is to be near my
family and friends, and the other is to raise the level of Miami's classical music so that it can be recognized as a
strong force of education and performance throughout the country. I believe that my experiences and
knowledge gained, along with A ventura's vision, share the same goals and aspirations for our S. Florida

I am interested in the position for the Aventura Arts & Cultural Center Advisory Board
Member. I have a strong passion for the perfmming arts. 1 grew up in proCessional
theater and would luve to be part of developing a perfonning arts center in Aventura,
rlorida.
In June of 2005 I sold my company to a public company which left me retired. I
decided to work for the same company that purchased my company as one of their
divifllon president until May of 2007 Since then I have been enjoying teaching adults
various business courses on a part time basis at both Broward Community College and
Broward County Publie Vocational Schools. T also currently assist a handful of schoolti
by substituting for drama and musical da.,;ses for both Middle and lligh schools. I also
enjoy volunteering at different public schools with their school productions along with
volunteering at the beautiful Arsht Center of The Perfomling Arts of Miami Dade
County.
I am able to bring my successful business skills along with my knowledge and experience
of the theater to the great city of Avcntura. I would work hard to bring the finest quality
entertainment for the citizens of Aventura,. T have many ideas including bringing a
chlldren's theatcr and drama classes along with regional productions to Aventura. I
became a successful business perSl)n. tcacher and motivator through my experiences in
the theater and would love to share and introduce the theater to both young and old of the
city of Aventura.
I live just outside the city limits of Avcntura in unincorporated Miami-Dade County,
Florida so the city of A ventura is just minutes away from my current residence.

member of the advisory board member tor the Aventura Arts and Culture

We have been blessed to have Mr. Johannesburg volunteer his time and talent
as technical director for our latest production, Give a Boy a Gun. This year

WHEREAS, the Miami-Dade County Supervisor of Elections recommended that the
City of A ventura revise the date of City mayoral and commission elections from the first
Tuesday in March of odd numbered years to the first Tuesday after the first Monday in
November of even numbered years in order to coincide with county-wide general elections; and
WHEREAS, the City Commission found that revising the date of the City's general
election as described above, would result in a considerable cost savings for the City and further
found that the election date revision may serve to enhance voter participation in the City's
electoral process; and
WHEREAS, the proposed amendments to the City Charter revising the dates of the
City's general election were approved by the City's electorate during the special election held on
April 22, 2008; and
WHEREAS, the City Commission desires to amend certain sections of the City Code in
order to ensure consistency with the recent amendments to the City Charter that revised the date
of the City's general election which were approved by the City's electorate and incorporated into
the City Charter by Ordinance No. 2008-05.
NOW, THEREFORE, IT IS HEREBY ORDAINED BY THE CITY COMMISSION
OF THE CITY OF A VENTURA, FLORIDA, AS FOLLOWS:!
Section 1.
Recitals Adopted. That each of the above-stated recitals are hereby
adopted and confirmed.
Section 2.
City Code Amended. That Section 26-31 "Time and manner of
qualification of candidates" of Article II "City Commission and Mayor" of Chapter 26
"Elections" of the City Code is hereby amended to read as follows:
Sec. 26-31. Time and manner of qualification of candidates.
The time and manner for qualification of candidates for election to the office of
Commissioner or Mayor shall be as follows:
(1) Regular election. The qualification period for candidates to file to run for the office
of Commissioner or Mayor shall commence on the first Monday which is no earlier than

City Code is hereby amended to read as follows:
Sec. 26-32. Commencement ofterm of elected officials.
(a) The next regular term of office for Commission seats 1, 3, and 5, which expire on
March 16, 1999 November 8, 2012, shall commence on March 17, 1999 November 9,
2012 following the regular election.
(b) The next regular term of office for Commission seats 2, 4, and 6, and for Mayor,
which expire on March 20,2001 November 4,2010, shall commence on March 21,2001
November 5, 2010 following the regular election.

paragraph (4) below, accompanied by the qualification fee required by section 2.04 ofthe
City Charter and the additional election assessment imposed by State Statutes.
b. Candidates must meet the applicable residency qualifications provided by section
2.03(b), 2.04 and 2.05(c)(V) of the City Charter.
c. The place of qualification shall be the office of the City Clerk and the hours and dates
of qualifying shall be the applicable time period set forth in paragraph (1) or (2) above.
(4) Notice o/candidacy. The form of notice of candidacy shall be as follows:

(a) For any City election, ineluding initiative, referendum, bond issuance, charter
amendment or any special Mayoral and Commission elections (the "City Elections"),
which are not held in conjunction with a county or state election, this section shall govern
the matter of early voting. Further, early voting pursuant to this section shall comply with
the mandatory requirements ofF.S. ~ 101.657(1)(e), as applicable. This Section shall not
apply to the general elections referenced in Section 5.01 of the City Charter.
(b) The provisions ofF.S. ~ 101.657(2), shall not apply to city elections City Elections,
unless specifically made applicable by commission resolution.
(c) At any city election City Election, it is hereby provided that early voting shall be
provided only on the Saturday and Sunday immediately before a city election City
Election, unless otherwise provided pursuant to subsection (e) below.
(d) Early voting shall be provided for eight hours for each weekday and for an aggregate
of eight hours for each weekend on any weekday or weekend in which early voting is
allowed, unless otherwise provided pursuant to subsection (e) below.
(e) The City Commission may, by resolution, adopted in advance of a specific eity
election City Election alter the schedule of days and hours for early voting from that
which is provided in subsections (c) and (d) above. This shall include the authority to
extend early voting or to eliminate early voting for a specific election at which absentee
balloting is available.
(f) The City Clerk is hereby authorized to take any action which is necessary or
expedient to implement this section or to comply with any applicable law including any
mandatory provisions ofF.S. S 101.657.
Section 5.
City Code Amended. That Section 2-2 "Appointment of Vice Mayor" of
Article I "In General" of Chapter 2 "Administration" of the City Code is hereby amended to read
as follows:
Sec. 2-2. Appointment of Vice Mayor.
The City Commission shall elect a Vice Mayor semi-annually, at the first Commission
meeting in Atffil May and the first Commission meeting in October November of each
year, by a majority vote ofthe City Commission.
Section 6.
Severability. That the provisions of this Ordinance are declared to be
severable and if any section, sentence, clause or phrase of this Ordinance shall for any reason be
held to be invalid or unconstitutional, such decision shall not effect the validity of the remaining
sections, sentences, clauses, and phrases of this Ordinance but they shall remain in effect, it
being the legislative intent that this Ordinance shall stand notwithstanding the invalidity of any
part.
Section 7.
Inclusion in the Code.
That it is the intention of the City
Commission, and it is hereby ordained that the provisions of this Ordinance shall become and be
made a part of the Code of the City of A ventura; that the sections of this Ordinance may be
renumbered or relettered to accomplish such intentions; and that the word "Ordinance" shall be
changes to "Section" or other appropriate word.
Section 8.
Effective Date.
That this Ordinance shall be effective immediately
upon adoption on second reading.

"APPOINTMENT OF VICE MAYOR" IN ORDER TO ENSURE
CONSISTENCY WITH RECENTLY AMENDED CITY CHARTER
SECTION 2.03 "ELECTION AND TERM OF OFFICE" AND CITY
CHARTER SECTION 5.03 "ELECTIONS" WHICH REVISED THE
DATE OF GENERAL MAYORAL AND COMMISSION
ELECTIONS; PROVIDING FOR INCLUSION IN THE CODE,
PROVIDING FOR SEVERABILITY, PROVIDING FOR AN
EFFECTIVE DATE.
WHEREAS, the Miami-Dade County Supervisor of Elections recommended that the
City of A ventura revise the date of City mayoral and commission elections from the first
Tuesday in March of odd numbered years to the first Tuesday after the first Monday in
November of even numbered years in order to coincide with county-wide general elections; and
WHEREAS, the City Commission found that revising the date of the City's general
election as described above, would result in a considerable cost savings for the City and further
found that the election date revision may serve to enhance voter participation in the City's
electoral process; and
WHEREAS, the proposed amendments to the City Charter revising the dates of the
City's general election were approved by the City's electorate during the special election held on
April 22, 2008; and
WHEREAS, the City Commission desires to amend certain sections of the City Code in
order to ensure consistency with the recent amendments to the City Charter that revised the date
of the City's general election which were approved by the City's electorate and incorporated into
the City Charter by Ordinance No. 2008-05.
NOW, THEREFORE, IT IS HEREBY ORDAINED BY THE CITY COMMISSION
OF THE CITY OF A VENTURA, FLORIDA, AS FOLLOWS:1
Section 1.
Recitals Adopted. That each of the above-stated recitals are hereby
adopted and confirmed.
Section 2.
City Code Amended. That Section 26-31 "Time and manner of
qualification of candidates" of Article II "City Commission and Mayor" of Chapter 26
"Elections" ofthe City Code is hereby amended to read as follows:
Sec. 26-31. Time and manner of qualification of candidates.
The time and manner for qualification of candidates for election to the office of
Commissioner or Mayor shall be as follows:
(1) Regular election. The qualification period for candidates to file to run for the office
of Commissioner or Mayor shall commence on the first Monday which is no earlier than
J+ 84 days and no later than ~ 78 days before the date of the regular election. The
duration of the qualifying period shall be for a period of five consecutive days
commencing on Monday at 8:30 a.m. and terminating on Friday at 4:30 p.m. and shall
run from 8:30 a.m. to 4:30 p.m. of each successive day between and including Monday
through Friday. Notwithstanding the above provision, in the event that the Monday upon
which a qualifying period would otherwise commence is a holiday, the qualifying period

shall commence on Tuesday immediately following such holiday and shall be extended
for one (1) additional day. to-wit: the following Monday. with the same daily hours as
described above.
(2) Special elections. In circumstances in which a vacancy on the City Commission in
the office of Mayor or Commissioner is filled by special election, the qualifying period
shall commence on the first Monday ensuing after the adoption of a City Commission
resolution calling the special election and shall consist of a period of five consecutive
days commencing on Monday at 8:30 a.m. and terminating on Friday at 4:30 p.m., during
the same hours of each day as provided in paragraph (1) above.
(3) Qualification procedures.
a. For regular and special elections, as provided by paragraphs (1) and (2) above, it shall
be the duty of any person desiring to become a candidate for election to the office of
Mayor or Commissioner to file a written notice of candidacy, in the form set forth in
paragraph (4) below, accompanied by the qualification fee required by section 2.04 of the
City Charter and the additional election assessment imposed by State Statutes.
b. Candidates must meet the applicable residency qualifications provided by section
2.03(b), 2.04 and 2.05(c)(V) of the City Charter.
c. The place of qualification shall be the office of the City Clerk and the hours and dates
of qualifying shall be the applicable time period set forth in paragraph (1) or (2) above.
(4) Notice of candidacy. The form of notice of candidacy shall be as follows:
"I, the undersigned, an elector of the City of A ventura who has resided continuously in
the City for at least one (1) year preceding the date of filing of this notice of candidacy,
whose residence is in the City of A ventura, hereby announce my
candidacy for the office of (Commissioner, Seat No. ) (Mayor) [cross-out inapplicable
provision] to be voted for at the election to be held on the _ day of
, and I hereby agree to serve if elected.

Section 3. Citv Code Amended. That Section 26-32 "Commencement of term of
elected officials" of Article II "City Commission and Mayor" of Chapter 26 "Elections" of the
City Code is hereby amended to read as follows:
Sec. 26-32. Commencement of term of elected officials.
(a) The next regular term of office for Commission seats 1, 3, and 5, which expire on
March 16, 1999 November 8. 2012, shall commence on March 17, 1999 November 9.
2012 following the regular election.
(b) The next regular term of office for Commission seats 2, 4, and 6, and for Mayor,
which expire on March 20,2001 November 4.2010, shall commence on March 21,2001
November 5.2010 following the regular election.
(c) Except as provided in subsection (a) and (b) above, the term of office for the regular
terms of the Mayor and Commissioners shall commence upon the third day after the tffiffi
first Tuesday following the first Monday in March November subsequent to the
occurrence of the election to fill the next regular term of office for the respective Mayoral
or Commission seat. Notwithstanding the abo~;e stated provisions of this subsection (c),
commencing '.vith the 2007 election cycle, the term of office for regular terms of the
Mayor and Commissioners shall commence upon the third day after the first Tuesday in
March subsequent to the occurrence of the election to fill the next regular term of office
for the respective Mayoral or Commission seat.
Section 4.
City Code Amended. That Section 26-34 "Early Voting" of Article II
"City Commission and Mayor" of Chapter 26 "Elections" of the City Code is hereby amended to
read as follows:
Sec. 26-34. Early voting.
(a) For any City election, including initiative, referendum, bond issuance, charter
amendment or any special Mayoral and Commission elections (the "City Elections"),
which are not held in conjunction with a county or state election, this section shall govern
the matter of early voting. Further, early voting pursuant to this section shall comply with
the mandatory requirements ofF.S. S 101.657(1)(e), as applicable. This Section shall not
apply to the general elections referenced in Section 5.01 of the City Charter.
(b) The provisions of F .S. S 101.657(2), shall not apply to city elections City Elections,
unless specifically made applicable by commission resolution.
(c) At any city election City Election, it is hereby provided that early voting shall be
provided only on the Saturday and Sunday immediately before a city election City
Election, unless otherwise provided pursuant to subsection ( e) below.
(d) Early voting shall be provided for eight hours for each weekday and for an aggregate
of eight hours for each weekend on any weekday or weekend in which early voting is
allowed, unless otherwise provided pursuant to subsection ( e) below.
(e) The City Commission may, by resolution, adopted in advance of a specific eity
election City Election alter the schedule of days and hours for early voting from that
which is provided in subsections (c) and (d) above. This shall include the authority to
extend early voting or to eliminate early voting for a specific election at which absentee
balloting is available.
(f) The City Clerk is hereby authorized to take any action which is necessary or
expedient to implement this section or to comply with any applicable law including any
mandatory provisions ofF.S. 9 101.657.
Section 5.
City Code Amended. That Section 2-2 "Appointment of Vice Mayor" of
Article I "In General" of Chapter 2 "Administration" of the City Code is hereby amended to read
as follows:
Sec. 2-2. Appointment of Vice Mayor.
The City Commission shall elect a Vice Mayor semi-annually, at the first Commission
meeting in ApRl May and the first Commission meeting in October November of each
year, by a majority vote of the City Commission.
Section 6.
Severability. That the provisions of this Ordinance are declared to be
severable and if any section, sentence, clause or phrase of this Ordinance shall for any reason be
held to be invalid or unconstitutional, such decision shall not effect the validity of the remaining
sections, sentences, clauses, and phrases of this Ordinance but they shall remain in effect, it
being the legislative intent that this Ordinance shall stand notwithstanding the invalidity of any
part.
Section 7.
Inclusion in the Code.
That it is the intention of the City
Commission, and it is hereby ordained that the provisions of this Ordinance shall become and be
made a part ofthe Code ofthe City of A ventura; that the sections of this Ordinance may be
renumbered or relettered to accomplish such intentions; and that the word "Ordinance" shall be
changes to "Section" or other appropriate word.
Section 8.
Effective Date.
That this Ordinance shall be effective immediately
upon adoption on second reading.

SUBJECT: Aventura Express Shuttle Bus Transit Study Results
Backaround:
On October 14, 2008, the City contracted the Center for Urban Transportation
Research, (CUTR) to analyze the current local transit service, and develop
recommendations for improvements. CUTR's study included the following tasks:
~ Conduct a bus stop inventory to enable the accurate recording of passenger activity at
bus stops and the on-time performance of the local circulator services.
~ Conduct ride checks to determine if schedule adjustments are necessary.
~ Conduct passenger surveys to collect information on passenger satisfaction, how
often they use the service, demographic characteristics, trip purposes, and if there is a
desire for improvements. In addition, CUTR talked with the bus drivers and City staff.
~ Analyze the transit service and make recommendations for service improvements.
The surveys were conducted December 18 - 27, 2008 with over 350 surveys collected
from the passengers. 95% of the passengers surveyed rated the overall service as
good or very good.
Passengers have been particularly complimentary of the drivers, and of the convenient
service that the City provides. The results of the survey data was presented to the
Community Services Advisory Board at their January 22, 2009 meeting, and they
unanimously supported CUTR's recommendations for the proposed route changes.
Proposed Route Chanaes:
The proposed route changes are in response to the survey data to improve the
frequency of service ratings (79%). The proposed route changes are:
1. Move Biscayne Lake Gardens from Blue to Red route.
2. Move Waterways Park from Blue to Red route.
3. Add Aventura Lakes stop to Red route.

4. Move Parc Central from Red to Green route.
5. Move Mystic Pointe 600 from Red to Green route.
6. Move Hyatt Classic Residence from Green to Purple route, and don't enter the
property as they have their own bus.
7. Move Turnberry on the Green from Green to Purple route.
8. Reduce Hidden Bay stop to once per hour on Purple route.
9. Add Turnberry Towers to Green route.
10. Eliminate 2nd hourly stop at Del Prado on Yellow route.
11. Add Aventura by the Bay street stop to Purple route.
12. Delete Veterans Park stop from Purple route.
In addition, we have had requests from Turnberry Towers and Turnberry Towers South
to be included in the Green Route. These requests can be accommodated without
significant delays.
Passenaer Survey Data:
A PowerPoint presentation outlining the results of the survey will be presented at the
City Commission workshop meeting on February 19, 2009. The following data was
obtained during the survey portion of the study. The passenger satisfaction data was
rated as Very Good, Good, Fair, Poor, and Very Poor, with a score of 5 being Very
Good, and a score of 1 being Very Poor. In summary, I have bulleted the following
results:
Passenger Profile:
. 75% of passengers are either dropped off or walk 2 blocks or less to get the bus.
. 17% of passengers transferred from either Miami-Dade or Broward transit.
. 69% of passengers were either going home or shopping.
. 24% of passengers used the bus to go to work.
. 74% of passengers use the bus at least three days per week.
. 20% of passengers use the bus six days per week.
. 51% of passengers do not have a driver license, or don't drive.
. 76% of passengers have used the bus for over six months.
. 46% of passengers have used the bus for more than two years.
. 64% of passengers are over 50.
. 34% of passengers are over 65.
. 77% of passengers are female.
. 64% of passengers have income under $30,000 per year.

SUBJECT: Donation of Michael Israel Sculpture to City by Aventura Marketing
Council
Recently I was approached by Elaine Adler regarding the idea of donating a sculpture
of the original Aventura area prepared by Michael Israel in 1995. Michael Israel created
it when the Aventura Marketing Council (AMC) commissioned him to do a custom piece
for George Berlin. A picture of the sculpture is attached. There's a 'music conductor'
and "orchestras' carved in metal that rise up from behind some of the buildings as the
music begins... .with the flick of a switch.
AMC's plan is to find some sponsors to help underwrite a portion of its value and then
donate the sculpture to the City for display, along with a plaque recognizing the
sponsors. This beautiful sculpture, truly a piece of Aventura's history, would be perfectly
suited for public display in the Arts & Cultural Center.
Michael Israel is a highly-regarded performing artist, and has been commissioned by
the last few US Presidents to do paintings of them. I think the City should be honored to
accept the gift and display it with pride so that all residents and visitors can enjoy
viewing this beautiful sculpture.
Therefore, please place this matter on the February Workshop Meeting in order to
determine the interest of the City Commission to pursue the donation of the sculpture.

At a time when nearly half of Florida's children are starting school behind, quality degreed
teachers are needed. What are former Governors Reubin Askew, Bob Graham, Claude Kirk Jr., Buddy
Mackay, Bob Maritinez, Wayne Mixson, Rhea Chiles on behalf of Lawton Chiles and current Governor
Charlie Crist saying about degreed lead teachers in pre-k Classrooms?

"Quality can~t be an "aspiration." It can~t be "maybe." Quality must honor the promise to every
parent and grandparent of the state that Florida will deliver a high quality education no ifs, ands,
or buts."

MAYORS ENDORSEMENT
WHEREAS: commitment to high quality pre-kindergarten provides significant benefits to children,
families, and society as a whole; and
WHEREAS: evidence-based research shows that all children regardless of whether they are from poor,
middle-or upper-income families, benefit from high-quality pre-kindergarten programs; and
WHEREAS: children who participate in high-quality pre-kindergarten programs require less special
education, are less likely to repeat a grade, are less likely to need child welfare services, are less likely to
engage in criminal behavior, and once they enter the workforce have higher incomes; and
WHEREAS: investment in high-quality pre-kindergarten has significant implications for future
government budgets, at the national, state and city level and these benefits have been laid out by current
Federal Reserve Chairman; and
WHEREAS: high-quality preschool education depends on effective, high-quality teachers the most
effective pre-kindergarten teachers - those with at least a four-year college degree and specialized
training in early childhood - have more responsive interactions with children, provide richer language and
cognitive experiences, and are less authoritarian;
