CITY OF AVENTURA
OFFICE OF THE CITY COMMISSION
MEMORANDUM
TO: City Commission
FROM: Commissioner Billy Joel
DATE: July 16, 2008
SUBJECT: City Clerk Evaluation
On August 12, 2008, Teresa will celebrate her twelfth year as our city clerk. I know that
we all agree that we are fortunate to have her as our City Clerk. She has once again
performed exceptionally well this past year. At her recommendation, to further ease
upcoming budget constraints, the Commission re-addressed the issue of conducting
city elections in conjunction with county elections. Pursuant to a vote of the residents,
this measure passed and provides a cost savings to the city of approximately $70,000
per election. Teresa conducted this mail-in ballot election in conjunction with the
county, in accordance with law and without incident.
In addition to her service to the City, Teresa continues her dedication to her profession
by her active participation in the local, state and international municipal clerk
organizations and is well-respected among her colleagues. She was asked to write an
article about her profession that was published in the March/April edition of the Florida
League of Cities' Quality Cities Magazine. She is often contacted by other
governmental officials for assistance in the functions of their respective city clerks
offices and all of this is a positive reflection on our City of Excellence.
Based on the foregoing, I recommend a $10,000 net bonus be given to her (the same
as last year) and an increase in her auto allowance of $250/month.
